ATTACHMENT TO GSA SOLICITATION NO. 47PJ0019R0203 AMENDMENT 0003
RESPONSES TO REQUESTS FOR INFORMATION
REVISION 1: SEPTEMBER 30, 2019
Project: CMc Services – IRS Service Center Limited Scope Modernization
Location: IRS Service Center, 1160 W 1200 S, Ogden, UT 84404-5402
The responses to the requests for information (RFI) described herein shall take precedence over any previously issued documents for GSA Solicitation No. 47PJ0019R0203.
RFI #01: What is the duration for pre construction phase services? Does the RFP specify 12 months or 6 months for design phase for the construction manager as constructor (CMc)? What types of services are required for the pre construction phase?
Response RFI #01: The total design process is anticipated to take 12 months. The CMc is expected to begin work with the design team, architect, IRS, GSA, and other stakeholders around November 2019 with approximately 6 to 8 months remaining in the design process. The CMc is expected to provide pre construction services for the duration of 6 to 8 months. Offerors should refer to the Section I Pre Construction Services of the Scope of Work for a description of services required for the pre construction phase. As noted in Section I.1.14 of the Scope of Work, the description of services in the scope is not complete and offerors should provide a best value solution for the Government.
RFI #02: What is included in the Guaranteed Maximum Price (GMP)? Are construction management (CM) services included in the GMP? Are CM services separately priced services or part of the GMP? What is included in contract line item number 0002 of Standard Form 1442 for CMc Construction Phase Services? What should offerors submit for the price proposal?
Response RFI #02: The GMP is defined as the Estimated Cost of Work (ECW), CMc Contingency Allowance (CCA), and the Fee for the construction work. The GMP is also inclusive of construction management services. The CCA is set to 0.00% of the ECW for the IRS Limited Scope Modernization project. The GMP will include the ECW for the construction phase of work and the Fee for the Construction Work. The Fee for Construction Work means a fixed amount for all indirect costs, including overhead and profit (see Section IV.A.
subparagraph (1) 552.236-79 Construction-Manager-As-Constructor. The Fee for Construction Work should also be completed for Item 3 to show the percentage fee proposed by the offeror.
Contract line item number 0002 for the CMc Construction Phase Services should include all components of the GMP which includes the target ECW, the Fee for the construction work, and construction management services. CLIN 0002 should not include pre construction services provided by the CMc during the design phase of work.
The price proposal should include the following:
1. completed and signed Standard Form 1442 (please also fill in unit price and amount for CLINs 0001 and 0002);
2. acknowledgement of all Amendments in block 1442 with signature of authorized person in block 20a and completion of block 20b and 20c and/or completion of blocks 15a, 15b, and 15c on Standard Form 30 and all issued Amendments;
3. completed and signed CMc Price Proposal Form (attachment);
4. List of authorized representatives to negotiate and bind the offeror; and
5. Standard Form 24, bid Bond and letter from surety verifying bonding capacity and standing of the company.
The maximum budget for this contract is $40 million. The Government will not accept any proposals which exceed this amount. The maximum budget of $40 million is for all services described in the request for proposal to include i) pre construction services; ii) construction work; and iii) construction management services.
RFI #03: Does the Solicitation allow for 3 pages per person for key personnel resumes or are offerors limited to only 3 pages total?
Response RFI #03: Offerors are allowed 3 pages per resume of key each personnel (total of 12 pages) requested in the solicitation documents. The Government will not evaluate anything beyond 3 pages for each of the requested key personnel resumes.
RFI #04: Are offerors required to submit 4 hard copies of the technical and price proposal? Or five hard copies of the technical and price proposal?
Response RFI #04: Offerors shall submit four (4) bound hard copies of the proposal, one of which must include original signatures. All other remaining hard copies must include either original signatures or copies of the original signatures. All hard copies of the proposals must be submitted to the address described in Section I.H. Receipt of Offer of The Solicitation.
Offerors must also submit an electronic copy of the proposal as described in section I.H.
Receipt of Offer of The Solicitation. All electronic proposals must be submitted to the email addresses described in Section I.H. Receipt of Offer of The Solicitation.
RFI #05: Will the Government accept more than 3 pages for the management plan?
Response RFI #05: The Government will accept seven (7) pages for the management plan requested in The Solicitation, Section II.D. Technical Proposal, subsection (4) Evaluation Factor 4 - Technical Understanding and Management Approach.
RFI #06: What details should be included in the management plan and technical understanding?
Response RFI #06: As stated in The Solicitation, the offeror should show key activities performed by the general contractor division of the CMc and the construction manager division of the CMc. Offerors are strongly encouraged to describe the separation of the general contractor division and the oversight provided by the construction manager division of the CMc.
Individuals that are part of the construction work performed under the general contractor should not be part of the construction management division. Offerors should refer to the Solicitation, Section II.D. Technical Proposal, subsection (4) Evaluation Factor 4 - Technical Understanding and Management Approach for more information.
RFI #07: What are the slower times at the IRS Service Center?
Response RFI #07: Activities performed in the building pipeline must not be disrupted at any time during the project. Offerors should be aware that certain activities must be communicated and coordinated 3 - 4 months in advance of any scheduled outages or disruptions. Generally, all scheduling, phasing, construction progress, deliveries, onsite storage, clearances, access to docks, and construction activities must be coordinated with all project stakeholders. The peak population and tax processing timeframe is from January to late May or early June. The building is at its lowest population on all shifts from mid-June through August. However, it still operates 24/7 in some locations.
RFI #08: What is required for clearances and site access at the IRS Service Center? What types of protocols and procedures are in place for bringing equipment, tools, and materials on site?
