About this file

This is a Limited-Sources Justification for a firm fixed-price delivery order under GSA Schedule GS-07F-195GA awarded to Bauer Compressors, Inc. (CAGE Code 57328) on a sole source basis. The Naval Surface Warfare Center, Panama City Division (NSWC PCD), under Naval Sea Systems Command (NAVSEA), is acquiring stainless steel breathing air compressors in direct support of the Damage Control and Personal Protection Equipment (DCPPE) Program. The compressors are centrifugal diesel-driven units (Part Number C-D/DV/NAVY/SS) that comprise the Emergency Breathing Air Compressor (EBAC) system, which charges SCBA cylinders when ships experience electrical power loss or high-pressure air system casualties.

The contract includes a base quantity of 80 compressors with four optional quantities of 10 units each (Options 1-4), totaling 120 units. Options will be exercised during fiscal years 2026-2030, with 100% funding from Navy Working Capital Funds (NWCF). The base delivery timeline is 24 weeks after award, with delivery to Panama City, Florida. The justification states that Bauer Compressors was the only company responding to a GSA e-Buy request for information posted from January 20-22, 2026, demonstrating capability to meet requirements. No additional market research was conducted because it is impracticable for any other company to provide the required equipment due to the critical nature of these systems supporting emergency breathing air, which requires uniform compressors and support throughout the fleet. Future competition is unlikely unless emerging technology emerges, in which case the Naval Supply System will assess feasibility. The approving official is Glen A. Savory, Code 02 Chief of the Contracting Office.
