All potential quoters are advised that this solicitation includes the FAR clause FAR 52.212-4 (October 2018) for Commercial Items, System for Award Management database (SAM), formerly the Central Contractor Registration (CCR). This clause requires all contractors doing business with the Federal Government to be registered in the SAMS database.
Quoters should include their Data Universal Number system (DUNS number) in their quotes. The Contracting Officer will verify registration before award by entering the potential awardee’s DUNS number into the SAMS database. Failure to complete the registration procedures outlined in this clause will result in elimination from consideration for an award. Quoters are asked to comply with the specifications on the solicitation.
Substitutions will not be accepted. Quoters must be able to accept Government purchase cards for payment. The form of payment is solely at the discretion of the Contracting Officer.
The evaluation factors are price and past performance. The price will be rated higher than past performance. The Government will award to the responsible offeror(s) whose offer conforms to the solicitation and is considered to be the most advantageous to the Government. Offers will be FOB destination shall begin on the effective date of award through a 12 month period the anticipated date will beginning November 1, 2021.
Failure to deliver within the established time frames will be considered as non-conformance under terms of the contract and the order may be canceled.

The Bureau of Prisons, Federal Correctional Institution, Texarkana, Texas, intends to establish a Blanket Purchase Agreement (BPA) against an existing Federal Supply Schedule (FSS) contract for the provision of Work Keys Instructor / Testing Services Coordinator. The NAICS code for this requirement is 611710. Offers will be FOB destination shall begin on the effective date of award through a 12 month period the anticipated date will beginning November 1, 2021.

2.1 Pricing Methodology
Section 2.1 - Price Methodology
PRICING METHODOLOGY
The Contractor shall provide non-personal services, upon request by the institution as detailed in the Statement of Work. The Government reserves the right to award without discussion. Therefore, each initial offer should contain the offeror's best terms from a cost or price standpoint.
Services are required to be provided in accordance with the Statement of Work (SOW).
The contract rate for these services shall be on a per session basis. Session lengths are defined as one (1) hour. The contract rate shall include all charges for providing these services. The contract pricing shall include all charges to the Government for performing the services required by this solicitation/contract (e.g., bonding, overhead, profit, supervision).
The quantity of services to be provided by the Contractor is estimated above. These estimates are not a representation to an offeror or contractor that the estimated quantities will be required or ordered, or that conditions effecting requirements will remain stable or normal. The offerors are required to submit a completed copy of the Schedule of Supplies/Services, located in the table above, inclusive of the base year and all option years.
Pursuant to FAR 17.203(b), the Government's evaluation shall be inclusive of options. Pursuant to FAR 17.203(d), the offeror may offer varying prices for options, depending on the quantities actually ordered and the dates when ordered.
2.2 Request for Quotes FCI Texarkana - Educational Support Services: Work Keys Instructor / Testing Services Coordinator
Section 2.2 - Request for Quotes FCI Texarkana -Educational Support Services The Bureau of Prisons, Federal Correctional Institution, Texarkana, Texas, intends to establish a Blanket Purchase Agreement (BPA) against an existing Federal Supply Schedule (FSS) contract for the provision of Work Keys Instructor / Testing Services Coordinator. The Work Keys Instructor / Testing Services Coordinator will provide services for the male inmates incarcerated at the Federal Correctional Institution (FCI) and the Federal Prison Camp (FPC) located in Texarkana, Texas. General information regarding the Federal Bureau of Prisons (BOP), its facilities, and referenced Program Statements can be located at www.bop.gov.
The Bureau seeks to establish one single agreement for services, not a contract. A resulting BPA will be subject to the terms and conditions regarding BPAs that are incorporated in the FSS contract. The Bureau seeks quotes from the small business contractors holding contracts against MAS 611710 – Educational Support Services: Work Keys Instructor / Testing Services Coordinator.
NOTE: The FSS contract holder must be a small business, have geographical coverage in the state of Texas, and MAS 611710
– Educational Support Services: Work Keys Instructor / Testing Services Coordinator - must be listed in the FSS contract with an associated ceiling rate established to be eligible for award.
There is no obligation for either party until a call is placed. If the contractor accepts the call, the Government will utilize the BPA price list. When a call is placed, the terms of the call must be in accordance with the terms of the BPA itself (Clauses, Statement of Work, and Terms and Conditions) and the extent of obligation is only for what was ordered in each accepted call.
The BPA is anticipated to extend for period of performance shall begin on the effective date of award through a 12 month period, estimated date of award start date of November 1, 2021 through a 12 month period. The quantity of service sessions required is estimated to be as follows: 936 sessions per performance period for Educational Support Services: Work Keys Instructor / Testing

