About this file

This is a Notice of Intent to Award issued by the Michigan Department of Technology, Management & Budget's Printing Services for a printing services contract. The document announces the completion of evaluation for Request for Quote #210000000507 regarding the production of Guidebooks for Food Safety Kits. The project requires the printing of 2,000 guidebooks. The evaluation process considered multiple criteria including pricing, turnaround time, price hold capability, production in Michigan, and relevant experience. Image Printing has been identified as the recommended vendor based on providing the best value combination of evaluation criteria and pricing to the State of Michigan. The actual award will be issued following receipt of an order and final approval by Printing Services, which reserves the right to perform the work in-house. Vendors have the opportunity to submit protests electronically through the Vendor Self Service system by the posted deadline.

Image Printing submitted the lowest bid at $1,410.00 with a turnaround time of five days and strong scores across all evaluation categories, scoring 23 out of 25 for turnaround, and 25 out of 25 for both price hold capability and Michigan production experience. Competing bids were received from O'Keefe at $2,620.00, BRD at $3,093.52, and Printwell at $3,774.61. All bidders met the requirement for Michigan production and price hold capability. Award recommendations are made to responsible bidders offering best value based on the combination of evaluation criteria factors and price, with Printing Services maintaining discretion to award to higher bidders if superior value is demonstrated through turnaround time or other considerations.
