JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

SPECTRA LOGIC LT05 TAPE DRIVES

August 15, 2015

I. IDENTIFICATION AND DESCRIPTION OF ACTION BEING APPROVED

The purpose of this Brand Name Justification is to purchase two (2) Spectra Logic LT05 Tape Drives on behalf of the GSA Office of the Chief Information Officer (OCIO), Washington DC

II. DESCRIPTION OF SERVICES REQUIRED

General Services Administration (GSA), Office of the Chief Information Officer (OCIO) is pursuing two additional tape drives to install in a tape library being located in the ESC data center at 14426 Albemarle point Place, Suite 120, Chantilly, VA. The tape drives must be provided by the manufacturer of the library, Spectra Logic, Inc. and are required for GSA OCIO to maintain sufficient tape archiving capability to support the data storage appliances that are being relocated to the site from another datacenter. The following objectives describes the goals that GSA expects to achieve with regard to the servers:

Maintain the resilience and capacity of the OCIO’s tape backup infrastructure at ESC.

Account for increased backup capacity demands at ESC.

ESC data center Period of Performance: Date of Award - 12 months. Actual performance begins on the 1st day of the month after the servers are delivered for 12 months.

Type of Order: This will be a Firm Fixed-Price purchase order.

The total estimated value of the procurement is $26,000.

The primary goal of this acquisition is to ensure the ability of the Spectra Logic, Inc., tape library at ESC to respond to increased demand for backup services brought about by additional storage hardware being relocated to the site from the closure of the CO RIC. Without the additional tape drives, the tape library will not have the throughput or storage capacity to meet the increased demand.

III. IDENTIFICATION OF STATUATORY AUTHORITY

The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1), Only One Source will Satisfy the Agency Requirements.

NOTE: (c) Application for brand name descriptions. An acquisition that uses a brand name description or other purchase description to specify a particular brand name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition regardless of the number of sources solicited. It shall be justified and approved in accordance with FAR 6.303 and 6.304. The justification should indicate that the use of such descriptions in the acquisition is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company. See 5.102(a)(6) for the requirement to post the brand name justification. (Brand-name or equal descriptions, and other purchase descriptions that permit prospective contractors to offer products other than those specifically referenced by brand name, provide for full and open competition and do not require justifications and approvals to support their use.

The following components are required to upgrade tape backup capacity in the Spectra Logic tape library at GSA’s Chantilly, VA, data center. The following list of equipment shall be included in this purchase:

A. Project Objective The objective of this project is the addition of tape drives to a Spectra Logic Tape library located at 14426 Albemarle point Place, Suite 120, Chantilly, VA (ESC).

B. Items Two (2) name brand Spectra Logic LTO5 series tape drives to install in the Spectra Logic T380 series tape library in Chantilly, VA and fiber optic connector cables.

C. Project Scope:

This project is comprised of the purchase and installation of two additional tape drives in OCIO’s Spectra Logic T380 series tape library in Chantilly, VA.

IV. DEMONSTRATION THAT ACQUISITION REQUIRES USE OF THE AUTHROITY

CITED:

The GSA tape archiving infrastructure in the Central Office and regional locations consists of tape libraries manufactured by Spectra Logic, Inc. Spectra Logic T-series tape libraries were established as a GSA standard hardware platform in 2008. OCIO maintains an annual maintenance and support contract with Spectra Logic for the maintenance of these libraries. In order to ensure compliance with this contracted maintenance and support service and not invalidate the same, only authorized Spectra Logic Inc. components are acceptable for installation in Spectra Logic tape libraries.

Spectra Logic is the manufacturer for the hardware and components. However, Spectra Logic has multiple authorized resellers/agents that can supply their component parts. The current requirement will be competed in accordance with the terms and conditions of FAR 6.3, 12 and

13.104 (as applicable), to ensure maximum competition is achieved.

V. DESCRIPTION OF EFFORTS TO SOLICIT AS MANY OFFERS AS PRACTICABLE

During market research, the manufacturer (Spectra Logic, Inc.) verified that the parts are available directly through Spectra Logic, Inc. and also can be provided through their authorized reseller/agents; open market pricing only.

VI. DEMONSTRATION THAT THE ANTICIPATED COST WILL BE FAIR AND

REASONABLE

The contracting officer will determine that the proposed order represents a reasonable total price and will be the best value for the government. Pricing will be determined fair and reasonable by comparing the offered pricing between authorized resellers and similar items.

VII. DESCRIPTION OF MARKET SURVEY CONDUCTED

Review of GSA Advantage online catalog was used to assist in the market research process and thus concluded that this requirement can only be procured on the open market through the manufacturer (Spectra Logic, Inc.) or any of their authorized resellers/agents.

VIII. OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

COMPETITION
