NDER6 NOO Amendment 0003 7/29/2022

# ESCO RFI Government Response Revision to NOO?

ESCO Past Experience: For the “Building type” criteria, would the GSA consider expanding the building type to include Schools?

Schools (e.g.

College/Universities) that have laboratories, office, and data centers on their campus are fine. However, K-12 schools are not acceptable. No

Criterion iv (page 5 of the amended solicitation) states that the EUI should be provided in kBtu/SF/yr. However, Attachment C states that EUI should be provided in MBtu/SF/yr. Please clarify which unit of measurement the EUI should be provided in.

Criterion iv (page 5 of the amended solicitation) is changed from kBtu/SF/yr to MBtu/SF/yr. Yes

Under the Criteria for determining similarity of projects (page 5 of the amended solicitation), the fifth criteria states “v) RESERVED”. Please clarify this criterion as it is unclear what the Government is looking for.

This section is "reserved" and has no requirement. No

Amendment 2 merged two of the criterion (previously iv and v) into a single criterion (now iv) for determining similarity of projects. However, although a criterion was removed, the Factor 1 Evaluation Standards for both meeting and exceeding the standard (page 6 of the solicitation) were not updated to reflect this change. As such, ESCO projects still “must correspond to a minimum of five of the items listed in i-viii” to meet the standard and must have “more than five of the characteristics listed in i-vii” to exceed the standard.

Will the Government modify the Factor 1 evaluation standards to state the following: (1) Meets the standard: “b) Each project must correspond to a minimum of four of the items listed in i – vii. (2) Exceeds the standard: “a) Projects with more than four of the characteristics listed in i – vii.”

The Government decided to leave the evaluation standard as written for this factor. No
