SBA has granted a class waiver to the non-manufacturer rule for NAICS 336111, meaning a small business offeror does not have to supply the product of a small business manufacturer. This condition applies to firms submitting quotes under the following NAICS codes:
423110 – Automobile and Other Motor Vehicle Merchant Wholesalers

Per SBA guidance, these NAICS codes must not be used to classify Government acquisitions for supplies.

Therefore, NAICS code 336111 is used to classify this acquisition, with a small business size standard of 1500 employees for manufacturers and 500 or fewer employees for non-manufacturers.