Services Coordinator. It is anticipated that the contractor will employ one (1) Work Keys Instructor / Testing Services Coordinator to fulfill the requirement.
Performance Periods:
Effective Date of Award (EDOA) through 12 months from EDOA. It is anticipated that a BPA award will be made in October 15, 2021 with a projected effective date of November 1, 2021.

Services will be performed on-site in the Educational Department at the FCI Texarkana

2.3 Statement of Work - Educational Support Services
Section 2.3 - Statement of Work - Educational Support Services Introduction:
The Bureau of Prisons, Federal Correctional Institution, Texarkana, Texas, intends to establish a Blanket Purchase Agreement (BPA) against an existing Federal Supply Schedule (FSS) contract for the provision of Work Keys Instructor / Testing Services Coordinator. The Work Keys Instructor / Testing Services Coordinator will provide services for the male inmates incarcerated at the Federal Correctional Institution (FCI) and the Federal Prison Camp (FPC) located in Texarkana, Texas. General information regarding the Federal Bureau of Prisons (BOP), its facilities, and referenced Program Statements can be located at www.bop.gov.
The Government reserves the right to award without discussion and to award as a single award. Therefore, each initial quote should contain the quoter's best terms from a cost or price standpoint. The base period of performance shall begin on the effective date of award through 12 months after the effective date of award, with the government’s unilateral right to exercise up to four, 12 month option periods.
Place of Performance:
The services will be rendered on-site at Federal Correctional Institution (FCI) Texarkana, 4001 Leopard Drive, Texarkana, Texas 75501. The services will be performed on-site in the Education Department at FCI Texarkana in a classroom/testing center setting in the Education Department and the Federal Prison Camp in a classroom/testing center setting in the Education Department. The contractor will sign the consultant log, indicating the date of visits to the institution, the time of arrival, and departure.
Schedule:
The Contractor will perform the services at FCI Texarkana. The requirement for these services will consist of estimated 936 sessions for the Work Keys Instructor / Testing Services Coordinator per twelve-month period (18 sessions per week), with the government's unilateral right to exercise up to four, 12 month option periods. Each session will be defined as one (1) hour in length. It is anticipated that the contractor will work an average of four days per week. These services may be provided on an as-needed basis. Working hours will normally be between 7:30 am and 4:00 pm, Monday through Friday on an as-needed basis, excluding weekends and holidays, with a thirty to sixty minute unpaid lunch period, (if applicable). The supervisor of Education will be responsible for defining each weekly schedule. The services, being professional in nature, will be provided in the method considered normal in the local community. The performance of these services will also be verified by the designated Contracting Officer's Representative (COR).
Due to the nature of the correctional setting, delays in the performance of work may be expected. Such delays may include but are not limited to inclement weather, electrical or mechanical problems, or other security matters. When contract employees report to the institution but arc unable to perform services due to such delays. The Contractor will be paid for one (1) session. Normally any remaining sessions for that day will be suspended and the Contract worker will be free to leave and the Contractor will not be paid for remaining non-performed sessions. However, if the institution requests that the Contract worker remains at the institution for eventual performance, the Contractor shall be paid for such sessions.
Education and Experience:
The Work Keys Instructor / Testing Services Coordinator must have at least one year of experience in classroom instruction, as well as one year of experience proctoring and scoring formal assessment tests, such as TABE, CASAS, etc.
The contractor shall provide pre-approved and qualified personnel who act as substitute instructors in the event of a scheduled instructor’s absence.