Response RFI #08: The CMc must coordinate all security clearances with the IRS and GSA project team. The requirements for security clearances are very specific and may take several months. Therefore, the CMc is encouraged to start the clearance process well in advance of construction activities for personnel that may require site access. The decision about whether an individual should go through the security clearance or be escorted is reviewed on a case by case basis.
All vehicles, equipment, tools, and materials either gaining access to the project site or scheduled for delivery must be coordinated in advance. All deliveries should be addressed to the IRS Service Center. All vehicles will be inspected at a checkpoint prior to gaining access to the site. Security clearances and procedures for site access will be discussed in further detail after award on the contract. Once a contractor has been background checked and received an IRS vendor picture badge, they can access the IRS property through any of the automatic access gates by swiping the badge on the card reader.
RFI #09: What is the thickness of the pavement in the parking lot?
Response RFI #09: The assumption is 6” road base with 4” of pavement. However, the parking lot has undergone various patching and repairs and the pavement thickness and base thickness is likely to vary.
RFI #10: What is the duration of the construction phase of the project?
Response RFI #10: As stated in The Agreement, Section I.C. Period of Performance, subsection
(2) Construction Services (the Work), the projected period of performance is 731 calendar days for the construction phase of the project. The projected duration of pre construction phase services is approximately 6 months. The projected total period of performance from contract award through contract completion, assuming the GMP for construction phase services option is awarded to the contractor, is approximately 30 – 32 months.
Offerors should be aware that the terms and conditions for the period of performance are negotiable. The actual period of performance for construction work may deviate from the projected days in the Agreement based on the negotiated work items and terms and conditions.
The Government is flexible to accommodate either a shorter or longer duration for completion of the work to implement the best approach to the accomplishment of the work. An important consideration in the duration of the construction phase of the project is to implement an approach that reduces the extent of adverse impacts to the operations and activities of the IRS and building occupants.
RFI #11: On page 9 of the solicitation, in Section II.A. Proposal Contents, under “2. Technical Proposal,” item F requests acknowledgement of solicitation amendments. Should this be included under item a of the price proposal with the SF 1442?
Response RFI #11: Yes, the acknowledgement of solicitation amendments should be included as part of the price proposal. The Government will also accept the requests for acknowledgement of solicitation amendments if they are provided in the technical proposal as stated in the Solicitation, Section II.A. Proposal Contents, subsection 2. Technical Proposal.
RFI #12: On page 9 of the solicitation, in Section II.A. Proposal Contents, under “2. Technical Proposal,” item E requests, “Subcontracting Plan (if applicable). A subcontracting plan is only required to be submitted for the selected awardees, and provided the selected awardee is a large business. Please clarify if we should submit a subcontracting plan with our proposal.
Response RFI #12: Do not submit a subcontracting plan with the proposal. The Government will request a subcontracting plan only from the offeror selected for award of the contract, provided the selected offeror is a large business.
RFI #13: The Solicitation says that Offerors must separate the Technical Proposal and Price Proposal into separate volumes or sections. Does this mean they can both be bound in the same proposal, or do you want the Price Proposal in a completely separate sealed envelope from the hard bound technical proposal? If the Price Proposal needs to be in a completely separate sealed envelope, how many price proposals do you require?
Response RFI #13: The Price Proposal and Technical Proposal may be bound together and submitted in the same envelope for hard copies and the same electronic file for the requested electronic copy. The Government requests that Offerors clearly identify the Price Proposal and Technical Proposal (e.g. either as volumes, sections, chapters, divisions, etc.).
RFI #14: Please explain what costs you would like included on Standard Form 1442, page 3 of 3, line 0001? Should line 0001 match the value of the CMc Price Proposal Form Item 1?
Response RFI #14: Item 1 on the CMc Price Proposal Form is the same amount that should be included on contract line item number 0001 of Standard Form 1442.
RFI #15: Please explain what costs you would like included on Standard Form 1442, page 3 of 3, line 0002? What are the “optional construction and construction management services” in line 0002? Please explain specifically what costs should be included on this line.
Response RFI #15: Contract line item number 0002 on Standard Form 1442 includes pricing for the following:
Item 2 for the GMP Construction Cost of work items listed in the annotated Implementation Section 5 of the Feasibility study. The GMP includes i) the target Estimated Cost of the Work (ECW); ii) Fee for the Construction Work, and iii) Construction Management Services, Contract line item number 0002 is priced as an option for construction and construction management services. As stated in the Agreement, Section III.P. Additional Terms and Conditions, subsection (i) GSAR 552.236-77 Government’s Right to Exercise Option (Mar 2019), the Government has the right to unilaterally award the option in writing at the proposed price, and the proposed price must be guaranteed for at least 60 calendar days after completion of the 100 percent construction set of drawings. However, Offerors are advised that it is highly likely that the scope elements and design elements of the work included in the price of CLIN 0002 are likely to change based on negotiations of the final Estimated Cost of Work.
RFI #16: Please confirm that both hard copies and electronic proposals must be received by GSA no later than 3:00 p.m. Mountain Time on October 7, 2019.
Response RFI #16: Yes, both hard copies and electronic proposals must be received by GSA by October 7, 2019 no later than 3:00 p.m. Mountain Time. Offerors are reminded that electronic transmissions may take several minutes to be received in the designated inbox after sending the file. Offerors should review the Solicitation, Section I.H. Receipt of Offers for more details on when a proposal is considered received by the Government.
RFI #17: Can the Government provide the Feasibility Study?
Response RFI #17: No, the details in the solicitation documents are sufficient to prepare a proposal. The Government will release the Feasibility Study to the contractor awarded the project.
File details come from the government source that posted it.
