About this file

This is a Geotechnical Design Report prepared by the California Department of Transportation (Caltrans) Office of Geotechnical Design South for a project located at the intersection of State Route 39 (Beach Boulevard) and Terry Drive in Huntington Beach, Orange County. The project involves replacing four signal and lighting poles and installing ADA curb ramps, with specific details including cast-in-drilled-hole (CIDH) foundations for each pole. The report is dated October 18, 2024, and covers geotechnical design recommendations for the signal and lighting pole structures, with a focus on subsurface conditions, soil properties, and foundation design considerations.

The project site is located in an area with Quaternary alluvial valley deposits, characterized by slightly to moderately consolidated silt, sand, and gravel. Geotechnical investigations included site reconnaissance, review of boring records, and analysis of groundwater data. Key findings indicate groundwater levels around 14 feet below ground surface, predominantly fine-grained soils, and a low liquefaction potential. The report recommends standard plan foundations with 2.5-foot diameter, 7.5-foot long CIDH piles for each signal and lighting pole location. The investigation also noted the site is within a mapped liquefaction seismic hazard zone, though the specific structure type (signal and lighting poles) typically does not require extensive liquefaction mitigation.

Subject: GEOTECHNICAL DESIGN REPORT FOR SIGNAL AND LIGHTING POLES ON STATE ROUTE

39 (BEACH BOULEVARD) AT TERRY DRIVE

INTRODUCTION

Pursuant to the request dated August 20, 2024, the Office of Geotechnical Design South (OGDS), Branch C, has prepared this Geotechnical Design Report (GDR) for the project along State Route 39 (SR-39; also known as Beach Boulevard) at the Terry Drive Intersection (PM 4.9) in the city of Huntington Beach. The purpose of this GDR is to summarize the investigations performed and to provide foundation recommendations for the replacement of electrical signal and lighting poles. The recommendations provided in this report are based on the Layout sheet dated July 17, 2024, review of boring information from GeoTracker, review of Caltrans boring records, and a site reconnaissance performed on September 17, 2024.

Project Description

This project proposes to replace four signal and lighting poles and install ADA curb ramps at the intersection of SR-39 and Terry Drive in the city of Huntington Beach in Orange County. The Vicinity Map and Site Map are shown in Appendix 1. Details for the signal and lighting poles and the associated cast-in-drilled-hole (CIDH) foundations are presented in Table 1.

Unless otherwise noted, all elevations in this report are referenced to the North American Vertical Datum of 1988 (NAVD88). To convert as-built information from NGVD29 to NAVD88, add 2.2 feet to the NGVD29 elevation.

GEOTECHNICAL INVESTIGATION

Subsurface Exploration

The geotechnical investigation included a site reconnaissance conducted on September 17, 2024, as well as review of Caltrans and GeoTracker boring records, geologic maps, and historical groundwater data. Due to utility, right of way, and site constraints, no geotechnical drilling and sampling could be completed near the signal and lighting pole locations.

Geotracker boring records and Caltrans boring records from a nearby past project along SR-39 were taken into consideration in our analyses. The boring records referenced for the analyses are included in Appendix 2 and are summarized in Table 2.

Laboratory Testing

No subsurface soil samples were obtained from the field exploration due to utility, site, and right of way constraints. Therefore, no testing was performed to determine the corrosivity of the project locations.

GEOTECHNICAL CONDITIONS

Geology

The two referenced geologic maps indicate that the signal and lighting poles will be constructed in an area mapped as Quaternary alluvial valley deposits (specifically young axial-channel deposits, Qya). The unit is generally described as having slightly to moderately consolidated silt, sand, and gravel deposits with varying amounts of cobbles and boulders in areas closer to mountainous terrain. The geologic map of the project area is presented in Appendix 1.

Surface Conditions

All pole structures are located at the intersection of SR-39 and Terry Drive in an urban developed area of Huntington Beach approximately 3.5 miles northeast of the Pacific Ocean coastline. SR-39 within the project limits is generally at native grade.

All structure locations are located on relatively flat terrain dominated by the SR-39 roadway and other paved areas such as sidewalks and parking lots. Roadway stormwater in the vicinity of the project site appears to be drained mainly by sheet flow to the roadway curbs and to an underground drainage system.

Subsurface Conditions

Subsurface conditions anticipated during construction of the structures are presented in Table 3 below. This information is based on the referenced GeoTracker and Caltrans boring records.

2 Boring record for 12-0P010 GDR was located approximately 0.25 miles away from project site and was used to validate subsurface conditions.

Groundwater

Caltrans and GeoTracker records were reviewed for relevant groundwater data near the project site to determine an appropriate design groundwater elevation.

Wells for the former ARCO #1887 GeoTracker site located approximately 200 feet southeast of the project site indicated a high groundwater elevation of 13.76 feet in September 2023. Similarly, wells for the former SHELL OIL GeoTracker site located approximately 100 feet northeast of the project site indicated a high groundwater elevation of 13.91 feet in November 2013.

