General Services Administration (GSA) Federal Systems Integration and Management Center (FEDSIM) Request for Information (RFI)

GSC-QF0B-18-33215

Disclaimer: This RFI does NOT constitute a Request for Proposal and is not to be construed as a commitment, implied or otherwise, by the Government that a procurement action will be issued. No telephone inquiries will be accepted and requests for solicitation packages will not be honored, as no solicitation is intended at this time. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of the requested information. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow up information requests. Responses to this RFI may be considered in the future determination of an appropriate acquisition strategy for the program. The Government may not respond to any specific questions or comments submitted in response to this RFI or information provided as a result of this request. Any information submitted by respondents as a result of this notice is strictly voluntary.

To Be Released on the Open Market:

This RFI is being issued by FEDSIM on behalf of a U.S. Government Agency (the Agency) that requires managed services including the secure storage, management, distribution, and transportation of medical supplies and pharmaceuticals at a single site. The Site geographic location will be disclosed to prospective offerors that agree, in writing, to keep confidential that location, the Agency’s identity, and other sensitive information. Prospective offerors desiring that information should complete and return the attached Non Disclosure Agreement (NDA) via e-mail to the FEDSIM Contracting Officer, Nydia Roman-Albertorio at nydia.roman-albertorio@gsa.gov and the Contract Specialist, Jane Facchina at jane.facchina@gsa.gov as soon as possible. Note, it is not mandatory to submit the NDA in order to respond to this RFI – submission of the NDA and receipt of the site and Agency information is at the prospective offeror’s option, but only those that do so will receive the sensitive information.

BACKGROUND:

FEDSIM plans to solicit for contractor support on the Open Market using FAR Part 12, Commercial Acquisition, for the storage of Government owned pharmaceuticals, medical supplies, and medical equipment from sites located throughout the United States and its territories. The contractor will provide all necessary expertise, labor, materials, and use of space to safely and securely, receive, store, stage, kit and prepare for shipment pallets and other containers holding these items.

· Site: It will be used to manage Schedule III, IV, and V controlled products as well as medical equipment and related medical items. In addition, reach-in validated refrigeration units monitoring and maintenance is required. The contractor shall manage up to 350 pallet positions to include ambient pallets, approximately 130 Tri-wall containers and rolling containers of medical and pharmaceutical products at this site. For planning purposes the use of single rack storage is encouraged. The contractor will provide materials handling equipment necessary for storage and retrieval of the pallets and containers. The warehouse must be conditioned, have the necessary security, and be ready for storage of product within 120 days after award.

The contractor will also be prepared to provide surge managed service support within 14 days of notification for up to 1,500 pallets of modular and rapidly deployable reserve of beds and other supplies. The pallets should be protected from the elements and secured.

· Transportation: The Government will transport medical materials and other stock to the contractor-provided space for storage and will transport those materials away from the contractor-provided space due to stock expiration or for scheduled rotation. The contractor will transport materials from the contractor’s space to a Government-designated destination not to exceed 44 miles within seven hours.

PURPOSE:

FEDSIM is issuing this notice as a RFI for market research and to obtain industry comments about the structure of a potential Request for Proposal (RFP) as described below.

The Government anticipates that any potential RFP will be for a total period of five years, structured with a one year base and four one-year optional periods on a firm fixed price (FFP) basis for the mandatory managed services. Monthly (FFP) Managed Service Charges will commence after the contractor provides the use of a facility that satisfies ALL requirements and the contractor begins receiving the products for storage/management. The monthly Managed Service Charges shall include any facility modification costs. The contractor will be required to obtain its own financing for any necessary facility modifications. In light of this, the following information is being requested.

What concerns, if any, does the prospective offeror have with respect to the requirement that payment under the managed service for this contract will not begin until the facility fully meets the Government’s requirements and the contractor is able to receive, store, manage, secure, and transport 100% of the product?

If the prospective offeror has existing and available suitable space(s), what are its specifications and location(s)?

REQUEST FOR INFORMATION

The purpose of this RFI is to determine the capabilities of the open market to provide services that support the Agency’s requirements. The RFI responses will assist FEDSIM and the Agency with selection of the most appropriate procurement source.

The Government requests information that includes the vendor’s corporate experiences related to providing pharmaceutical supply chain logistics and management. More information about the requirements will be provided with the solicitation, depending on the Government’s choice of an acquisition vehicle.

All prospective offerors are requested to respond to attached Sections 1, 2, and 3, herein. Responses should be concise and meet the following limitations: an editable Word document with a maximum of 10 pages, using one inch margins and a font size greater than or no less than Times New Roman 12. There is no font size restriction for graphics if any are provided. Cells in the Corporate Experience table in Sections 1 and 3 may be stretched as needed to fit required information, subject to the overall page limitation.

Responses to this RFI are due no later than 10:00 AM ET, July 25, 2018, via e-mail to the FEDSIM Contracting Officer, Nydia Roman-Albertorio at nydia.roman-albertorio@gsa.gov and Contract Specialist, Jane Facchina at jane.facchina@gsa.gov.
