General Services Administration Federal Systems Integration and Management Center
LIMITED SOURCES JUSTIFICATION
DESCRIPTION OF ACTION – CONTRACT CEILING INCREASE AND
PERIOD OF PERFORMANCE EXTENSION
SOLICITATION NUMBER GSC-QF0B-16-33014
TASK ORDER # GSQ0016AJ0033
The General Services Administration (GSA) makes this Limited Sources Justification (LSJ) for orders pursuant to Federal Acquisition Regulation (FAR) 8.405-6.
i.) Identification of Agency and Contracting Activity:
Client Agency:
General Services Administration (GSA) Federal Systems Integration and Management Center (FEDSIM) Acting in support of: Department of State (DoS) Diplomatic Security (DS) Chief technology Officer (CTO)
Contracting Activity:
GSA FEDSIM Contracting Office 1800 F Street, NW Suite 3100 (QF0B) Washington, D.C. 20405 ii.) Nature and/or Description of Action Being Approved:
A modification is being executed for task order GSQ0016AJ0033 to modify the Period of Performance (PoP), create a new CLIN, and increase the contract ceiling in the amount of $230,853.01. This shall create and increase the overall estimated value of the task order from $1,548,102.48 to $1,778,955.49.
This task order was awarded as a BPA under the Federal Supply Schedule (FSS) for services. This procurement supports network design, deployment, and operations support for the new high performance network for the Bureau of Diplomatic Security. This task order is a Labor Hour (LH) contract. The estimated ceiling increase shall be in the amount of $230,853.01 for the remaining period of the contract.
iii.) A Complete Description of Supplies/Services Required to Meet Agency’s Need:
This modification entails two parts:
v.) Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d):
The Contracting Officer has determined that the proposed modification represents the best value to the Government. This is based on the Contractor’s proposal to utilize the same labor rates (base-lined using the rates established under their respective GSA Schedule 70 BPA# GS00T13AJA7007) that were awarded under the current task order and deemed fair and reasonable.
vi.) Description of the Market Research Conducted Among Schedule Holders and the Results of the Research:
There are many contractors under GSA Schedule 70 that possess the capability to support the security incidents reporting system services. However, due to the DOS/DS/EX/CTO overarching vision to centralize advanced search capabilities system support with the single award BPA, the Government has determined that a modification utilizing FAR 8.405-6(a)(1)(i)(B) is the best alternative for this action.
vii.) Any Other Facts Supporting the Justification:
Not extending the PoP for the base period of the task order would trigger duplicative costs for the State Department as a result of having to re-issue a new contract. A new contract would require new procurement costs and produce delays to support solicitation and source selection. With the BPA labor rates already deemed fair and equitable within a competitive environment, extending the POP of the current task order represents the best value for the Government.
viii.) Statement of the Actions the Agency May Take to Remove or Overcome any Barriers that Led to the Restricted Consideration Before Any Subsequent Acquisition for the Supplies or Services is Made:
While the CVP services provide unique capabilities to DOS/DS/CTO, all available sources will continue to be reviewed in order to assure that requirements for competitive acquisition will be addressed according to DOS and FEDSIM directives and acquisition guidelines.
ix.) Contracting Officer Certification that the Justification is Accurate and Complete to the Best of the Contracting Officer’s Knowledge and Belief:
I hereby certify that this justification is accurate and complete to the best of my knowledge, and determine on the basis of the findings above that the limited sources approach is in accordance with the requirements and is in the best interest of the Government.