Considering the available boring records and public groundwater data, a groundwater elevation of 14 feet can be used for design for the signal and lighting poles. Based on this information, the groundwater level is several feet below the CIDH pile tips. However, it should be noted that groundwater levels may fluctuate several feet based on storm events and other factors. Due to this uncertainty, there is a possibility that CIDH piles may encounter groundwater at the bottom of the drilled hole. A summary of the groundwater data used for this GDR is presented in Table 4.

SEISMIC HAZARDS

Fault Rupture

The project site is not located within an Alquist-Priolo Earthquake Fault Zone (EFZ) as established by the California Geologic Survey, nor is it located within 1,000 feet from any documented Holocene or younger aged faults. Therefore, per MTD 20-10, this project site is not considered susceptible to surface fault rupture hazard.

Liquefaction

The project site is located within a mapped California Geological Survey liquefaction seismic hazard zone and is generally considered susceptible to liquefaction during a seismic event. However, due to the presence of predominantly fine-grained soils at the project site, liquefaction potential for the CIDH foundations is considered low. During a seismic event, liquefaction will likely not occur along the length of the CIDH foundations, and therefore will not significantly affect the CIDH foundation capacity.

Liquefaction analysis is typically not warranted for signal and lighting poles since they are considered minor structures. If liquefaction resistant recommendations and liquefaction mitigations are required, a request for liquefaction analysis should be submitted to OGDS.

The liquefaction map of the project area is included in Appendix 1.

ANALYSIS AND DESIGN

Soil/ Rock Engineering Properties

Based on the geotechnical investigation, the strength parameters of the subsurface soils at the pole locations meet the required strength parameters for the CIDH pile foundation design. The geotechnical parameters utilized for this report are as follows:

Cohesionless Soil: Unit Weight, γ= 120 pcf, Friction angle, φ= 30° Cohesive Soil: Shear Strength, Su = 1500 psf

RECOMMENDATIONS

Standard plan foundations, including the CIDH foundation information presented in Table 1, are recommended for the construction of the signal and lighting poles.

Additionally, considering the lack of corrosion data at the project site and the soil types at the project site, it is recommended that the site be considered corrosive for the design of the CIDH foundations.

Based on historical groundwater information, the groundwater level is several feet below the CIDH pile tips. However, it should be noted that groundwater levels may fluctuate several feet based on numerous factors. Due to this uncertainty, construction at this site should be prepared for the possibility of groundwater in the drilled hole.

Executive Summary iii

At the request of Caltrans District 12, an ADL SI was conducted at the intersection of Beach Boulevard

(State Route 39 (SR-39)) and Terry Drive, in the city of Huntington Beach, in Orange County, California

(hereafter, the Project Area; Figure 1). The work was conducted pursuant to the provisions in Agreement

12A2113 and with the Task Order No. 18 request.

The purpose of the SI was to assess lead concentrations within the anticipated Project Area construction zone and to make recommendations for re-use and disposal of excess soil based on the provisions of the

California Department of Toxic Substances Control (DTSC), Soil Management Agreement for Aerially

Deposited Lead-Contaminated Soils (ADL Agreement) [DTSC, 2016]. Results from the investigation will be used to assess re-use requirements within the Project Area, estimate soil removal and disposal costs for any excess soil, to provide information to support worker and public safety protocols, and to identify a need for training/monitoring requirements, if applicable.

The proposed scope of work consisted of advancing and sampling four soil borings at the target sample depths of surface to 0.5, 1.0-1.5, 2.0-2.5, and 3.5 to 4.0 feet below ground surface (bgs). A total of 16 samples were collected as part of this task order.

The soil samples were analyzed for total lead, five soil samples for soluble lead by California waste extraction test using citric acid as the extractant (Cal WET-citric), one soil sample for soluble lead using dionized water (DI) as the extractant (Cal WET-DI), five soil samples for soluble lead by the Toxicity

Characteristic Leaching Procedure (TCLP) extraction method, and two soil samples for the power of hydrogen (pH).

As directed in Section CC.1 of Contract 12A2113, Stantec conducted a Tier 1A/1B laboratory data validation. The data validation was performed in conformance with United States Environmental Protection

Agency (USEPA) Region IX Data Validation Guidance, as required by the Caltrans Agreement 12A2113.

The data were validated pursuant to this Caltrans requirement and found to be suitable for the purposes of this investigation.

The investigation results are summarized below.

ADL

ADL were quantified in 16 soil samples collected from four borings. The following is a summary of detections.

• Total Lead: Total lead concentrations ranged from 2.6 to 170 milligrams per kilogram (mg/kg). Two of the samples reported total lead above 50 mg/kg. One of the samples reported total lead at or above the ADL threshold of 80 mg/kg. None of the samples reported concentrations above the

California Total Threshold Limit Concentration (TTLC) of 1,000 mg/kg for lead.

