About this file

This is a Final Solicitation and Invitation for Price Quote (IFPQ) issued by the California Department of Transportation (Caltrans) for construction work on State Highways 33, 99, 108, and 132 in Stanislaus County. The project involves replacing all existing signal heads with new standard signal heads at various locations across these routes. The work is classified as a Small Business Minor B contract, requiring the prime contractor to be certified as a small business and to hold either a Class A license or applicable Class C license. The contractor must complete all work within 25 working days. Quotes are due by May 5, 2026, at 2:15 p.m., submitted via email to Justina.Binsfeld@dot.ca.gov. No pre-bid meeting is scheduled, but the solicitation includes eight project plans and references the 2025 Edition Standard Specifications and Standard Plans. The project is identified as Contract No. 10A2924 (10-Sta-33,99,108,132-Var, Project ID 1025000053) with an estimated cost of $267,000.00.

Quotes must be submitted on a unit price basis and will be evaluated on a lowest responsible bidder basis. Any bid exceeding $484,000.00 will be rejected per Public Contract Code Section 10105(b). The contractor must be certified as a small business at the time of bid opening and at contract award. While Caltrans establishes no Disabled Veteran Business Enterprise (DVBE) contract goal, bidders are encouraged to obtain DVBE participation. Contract award will be made within 30 days of bid opening to the lowest responsive bidder. A payment bond equal to at least 100 percent of the total bid is required if the total bid exceeds $25,000.00; no performance bond is required. The solicitation includes extensive special provisions addressing traffic control, railroad coordination and flagging services for work near Union Pacific Railroad and California Northern Railroad Company (Genesee & Wyoming) crossings, prevailing wage requirements, environmental compliance, and safety protocols. Contractors must provide proof of required insurance coverage, including Commercial General Liability ($2M per occurrence/$6M aggregate), Automobile Liability ($1M), and Railroad Protective Liability insurance prior to commencing work on railroad property.