Health Requirements:
The contractor shall ensure that the Work Keys Instructor / Testing Services Coordinator is free of infectious diseases. Any individual performing as a Work Keys Instructor / Testing Services Coordinator under this contract who subsequently develops a medical condition which might reasonably be expected to place other workers, patients, or the public at risk shall be immediately removed from activities requiring performance of invasive procedures and activities which might reasonably be expected to place other workers, patients, or the public at risk. In any such case, the contractor shall be responsible, at no additional cost to the institution, for securing the services of any replacement personnel required for contract performance.
Description of Services/Duties:
The contractor will work half time as a Work Keys instructor and half time as Testing Services Coordinator. As the Work Keys Instructor, the contractor will teach two work readiness classes: one at the camp and one at the FCI. Each class will meet two days per week for two hours per day. The contractor will be responsible for class instruction, grading student work, maintaining a class attendance roster, and administering class exams. As the Testing Services Coordinator, the contractor will administer a variety of tests including Test of Adult Basic Education (TABE), Comprehensive Adult Student Assessment Systems (CASAS), Pre-GED, GED, Certified Quality Improvement Association exam, post-secondary exams for college correspondence courses, and other exams as needed. The anticipated schedule is an average of four days per week, Monday through Friday, between the hours of 7:30 a.m. and 4:00 p.m.

The contractor will not:

Supplies:
All necessary supplies, books, and classroom materials that the contractor may routinely need will be provided by the Education Department at the institution. The Government will supply any specialized equipment, textbooks, folders, classroom space, chalkboards, television monitors, and VCR/DVD's, and routine classroom supplies as needed. The Contractor will not bring in any equipment, tools, or class supplies without the prior approval of the Supervisor of Education. Computers and computer programs will also be supplied by the government as deemed necessary for course completion. The use of computers will be strictly monitored and must be in compliance with institutional policies regarding computer security.
All records maintained by the contractor under this contract will remain the property of the BOP. All equipment and supplies provided by FCI Texarkana shall remain the property of the facility. The contractor will be expected to account for all materials and supplies placed under his/her disposition.
Attire:
Additionally, contractors are required to wear appropriate professional attire at all times. Jeans (of any color), T-shirts, sandals (of any type), tank tops, and sweat pants/shirts are not considered appropriate professional attire.
Restrictions on Contract Workers:
The Contractor shall not supervise inmates, supervise Bureau of Prisons staff, participate in inmate accountability, requisition, sign for, or pick up supplies, formulate policy or procedures, or attend meetings, staff recalls, or staff functions.
Non-Personal Status:
Award of this contract will result in a contractual arrangement only. The service is a contractual arrangement and not a personnel appointment. Payment is based on an end product or the accomplishment of a specific result. The service does not constitute an
15B51521Q00000021 Page 8 of 31 employer/employee relationship. The Contractor will not be subject to Government supervision, except for security-related matters.
However, Contractor performance shall be monitored. All duties outlined in this Statement of Work shall be performed in accordance with standards and methods generally accepted within the Contractor’s own field of expertise. The COR will periodically evaluate the Contractor’s performance. The contractor will be advised of unacceptable performance and will be responsible for correcting the deficiency. If this results in the contractor removing their employee, they will be required to provide a replacement candidate within 30 days.
Inmate Management:
The provision of services under this proposed contract will require frequent and unsupervised contact with inmates. The Contractor will not be responsible for the management of inmates except to ensure that those inmates involved in activities within the Contractor’s scope of work shall abide by all rules, in effect, to ensure the safety and wellbeing of all participants.
The Contractor shall be constantly aware of security and maintain a professional relationship with the inmates at all times. Any violations of institution rules and regulations are to be brought immediately to the attention of the closest institutional staff member, the Supervisor of Education, or the COR for prompt and proper action.
Institutional Security:
The contractor, as well as all employees of the contractor, agree to adhere to all regulations prescribed by the institutions in regards to the safety, custody, and conduct of inmates. The Bureau of Prisons requires all non-employees to sign in and out of the institution for security reasons. Contract staff will sign the log, indicating the date of visit to the institution, time of arrival, and time of departure.
The Contractor or its’ employees may, at any time, be removed from the institution at the discretion of the CEO. If a contract worker is denied access to the institution, the contractor will be given 30 days to provide a qualified candidate.
Additionally, contract staff will each be required to wear an ID badge, provided by the Government, at all times within the confines of the institution. The Contractor will maintain and furnish time and attendance reports as required by the Supervisor of Education. At the time of arrival and before entry into the institution, contractors may be required to submit their possessions for passage through an x-ray screening machine and may be required to clear a walk-through metal detector.
The contractor, as well as all employees of the contractor, must undergo a security clearance process prior to being permitted to enter the institution. It is the responsibility of the contractor to make sure that those employees submit the required information and complete the necessary actions in a timely manner so as to complete their investigations as expeditiously as possible. Additionally, it is the responsibility of the contractor to provide employees to fulfill this contract who are reasonably certain to be able to complete the security scrutiny. This may involve a more intensive screening process on the part of the contractor.
Contractor employees will be provided with a security and BOP procedures orientation session prior to performing any services under this contract. The date and time for this orientation will be coordinated by the COR. Refresher training in security and BOP procedures may be required annually. Compensation to the contractor for time spent in this, and any other required security-related training, will be at the contract rate, prorated hourly.
Method of Performance:
The Contractor has sole responsibility and discretion for choosing and implementing the manner and method of performing tasks outlined in this Statement of Work as long as the requirements are met in accordance with the policies described above.
The services, although not directly supervised, shall be reviewed by institution medical staff to ensure contract compliance. The Contractors performance will be evaluated in accordance with FAR Part 42. Contract monitoring reports will be prepared by the COR and maintained in the contract file. The Government reserves the right to suspend, limit or revoke the Contractor’s privileges at the facility due to violations of security procedures.
EDUCATIONAL SERVICES
SUBJECT
The Federal Bureau of Prisons (BOP), Field Acquisition Office, Grand Prairie, Texas intends to make an award of an indefinite delivery/requirements type contract with firm fixed prices to a responsible entity for the provision of Spanish GED Instructor, Parenting Services Instructor, Testing Services Coordinator, Library Technician, and Lab Monitor for the male offendors at the Federal Correctional Institution (FCI) and the Federal Prison Camp (FPC) located in Texarkana, Texas. General Information regarding the Federal Bureau of Prisons (BOP), its facilities, and referenced Program Statements can be located at www.bop.gov.
The Government reserves the right to award without discussion and to award as a single award. Therefore, each initial quote should contain the quoter's best terms from a cost or price standpoint. The base period of performance shall begin on the effective date of

