4. Basis of Award
4.1 The Government will evaluate each proposal as a whole on the basis of price and technical merit and award to the Offeror whose proposal represents the best value to the Government using a lowest price, technically acceptable approach (LPTA). LPTA allows the government to award to the responsible Offeror whose offer conforming to the solicitation is technically acceptable with lowest reasonable price. To be determined technically acceptable, the contractor must adequately address the following factors in a manner which leaves the Government with no doubt as to the Offeror’s ability to successfully accomplish the contract requirements within the required time schedule. A “fully technically acceptable proposal” is a proposal evaluated “Go” in each evaluation factor. This is a “Go/No-Go” assessment.
4.2 The Government reserves the right to award on initial offers without discussions. Therefore, Offerors are encouraged to submit their most favorable proposal packages. Offerors are cautioned that proposals containing qualifications, conditions, or expressing unilateral interpretations of the RFP/Task order requirements may be determined to be “No-Go” by the Contracting Officer. In the case where any or all proposals are found to be “No-Go” or there is adverse past performance information, the Government may choose to enter into communications/clarifications/negotiations to address said information. In the case where it is determined that negotiations will be held, notification will be provided to Offerors individually.
4.3 The Government reserves the right to reject any or all proposals if such action is deemed in the Government’s best interest.
The Government may accept minor irregularities in the proposals received if the irregularities are determined to be insignificant or inconsequential to the overall evaluation.

Information regarding
MasterFormat® can be found at the following website: http://www.csinet.org/MasterFormat and http://www.csinet.org/Home-Page-
Category/Formats/MasterFormat. Include home office overhead, field office overhead, Prime’s profit on self-performed work, Prime’s profit on Subcontractor/sub-consultant work; that estimated labor categories, rates, and hours; materials with quantities and prices;
equipment quantities overhead, and profit is addressed the in the proposal and the quotes that are obtained. Copies of subcontractor/sub-consultant quotes with breakdown shall be included with the proposal. Additionally, competition at the subcontractor level is expected. It is requested that at least three prices quotes from each of the different types of work not self-performed or limited by need for sole source procurement.
Copies of “no quotes/no bids” should be provided as well. Ensure that your proposal explains any issues encountered regarding pricing or subcontracting competition. Also ensure that subcontractor and other quotes provide sufficient detail in terms of types, quantities, and costs per unit and price of labor, materials, equipment, and other associated costs.
Markups may be submitted by the subcontractor directly the Contracting Officer if disclosure will not be provided to the Offeror.
Standard of Evaluation: In order for the Offeror’s proposal to be rated “Go”, the proposal must include reasonable pricing for work list in the submitted completed “EXHIBIT 1 PRICE SCHEDULE and supporting price breakdown in Construction Specifications Institute (CSI) MasterFormat ® (2012 edition) at Level 3 with sufficient information to adequately and accurately capture the projected project costs. The Government may determine that an offer is “No-Go” if the proposal prices are significantly unbalanced. A proposal price is unbalanced when the proposal is based on prices significantly less than the cost for some work and/or significantly overstated for other work (example 1: pricing includes design or hazmat work when not design or hazmat work is required, pricing missing required work) (example 2: pricing for design is significantly higher than necessary, etc.). Note: Overhead and profit rates, and daily rates that are determined to be excessive may be result in a proposal being rated as “No-Go”.
5.3. Final Price Evaluation
Once a proposal has received technical scores of “Go” for all five factors, the price proposal will be evaluated in comparison to the other “Go” proposals to determine the lowest overall priced proposal. The Offeror whose proposal is “Go” and receives the overall Total Evaluated Price shall be considered the “Lowest Priced Technically Acceptable” Offeror and apparent winner.
Total Evaluated Price is calculated using the following formula: “Total Evaluated Price” equals “Total Base Price” plus Sample Modification Price plus Sample Government Delay Price. See “EXHIBIT 1 PRICE SCHEDULE” spreadsheet “Evaluated Price Info sheet” for calculations.
Total Base Price is calculated using the following formula:
“Total Base Price” equals CLIN 0001 plus CLIN 0002
CLIN 0001 Port Angeles SSA Lobby (Firm-Fixed Price)
CLIN 0002 Port Angeles SSA Boiler Room Doors and Windows (Firm-Fixed Price)
Note: the Government, at its discretion, may determine that none of the Offerors are acceptable and choose not to award a task order, based on reasons determined by the Contracting Officer.