Information Handout; Contract No. 12A2276; Page 30 of 170 iv

• Soluble Lead by Cal WET-Citric Extraction Method: Five soil samples were further analyzed for soluble lead following the Cal WET-Citric extraction method. Soluble lead concentrations ranged from 0.26 mg/L to 11 milligrams per liter (mg/L). One of the samples reported soluble lead at or above the California Soluble Threshold Limit Concentration (STLC) of 5 mg/L.

• Soluble Lead by Cal WET-DI Extraction Method: One soil sample was further analyzed for soluble lead following the Cal WET-DI extraction method. The soluble lead concentration reported was

0.88 mg/L. The sample did not report soluble lead at or above the Agreement Threshold of 1.5 mg/L.

• Soluble Lead by TCLP Extraction Method: Five soil samples were analyzed for soluble lead using the TCLP. Soluble lead concentrations ranged from less than the laboratory method detection limit of 0.0018 mg/L (<0.0018 mg/L) to 0.012 mg/L. None of the samples reported soluble lead at or above federal hazardous waste level for toxicity of 5 mg/L.

• Power of Hydrogen: Two (2) soil samples were analyzed for pH. The pH was reported as 8.2 for both samples - well within the range of nonhazardous waste and above the ADL soil re-use threshold of 5 set forth in the ADL Agreement.

The correlation between total lead and Cal WET-Citric soluble lead was calculated in accordance with the methodology presented in Contract 12A2113. The entire data set showed good correlation with a variance

(R2) of 0.9868 and a correlation coefficient (R) of 0.99. Caltrans generally considers a correlation coefficient of 0.8 or greater as demonstrating good correlation.

Conclusions

In consideration of the data presented in this report and in accordance with the conditions of the ADL

Agreement (2016a), the following conclusions have been developed.

• ADL is present in near surface soils at certain locations within the proposed construction zone.

• While none of the soil samples exhibits a characteristic of RCRA hazardous waste, one of the soil samples, collected primarily in the upper 1.0 foot, exhibits characteristics of a California Non-RCRA hazardous waste based on soluble lead concentrations.

• Management of the waste in accordance with the conditions of the ADL Agreement will allow for cost effective re-use and off-site disposal options.

Recommendations

Based on the findings, results, and conclusions of the investigation, soil in the investigation area may be impacted by ADL. Recommendations for re-use and disposal of excess soil are summarized below.

1. Consistent with Caltrans protocols, project work should be conducted under a lead compliance plan prepared by the contractor.

2. Alternatives for reuse within the project area and off-site disposition are provided below.

1 INTRODUCTION

1.1

At the request of Caltrans District 12, an ADL SI was conducted at the intersection of Beach Boulevard

(State Route 39 (SR-39)) and Terry Drive, in the city of Huntington Beach, in Orange County, California

(hereafter, the Project Area; Figure 1). The work was conducted pursuant to the provisions in Agreement

12A2113 and with the Task Order No. 18 request.

1.1 PURPOSE

1.2 BACKGROUND

According to the Task Order request, Caltrans District 12 proposes to improve lighting for pedestrians and bicycles by replacing poles at all crosswalk approaches and departures and replacing ADA curb ramps at the corners of the intersection of Beach Boulevard and Terry Drive.

The remainder of this report describes the scope of work, methodology, findings, results, conclusions, and recommendations associated with this SI.

1.3 REGULATORY CONSIDERATIONS

1.3.1 Soil Sampling

The ADL Agreement outlines the management of ADL-impacted soil generated by Caltrans as it pertains to stockpiling, re-use, disposal, tracking, transportation, and final placement of soil. The ADL Agreement defines “clean” soil and ADL-contaminated soil and provides thresholds and guidelines for re-use and disposal. Soil is classified based on laboratory analysis for total lead, soluble lead, and pH. Allowed management of excess soil includes unrestricted use (clean soil, i.e., unregulated soil under the ADL

Agreement), restricted re-use within the highway system right-of-way, documented commercial re-use, and disposal to a Class I, II, or III landfill.

2 PROJECT SETTING

2.1

2 PROJECT SETTING

This section describes the Project Area setting including a description of the physiographic setting, general geology and hydrogeology, and a general description of the area around the Project Area.

2.1 PROJECT AREA DESCRIPTION

The Project Area is located at an approximate elevation of 70 feet above mean sea level, approximately

3.5 miles northeast of Seal Beach (the Pacific Ocean), and approximately 13 miles west of the Santa Ana

Mountains, at the intersection of Beach Boulevard (SR-39) with Terry Drive, in the city of Huntington Beach, in Orange County, California (Figure 1).

2.2 REGIONAL GEOLOGY AND HYDROGEOLOGY

The Project Area is located within the Peninsular Ranges Geomorphic Province of California. According to the California Geological Society’s (CGS), California Geomorphic Provinces-Note 36 (CGS, 2002), this
