Subject: GEOTECHNICAL DESIGN REPORT FOR STATE ROUTE 142 – INSTALL CCTV

CAMERA

Introduction Pursuant to the request dated September 9, 2024, this Geotechnical Design Report has been prepared for the new CCTV pole location at PM 6.35 in Orange County. The purpose of this report is to summarize the available geotechnical information, provide geotechnical recommendations, and determine if standard plans and specifications can be used for the new CCTV pole installation. The recommendations presented in this report are based on the project plans dated December 15, 2022.

Project Description The new CCTV pole is in Orange County near the neighborhood of Sleepy Hollow in the City of Chino Hills (see site plan shown on Figure 1 and pole details in Table 1). The new CCTV pole location will provide data to enhance traffic management and monitor congestion. The height of the pole will be 35 feet.

All elevations referenced within this report are based on the North American Vertical Datum of 1988 (NAVD 88), unless otherwise noted.

On September 11, 2024, during the site visit one hand auger exploration was advanced to 6 ½ feet below ground surface. Soil and rock samples at various depths were collected from the hand auger boring. Soil/rock descriptions and soil sample locations are shown on the Boring Record in Appendix I. No previous nearby subsurface data was available.

Laboratory Testing

Soil and rock samples were submitted to the lab for soil classification, strength parameters, and corrosion evaluation (Particle Size Analysis, Plasticity Index, Moisture Content, Unit Weight, Direct Shear, and Corrosion Testing). A summary of the test results is provided in Appendix II, and the test sample locations are shown on the Boring Record in Appendix I.

Geotechnical Conditions Geology

The Geologic Map (Figure 2) of the Yorba Linda and Prado Dam quadrangles indicate that the site is located on material identified as Tertiary Monterey Formation consisting of mostly medium-grained bedded sandstone, locally coarse and pebbly, and minor silty clay shale (Tmss).

Information Handout; Contract No. 12A2278; Page 4 of 28

Figure 2 – Geologic Map (Dibblee, T.W., and Ehrenspeck, H.E., 2001)

Surface Conditions

The new CCTV pole is located approximately 75 feet left of centerline SR-142 PM 6.35 in the unpaved area outside of the guardrail next to the boundary between Orange and San Bernardino County. The project site is located at the base of northwest-southeast trending Lions Canyon that intersects with northeast-southwest trending SR-142 alignment that roughly follows Carbon Canyon creek. Surface drainage in Lions Canyon flows from northwest to southeast towards SR-142. There is an existing drainage and concrete culvert at the bottom of Lions Canyon that conveys surface water below SR-142 to Carbon Canyon creek on the south side of the roadway. The culvert is fed by an unlined drainage ditch approximately 4 feet deep. The culvert inlet is approximately 10 feet wide with concrete wingwalls on the upstream side. Surface drainage from the adjacent roadway is diverted into and underground stormwater system by AC dikes on the edge of pavement and storm drain inlets along the road. The surface topography at the CCTV pole location is relatively flat unpaved topsoil with gravel and thin grassy vegetation. The slopes surrounding the site are heavily wooded and rise at maximum slope ratio of 1.5:1 (H:V) from approximately 850 feet elevation to a maximum height of about 1,180 feet elevation.

The surrounding hillsides appear to be stable, and the geologic map does not show any mapped landslides in the nearby vicinity.

Site Location

Information Handout; Contract No. 12A2278; Page 5 of 28

Subsurface Conditions

Based on the September 2024 hand auger the subsurface conditions are characterized by dry, moderately cemented Silty and Clayey Sand derived from alluvium in the upper 4 ½ feet. Below 4 ½ feet the subsurface is composed of intensely weathered grading to moderately weathered sandstone of the Monterey Formation (Tmss).

Groundwater

Groundwater was not encountered during the 2024 geotechnical investigation. No sources of groundwater information were identified. For design purposes groundwater surface elevation was considered below the bottom of the CIDH foundations.

Corrosion Evaluation One bulk composite soil sample was collected for corrosion testing during the September 2024 subsurface investigation. Corrosion test results for the sample is shown in Appendix II. Based on Caltrans’ standards, the site is considered non-corrosive. Caltrans currently defines a corrosive environment as an area where the soil has either a chloride concentration of 500 ppm or greater, a sulfate concentration of 1500 ppm or greater, or has a pH of 5.5 or less.

Seismic Hazards Liquefaction

Based on the absence of groundwater in the current geotechnical boring, the presence of bedrock at 4 ½ feet below ground surface, and the pole location not mapped within a potentially liquefiable zone (CGS 1999) the site is not susceptible to liquefaction.

Analysis and Design

For standard plan Electrical Systems (ES) poles, the predetermined geotechnical engineering parameters include minimum required shear strength of 30 degrees (friction angle) for cohesionless soil and 1.5 ksf for cohesive soils, and minimum unit weight of 120 pcf.

Based on laboratory testing data, and the presence of shallow sandstone bedrock, the site subsurface conditions meet the minimum required shear strength and unit weight for standard plan design.

Information Handout; Contract No. 12A2278; Page 6 of 28

Recommendations

The proposed CCTV pole foundation is recommended to be based on 2023 Standard Plans Sheet ES-16D (Electrical Systems – Vehicle Detection System Pole 30’ to 40’) for reinforced CIDH pile foundations with a diameter of 2’-6” and minimum required pile length of 7’-0” provided the selected location is on level ground. If the pole is to be placed on sloping ground up to 2:1 (H:V) the minimum required pile length must be increased to 9’-0”.

Wi-Fi

SDLC / NTCIP

• Sensor Units use video/radar for object-based detection and classification of all modes. 1 Sensor has a V2X RSU.

• Processed data is sent to the Nexus over Wi-Fi (270’ range).

• Nexus places detector calls via SDLC and reads traffic light status via SDLC or NTCIP.

• Real-time and historical data is sent to MobilityOS over LTE.

• MobilityOS (MoS) provides remote access to video streams, detection zones, performance measures, and alerts.

• Intersection Manager provides local access at the cabinet for configuration.