PLACE OF PERFORMANCE
The contractor shall perform all services on-site at the Federal Correctional Institution (inside secured perimeter) and the Federal Prison Camp (outside secured perimeter) located at 4001 Leopard Drive, Texarkana, Texas 75501.
SCHEDULE
The requirement for these services will consist of estimated 1440 sessions (Spanish GED Instructor), 200 sessions (Parenting Instructor), 1152 sessions (Testing Services Coordinator), 480 sessions (Lab Monitor), and 1536 sessions (Library Technician) per 12 month period (30 sessions per week for Spanish GED Instructor, 4 sessions per week for Parenting Instructor, 24 sessions per week for Testing Services Coordinator, 10 sessions per week for Lab Monitor and 32 sessions per week for Library Technician). Each session will be defined as one (1) hour in length. It is anticipated the program will be five days per week, Monday through Friday, between the hours of 7:30 a.m. to 2:30 p.m. for the Spanish GED Instructor; one day per week, Saturday, between the hours of 10:00 a.m. to 2:00 p.m. for the Parenting Instructor; an average of three days per week, Monday through Friday, between the hours of 7:30 a.m. to 4:00 p.m. for the Testing Services Coordinator; five days per week, Monday through Friday, between the hours of 12:30 p.m.
to 2:30 p.m. for the Lab Monitor; and four days per week, Monday through Thursday, between the hours of 7:30 a.m. to 4:00 p.m. for the Library Technician. The Supervisor of Education will be responsible for defining each weekly schedule. The schedule is subject to change based on the variable needs of the institution and the unpredictable nature of the correctional environment.
Due to the nature of the correctional setting, delays in performance of work may be expected. Such delays may include, but are not limited to inclement weather, electrical or mechanical problems, or other security matters. When contract employees report to the institution but are unable to perform services due to such delays, the Contractor will be paid for one (1) session. Normally, any remaining sessions for that day will be suspended and the Contract worker will be free to leave and the Contractor will not be paid for remaining non-performed sessions. However, if the institution requests that the Contract employee remain at the institution for eventual performance, the Contractor shall be paid for such sessions.
SUPPLIES

