LIMITED SOURCES JUSTIFICATION FOR MULTIPLE AWARD

SCHEDULE (MAS) ORDERS FAR 8.405-6 (b)

1. Identification of the agency and the contracting activity and specific identification of the document as a limited source justification.

This requirement is in support of GSA, Office of Strategic Communication (OSC), 1800 F Street, NW Washington, D.C. 20405. The contracting activity is Office of

Internal Acquisition (OIA), 1800 F Street NW, Washington, DC 20405.

2. Nature and/or description of the action being approved.

A sole source modification will be issued to SiteImprove, Inc. for the Priority software feature integration with GSA OSC’s SiteImprove Software as a Service

(SaaS) solution. The action will be fixed-fixed price modification to SiteImprove, Inc. via their GSA IT Schedule 70 Contract Number GS-35F- 036CA, Task Number

GSH1416AA0276 for the remainder of the current option year (Option Year One

(1)) and three (3) option years.

3. A complete description of the supplies and/or services required to meet the agency’s needs.

OSC is seeking a software feature that integrates website traffic data, such as the number of visitors to a page, with the web governance tool currently used on the

GSA.gov site. The integration of web traffic data will assist with the prioritization of which website issues to fix first.

OSC currently uses a SiteImprove SaaS solution to support quality assurance, accessibility, policy & SEO identification, assessment and remediation activities for the GSA.gov website. In addition, the SiteImprove solution provides a task management and custom reporting function that supports the assignment of remediation activities directly from the tool and the automated creation and delivery of custom reports.

SiteImprove, Inc. is the only vendor that supplies the integration of website traffic data with the SiteImprove SaaS solution. OSC has website traffic data through Google Analytics but provides no way to integrate that data into the SiteImprove

SaaS solution.

The estimated cost for the original acquisition was approximately $ over a five year period. This cost estimate was based on scanning of up to 15,000 web pages and up to 50,000 PDF files that can be viewed through 5 different profiles (or “checkpoints”). This figure may require modification if the number of pages and PDFs increases. The revised cost, with the addition of the metric integration service, is approximately $ over a four year period. That brings the total estimated revised cost for the acquisition to $ .

4. The authority and supporting rationale (see FAR Part 8.405-6(a)(1)(i) and

(b)(1)) and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

FAR 8.405-6(a) Justifications for Limiting Sources

(for brand name requirements, please see the following table) (A signed copy of this justification document must be posted to www.fedbizopps.gov for 30 days within 14 days from the date of award)

FAR 8.405-6(a)(1)(i)(A) An urgent and compelling need exists, and following the procedures would result in unacceptable delays.

Provide rationale for your selection

FAR 8.405-6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized x FAR 8.405-6(a)(1)(i)(C) In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply

Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

FAR 8.405-6(b) Items peculiar to one manufacturer (Brand Name Requirements)

(A signed copy of this justification document must be posted to www.eBuy.gsa.gov along with the solicitation if the total estimate dollar value of the requirement is $25,000 or more.)

x An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer). A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.

(1) Brand name specifications shall not be used unless the particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

SiteImprove, Inc. is the only vendor that provides a software integration of web metric data with the SiteImprove SaaS solution used by GSA OSC. No other solution meets or can be modified to meet the need to integrate this data into the SiteImprove SaaS solution.

5. A demonstration by the ordering activity- Contracting Officer- that the order represents the best value consistent with FAR 8.404(d).

Due to the unusual and compelling nature of this requirement, the Contracting Officer has determined that awarding this additional work to the existing contractor was the most efficient procurement approach in terms of price, lower administrative cost and time constraints of this OSC program. The Contracting Officer also compared the discounted schedule labor rates of this contractor to the discounted labor rates of the vendors which originally competed on the task order and determined that awarding this new work under a modification to the current task order will result in the best value and will result in the lowest overall cost alternative to the Government.

6. A description of the market research conducted among schedule holders, and the results of the research, or a statement why market research was not conducted.

Due to the urgent and compelling nature of this requirement, GSA OSC did not conduct market research in addition to that conducted prior to original task order award in FY15.

GSA OSC determined that it would not be cost-effective or feasible to compete this additional work among other vendors since this work is so particularly germane to this task order that involving another vendor in this project would result in additional, unacceptable delays.

7. Any other facts supporting the limited sources justification.

List any other facts not otherwise categorized in the LSJ.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for supplies or services is made.

There are no plans for a new requirement at this time, however, if the program office compete any new requirements, the proper market research will be conducted prior

RFQ issuance
