About this file

This is a Statement of Need for the purchase, delivery, and installation of commercial-grade physical fitness equipment for a Department of the Air Force facility. The requirement is driven by updated FY26 Physical Fitness Assessment (PFA) standards effective March 1, 2026, which introduce bi-annual testing and a new 100-point scoring system across four categories: Cardiorespiratory, Waist-to-Height Ratio, Muscle Strength, and Muscle Core Endurance. The contractor must provide all equipment, personnel, transportation, and tools necessary for delivery and complete on-site installation.

The hardware list includes 23 line items totaling substantial equipment: two RM-43 racks, two utility benches, weight plates (competition and change weights), a row machine, cable crossover machine, lat pulldown/row combo, leg press machine, commercial treadmill, deadlift platform with bar jack, two dips bars, three adjustable bench presses with two barbells, two weighted vests (45 lbs each), barbell clips, and rubber gym flooring sufficient to cover 1,046.1 square feet. Delivery must occur within 60 days after receipt of order to a government installation. The contractor is responsible for obtaining base access credentials, coordinating with the Delivery POC at least 72 hours prior to arrival, providing full assembly and calibration with equipment ready for immediate use upon departure, and removing all shipping materials and debris. A standard commercial warranty covering parts and labor must be provided upon completion. The Delivery POC will inspect and accept all items, and any invoice or receiving report deficiencies will be communicated in writing. Contractors must comply with health and safety requirements on government installations and eliminate use of Class I Ozone Depleting Substances.