DESCRIPTION OF SERVICES
The contractor shall provide the following educational services:
Library Services (Library Technician):
The contractor will monitor the inter-library loan program and submit electronic requests for book loans utilizing the Worldcat System (or whatever system is current to FCI Texarkana’s inter-library loan program). The contractor will be required to maintain records on the library programs. The contractor will monitor inmate library assistants and provide training to the inmate library clerks utilizing the approved Bureau of Prisons training curriculum for library services. In addition, the Library Technician will perform clerical duties as assigned. Anticipated schedule is four days per week, Monday through Thursday, between the hours of 7:30 a.m. to 4:00 p.m.

Parenting Services (Parenting Instructor):
The contractor shall provide structured parenting education courses/activities to inmates and parents, and when feasible, to visiting spouses or custodial parents. The curriculum/activities shall address the following subject areas:

Parenting Skills: Building family relationships, sensitivity to the impact of a parent’s incarceration on children and family members, and how to assist in childhood development and related activities.
Skills in Family Support: Analyzing and meeting the needs of family, including family budgets, stress management, problem solving, and setting priorities.
Family Literacy Education: Raising the literacy of the inmate and corresponding family members.
The contractor shall be required to maintain records on parenting programs to show the number of inmates, custodial parents, and children involved in the program. The contractor shall be required to assist in Reading is Fundamental Book Distributions and other literacy/parenting related activities regarding the Parenting Program. Anticipated schedule is one day per week, Saturday, between the hours of 10:00 a.m. to 2:00 p.m.
Estimated number of sessions (1 hour sessions): 200
Spanish General Educational Development (Spanish GED Instructor):
The services provided shall be provided in the method as considered normal in the local community.
The contractor shall instruct classes in the following areas: mathematics, reading, science, social studies, and writing.
The contractor will monitor student progress and schedule students for testing when needed.
The contractor will be required to present a program curriculum packet and course outline for each program element. The outlines are to be periodically reviewed and updated by the contractor to assure quality programming. The contractor will furnish, upon request, information and/or data that is needed to comply with the educational data system. Such informational data would include classroom enrollments, attendance records, testing information, student progress, and classroom completions. Anticipated schedule is five days per week, Monday through Friday, between the hours of 7:30 a.m. to 2:30 p.m.

Testing Services Coordinator:
The contractor shall be qualified to become an alternate GED tester in accordance with the standards set by the GED Testing Service.
They will administer a variety of testing including Test of Adult Basic Education (TABE), Pre-GED, Comprehensive Adult Student Assessment Systems (CASAS), and GED. They will coordinate with instructors to create testing schedules each month. Anticipated schedule is an average of three days per week, Monday through Friday, between the hours of 7:30 a.m. to 4:00 p.m.
Estimated number of sessions (1 hour sessions): 1152
Lab Monitoring Services (Lab Monitor):
The contractor will monitor a variety of classes that utilize computer technology to facilitate learning. Such classes include Rosetta Stone and Mavis Beacon Typing. The contractor will assist students and will maintain educational records. Such records would include enrollments, attendance records, student progress, and classroom completions. Anticipated schedule is five days per week, Monday through Friday, between the hours of 12:30 p.m. to 2:30 p.m.
Estimated number of sessions (1 hour sessions): 480
The record keeping will be maintained by the contractor and submitted to the Contracting Officers Representative (COR) upon request for purposes of evaluating this program. The contractor will provide any information that is necessary for audit purposes. All activities involved in educational programs are to conform to the policies and procedures established by the federal government.
INSTITUTION SECURITY
The contractor and its employees shall be required to meet and adhere to all regulations prescribed by the BOP for the safety, custody, and conduct of inmates. The contractor shall attend an orientation program prior to assuming his/her responsibilities under the contract. Reimbursement to the contractor for time spent in the orientation program and/or other specific security related training will be at the contract rate, prorated hourly. The COR will be responsible for scheduling training for all applicable contract staff.
The contractor will not be responsible for the management of inmates. However, the contractor will be responsible for reporting any incidents that are judged to be either disruptive or meritorious. The contractor will provide documentation to the COR in regard to any infraction of the institution’s regulations on the part of the inmate. The contractor will adhere to all freedom of information and privacy procedures that are incorporated by the Bureau of Prisons.

