About this file

This document is a Questions and Answers (Q&A) attachment for a GSA Request for Quotation (RFQ) related to immunohematology blood-grouping analyzers. The Q&A addresses four key clarification points, including technical response requirements, QASP submission, proposal due date, and contract duration. The RFQ is for the Naval Medical Center Portsmouth, seeking two automated immunohematology analyzers with associated reagents, quality control materials, maintenance services, and consumables to support the Transfusion Services Division.

Key details include a proposal due date of Tuesday, 09 December 2025 at 10:00 p.m. ET, submitted exclusively through GSA eBuy. While the initial requirement is for a one-year period, the government anticipates a potential five-year follow-on effort (base year plus four option years) in a separate requirement. The solicitation emphasizes the critical nature of the analyzers for ensuring transfusion safety, maintaining regulatory compliance, and supporting clinical and operational readiness across Hampton Roads and supported commands. The contract is managed by the Defense Health Agency and requires precise technical responses, with failure to fully answer SOW sections resulting in an automatic "Unacceptable" rating.

Exhibit 1-Addendum to 52.212-1

Respectfully requesting clarification if the technical response consists of Attachment 1 and a written response to the statement of work listed out in the Combined Synopsis Solicitation OR only Attachment 1 - SOW
Offerors should follow the instructions provided in Exhibit 1-Addendum to 52.212-1.

The Government will not recommend what Offerors should submit outside of the instructions provided in Exhibit 1-Addendum to 52.212-1.

RFQ Attachment 3-QASP
Request clarification if Attachment 3 - QASP is required for submission
No, the QASP is a living government document that outlines how it will monitor a contractor's performance to ensure services and supplies meet contract standards. This will be an attachment to the award and will be used by the COR to monitor performance in accordance with the order. There is nothing Offerors need to directly submit regarding the QASP.

Combined Synopsis/Solicitation Amendment 1, item #4, and

Exhibit 1: Addendum to 52.212-1, 5c

While RFQ Amendment 1 indicates that the proposal deadline is Friday December 9, 2025, it seems that December 9 is a Tuesday. Friday would then instead be December 12. Would you be able to clarify the due date for this RFQ?
The RFQ due date is Tuesday, 09 December 2025, at 10:00 p.m. ET.

Page 2, and 14 of the Combined Synopsis/Solicitation.

Would you be able to also advise if a 5-year agreement would be considered instead of the 1-year period listed?
The Government anticipates a five-year follow-on effort (base year, plus four options years) which may be procured following this initial one-year requirement. The five-year follow-on would be a separate requirement from this RFQ.
To provide clarification on the delivery period, Page 2 and 14 of the Combined Synopsis/Solicitation has been updated to depict a delivery schedule opposed to a period of performance, for this order.
