About this file
This document is a Justification and Approval (J&A) for a sole source contract from the Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). The contract is for procuring 20 Single Board Computers (VSB2102 2.4GHZ i7, 16GB RAM) from General Micro Systems, Inc. specifically to support the Aegis Weapon System's Multi-Mission Signal Processor. The total estimated value is $347,369.46 for Fiscal Year 2025, and the procurement is being conducted under 10 U.S.C. 2304(c)(1) authority, which allows for sole source acquisition when only one responsible source can satisfy agency requirements.
The justification emphasizes that these specific computer components are the only ones compatible with existing systems, listed on Allowance Parts Lists, and supported by Naval Education and Training curriculum. Alternative brands would require approximately $50,000 in additional testing and validation, plus a 12-month delay in procurement. The document notes that no other Navy-approved supply sources were found after reviewing platforms like GSA Advantage, and the Original Equipment Manufacturer does not have any approved third-party vendors. NSWC PHD commits to continued market research to potentially expand vendor options in future procurements.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), Code E24.
2. Description of the Action Being Approved.
NSWC PHD intends to award a single contract on the basis of other than full and open competition to General Micro Systems as a Sole Source requirement for Single Board Computers (SBCs) to support the Aegis Weapon System (SPY-1) Radar, Multi-Mission Signal Processor (MMSP).
3. Description of Supplies/Services.
This contract shall provide Procurement from General Micro Systems, Inc. (GMS) for:
1. Qty. 20 Single Board Computers (VSB2102 2.4GHZ i7, 16GB RAM P/N: 97- 2561)-000. General Micro Systems' SBC is a high performance, ruggedized computer designed to replace legacy Versa Module Europa (VME) SBCs in demanding applications requiring real-time performance and reliability.
This part is in the Multi-Mission Signal Processor (MMSP).
Estimated Dollar Value
FY25
Total
OPN $347,369.46
Total $347,369.46
4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
This specific VSB2102 2.4GHZ i7, 16GB RAM manufactured by the Original Equipment Manufacturer (OEM), specifically listed onboard Allowance Parts Lists (APL), Technical Data Package (TDP) and supported by Naval Education and Training curriculum. These components are compatible in all aspects (form, fit, function) with existing systems presently installed. No other brand has been tested and verified to be compatible in all aspects with the existing systems presently installed and, therefore, no other brand can meet NSWC PHD’s needs. Furthermore, the OEM does not have any approved third-party vendors and/or manufacturers and, therefore, no other source, other than the OEM, can meet NSWC PHD’s needs.
The use of a different brand would require additional testing and validation for functionality and compatibility which would result in a substantial duplication of cost of approximately $50k and an unreasonable delay of at least 12 months. These estimates are based on the estimated cost and time to undergo testing and validation including First Article Testing, ECP development, qualification, and approval prior to use within Multi- Mission Signal Processor. A 12-month delay would prevent the ISEA from supporting any request from the fleet since this part has not reached the Material Support Date.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
This part is not available in the Navy Supply System. I reviewed all other Navy approved supply sources like GSA Advantage, UNICOR and ability one to determine if there were any capable sources and none were found.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
NSWC PHD will continue to conduct market research as warranted to provide a broader vendor base for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