ACADEMIC EXPERIENCE AND/OR SPECIAL QUALIFICATIONS REQUIRED
Spanish General Educational Development (GED) Instructor must have obtained a bachelor’s degree from an accredited college or university with a preferred degree in Education and be certified as an instructor/teacher by the State of Texas. They must be able to read, write, and speak both Spanish and English fluently.
The Library Technician will be familiar with inter-library loan programs and leisure library services.
The Parenting Instructor must be certified in Family Literacy and/or have a minimum of one year experience in directing parenting/ child programs.
The Lab Monitor must be familiar with basic computer applications.
Testing Services Coordinator should be qualified and certified as an alternate GED tester in accordance with the standards set by GED Testing Service and must have at least one year experience in giving formal assessment test, such as the GED, TABE, etc.
The contractor shall provide pre-approved and qualified personnel who will act as substitute instructors in the event of a scheduled instructor’s absence.

2.4 Special BPA Terms and Conditions
Section 2.4 - Special BPA Terms and Conditions Type of Contract The Government contemplates a single award of a Blanket Purchase Agreement (BPA) with firm-fixed unit prices resulting from this solicitation. It is anticipated that a Blanket Purchase Agreement (BPA) resulting from this solicitation will be made approximately September 24, 2021 with an anticipated effective date of award of (EDOA) November 1, 2021. On or about the EDOA, FCI Texarkana will issue a Blanker Purchase Agreement Call to the contractor. The contractor shall commence full performance of services on the EDOA. Therefore, all background clearances shall be completed prior to the EDOA.
The resulting contract will include a base year period from the effective date of award (EDOA) through 12 months from the EDOA with four (4) possible 12-month option years for renewal at the unilateral discretion of the Government. Quoters are advised that the Government has the unilateral right to exercise option periods in accordance with FAR 52.217-9, "Option to Extend the Term of the Contract.”
Performance Period(s): The anticipated effective date of award (EDOA) is November 1, 2021.
Base Year: EDOA through 12 months from EDOA;
Option Year 1: 13 months from EDOA through 24 months from EDOA;
Option Year 2: 25 months from EDOA through 36 months from EDOA;
Option Year 3: 37 months from EDOA through 48 months from EDOA;
Option Year 4: 49 months from EDOA through 60 months from EDOA.
Point of acceptance:
The point of acceptance of services shall be the FCI Texarkana.
Initiating Contractor Performance:
The contractor shall initiate performance under this BPA by submitting required documentation to initiate security clearance of potential candidate(s) no later than 3 calendar days after the effective date of award of the BPA.
Non-Personal Services Information:
This service is a contractual arrangement and not a personnel appointment. Payment is based on the provision of an end product or the accomplishment of a specific task. The service does not constitute an employer/employee relationship. The contractor will not be subject to Government supervision, except for security related matters. However, contractor performance shall be monitored. The contractor shall attend all training required by the Bureau of Prisons for contract workers. The contractor will not be permitted to attend institution meetings, staff recalls or Government training sessions for institution staff.
Reviews:
The Contracting Officer or designee is authorized to review by on-site survey, review of records, or by any other reasonable manner, the quality of supplies rendered under this contract. All records shall be subject to review by the Contracting Officer or other representative of the BOP.

Payments will be denied when such service does not support the charges or if the service is deemed not necessary or appropriate. Such determinations may be made by the Contracting Officer or COR, whichever is appropriate. All records shall be subject to review by the Contracting Officer or other delegated representatives of the BOP.
Contracting Officer Responsibility:
Authority to negotiate changes in the terms, conditions, or amounts cited in this contract is reserved to the Contracting Officer. This responsibility may be delegated to an Administrative Contracting Officer by the Contracting Officer.
