About this file
This document is a Justification and Approval (J&A) for a sole-source contract modification by the Marine Corps Systems Command (MARCORSYSCOM). The procurement is for software licenses for the Guided Test Scripts (GTS) application for the Hand Held Radio Test Set (HHRTS), to be purchased from Astronics Test Systems for $352,000. The software will enable Marine technicians to create localized, on-demand test scripts for ground radios without coding knowledge, and will cover licenses for 1,408 systems at an estimated $250 per system.
The contract will be a modification to the existing HHRTS contract M67854-23-D-5101, with a 12-month performance period. A prior Request for Information (RFI) issued on SAM.gov received no responses. The justification for sole-source procurement is based on Astronics being the original equipment manufacturer, with the argument that alternative vendors would incur substantial costs to develop, test, and integrate compatible software, which would not be offset by competitive procurement. The Marine Corps has no immediate plans to compete future contracts for these supplies/services.

UNITED STATES MARINE CORPS
MARINE CORPS SYSTEMS COMMAND
2200 LESTER STREET
QUANTICO VIRGINIA 22134-5050
IN REPLY REFER TO:
CT 2.5
J&A No. 25,309
JUSTIFICATION AND APPROVAL (J&A)
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Marine Corps Systems Command (MARCORSYSCOM) Program Manager, Combat Support Systems (PM CSS) Product Manager, Maintenance Support Systems (PdM MSS) 2200 Lester Street Quantico, VA 22134-5050
2. Description of the Action Being Approved.
The use of other than full and open competition to procure software for the Marine Corps Hand Held Radio Test Set (HHRTS). The proposed action is for the negotiation of a sole source, firm-fixed-price contract with Astronics Test Systems, 12889 Ingenuity Drive, Orlando, FL. This action will be executed via a modification adding a Contract Line-Item Number (CLIN) to the existing HHRTS contract M67854-23-D-5101.
3. Description of Supplies/Services.
The proposed contract action is to procure the software license for the Guided Test Scripts (GTS) application. This function will allow Marine technicians to create localized, on-demand test scripts for ground radios without any background knowledge in coding languages.
Estimated Dollar Value
The estimated dollar value for this procurement is approximately $352,000.00 utilizing Procurement Marine Corps (PMC) funding as detailed below:
Table1 Funding Profile
The period of performance for the effort is estimated to be twelve (12) months from date of contract award. This amount is to buy licenses for the full Authorized Acquisition Objective (AAO) of the HHRTS and is estimated at $250 per system, totaling $352,000.00 for 1,408 systems.
4. Statutory Authority Permitting Other Than Full and Open Competition.
The statutory authority permitting the use of other than full and open competition is 10 U.S.C. § 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 Only from one responsible source or a limited number of responsible sources.
5. Rationale Justifying Use of Cited Statutory Authority.
This is a procurement for highly specialized software needed to enhance the capability of the HHRTS. Astronics is the original equipment manufacturer (OEM) of the HHRTS which was originally procured in 2023 to fulfill the requirement of an at-platform tester for ground radio systems. Utilization of sources other than Astronics Test Systems would result in substantial duplication of costs which are not expected to be recovered through competition. Any source other than Astronics Test Systems would have to develop, test, and integrate the software, instruments and other interconnecting parts ensuring compatibility of both the end item as well as the Unit Under Test (UUT).
Given that the OEM has already developed and tested software specifically for this system at an estimated one-time cost of $250 per unit, a competitive procurement is not expected to offset the substantial duplication of cost and additional time associated with a new development effort.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
To ensure broad competition and identify potential offerors, a Request for Information (RFI) was issued on SAM.gov on 6 August 2024, under RFI number M67854-24-I-5124. The RFI sought industry feedback on the capability to develop software enabling Marines to create localized, on-demand test scripts for the Hand Held Radio Test Set. The software requirements included a user-friendly graphical user interface (GUI) allowing users to create, edit, and share scripts for ground radios without prior coding knowledge. Despite this outreach effort, no companies responded to the RFI.
7. Determination of Fair and Reasonable Costs.
The Contracting Officer with the assistance of the PdM MSS, will ensure all supplies and services ordered under this contract are procured at a fair and reasonable price in accordance with FAR 15.404-1. The Government Cost Estimate will also serve as a cost comparison point for negotiations with the vendor.
8. Actions to Remove Barriers to Future Competition.
For the reason(s) set forth in paragraph 5., MARCORSYSCOM has no intentions of competing future contracts for the supplies/services identified in this document. As future requirements are further refined, competitive procurements will be considered.
