About this file
This is a Request for Information (RFI) and Sources Sought Notice issued by the United States Coast Guard (USCG) Office of Aviation Acquisitions (CG-AIR-A) pursuant to FAR Part 10 Market Research. The RFI seeks capability information regarding two aviation training devices: a Maintainer Training Unit (MTU) and a Hot Mock Up (HMU) for the MH-60T helicopter platform. This is not a binding solicitation, and submission of information is purely voluntary with no reimbursement for costs. The NAICS code is 541330 (Engineering Services).
The USCG is transitioning from a mixed rotary-wing fleet to a standardized all-MH-60 Medium Range Recovery (MRR) fleet as the MH-65E fleet sundowns over the next decade. The current combined HMU and MTU cannot accommodate sufficient student throughput, necessitating acquisition of two separate devices to allow concurrent courses and double student output. Both devices will be deployed at the Aviation Technical Training Center (ATTC) in Elizabeth City, North Carolina. The MTU must allow instructors to induce discrepancies from a predefined list within a climate-controlled, humidity-aware environment. The HMU must support instantaneous fault induction that manifests precisely as in an operational aircraft cockpit, simulate flight operations for autopilot, navigation, communication, and indication systems, and enable students to locate faults using standard multi-meters. Vendors must address capabilities in engineering and lifecycle support (including non-recurring engineering, technical integration, refresh, sustainment, and obsolescence management), software and cybersecurity compliance (Windows 11 on air-gapped standalone network with Risk Management Framework alignment), and technical data packages (interface control drawings, wiring schematics, user/instructor manuals, and software procedures).
Responses must be submitted by November 23, 2026, at 2:00 PM EST to Sharita.L.Leathers@uscg.mil and William.R.Prebble2@uscg.mil with the subject line "RFI Response: MH-60T MTU & HMU - [Company Name]." Responses must be in MS Word or searchable PDF format, not exceed 15 pages excluding cover page, and not exceed 10MB file size. Requested information includes company profile, technical and corporate capability statements, relevant military aircraft training device experience with points of contact and contract numbers, data rights positions (unlimited rights, Government Purpose Rights, or proprietary limitations), strategic contract vehicle availability (GSA schedules, GWACs such as OASIS, MAS, or STARS III), recommended contract type structures, required government resources and furnished equipment, general feedback regarding risks and acquisition structure, and a non-binding Rough Order of Magnitude cost estimate for the combined MTU and HMU effort.

H60T MTU & HMU RFI
The United States Coast Guard (USCG) OƯice of Aviation Acquisitions (CG-AIR-A) is releasing this Request for Information (RFI) / Sources Sought Notice pursuant to Federal Acquisition Regulations (FAR) Part 10, Market Research. This is not a Request for Proposal (RFP) or Request for Quote (RFQ). This request for capability information does not commit the Government to contract for any supply or service, whatsoever. Further, the USCG is not at this time seeking proposals or quotes and will not accept unsolicited proposals or quotations. Submission of any information in response to this market survey is purely voluntary. This RFI is being used as a Market Research tool for informational purposes and for preliminary planning purposes to identify potential sources that possess the required experience and expertise to provide the required support. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Small and large businesses are encouraged to respond.
NAICS Code: 541330 Engineering Services
1. Introduction and Purpose
The purpose of this RFI is to determine what commercial solutions and responsible sources exist for the acquisition of two (2) aviation training devices: a Maintainer Training Unit (MTU) and a Hot Mock Up (HMU). If a company is only able to support a single component solution, please identify why the government should consider your product over a company who can support both requirements. Responses will help to shape the acquisition strategy, refine technical requirements, and identify qualified corporate entities with experience in aviation training device production and sustainment support.
Disclaimer and Key Rules of Engagement:
Any pricing information submitted under this RFI is considered an estimate only and is neither binding nor constituting a proposal.
Not responding to this RFI does not preclude participation in any future RFP, if released.
2. Background and Scope
The United States Coast Guard (USCG) is executing a critical strategic transition from a mixed rotary-wing fleet to a standardized, single-platform all-MH-60 Medium Range Recovery (MRR) fleet. To prevent a catastrophic loss of rotary-wing readiness and ensure the flight safety of USCG aircrews, the MH-60 program is scaling significantly beyond its original baseline as the MH-65E fleet sundowns over the next decade. This strategy directly dictates the urgent expansion of our MH-60 maintenance training devices to support a rapidly expanding MH-60 maintenance workforce.
Maintainers are required to execute troubleshooting and general maintenance down to the Line Replaceable Unit (LRU) level per existing Maintenance Procedure Cards (MPCs). All Aviation Maintenance Technicians (AMTs) and Avionics Electrical Technicians (AETs) receive initial training at the Aviation Technical Training Center (ATTC) in Elizabeth City, NC with knowledge and performance-based learning objectives for various aircraft systems on maintenance training devices.
The maintenance training devices managed by ATTC include high-fidelity electrical and avionics Hot Mock Ups (HMUs), Maintenance Training Units (MTUs), and virtual/mixed reality (VR/MR) training devices. These devices allow students to troubleshoot individual systems, components, and associated wiring without risk of damaging operational aircraft; allow instructors to introduce real-world faults; and permit software testing and integration.
Currently the combined HMU and MTU used for maintainer training is insuƯicient to accommodate student throughput. Acquisition of two separate devices allows for student courses to run concurrently, doubling student output.
To support the fleet transition, Force Readiness Command (FORCECOM) is conducting a Training Requirements Analysis (TRA) to identify the most eƯicient methods (including resident, roadshow, on-the-job, and online training) to cross-train and transition MH-65E maintainers to the MH-60T platform.
The ATTC supports the operational MH-60 fleet by providing residential training to AETs and AMTs who maintain the aircraft. Instructors at ATTC teach the USCG enlisted aviation workforce in-depth electrical, avionics, and mechanical maintenance procedures and sophisticated troubleshooting techniques through "C" Schools. Realistic maintenance training devices, called a Hot Mock Up (HMU) and Maintenance Training Unit (MTU), provides students with fleet-representative aircraft environments to learn these techniques.
3. General Requirements
3.1 Device Functionality
MTU Functionality: The instructor shall be able to induce a discrepancy from a pre-defined list (provided at a future date).
HMU Functionality: The instructor shall be able to induce a discrepancy from a pre-defined list of faults (provided at a future date). The induction shall be instantaneous and shall manifest precisely as it would in the cockpit of an operational MH-60T. The HMU shall be able to simulate flight operations for autopilot, navigation, communication, and indication systems. The HMU wiring shall also be modified so that the students can locate the fault with a standard multi-meter once the fault is active.
3.2 Operating Environment
MTU Environment: The MTU will operate in a climate-controlled environment.
However, special consideration should be given to the probability that high humidity conditions can occur.
HMU Environment: The HMU will operate in a climate-controlled environment.
However, special consideration should be given to the probability that high humidity conditions can occur.
3.3 Deployment
MTU & HMU Deployment: The proposed solution can be completed as: contractor only, government only or a combination thereof. The proposed solution shall be deployed/installed at USCG Aviation Technical Training Center (ATTC) in Elizabeth City, NC.
