Subject: Request for Information

Atten: Ms Sherry Phillips ( schahresad.phillips@gsa.gov)

After attending the first site meeting and reviewing the plans and specifications, I would like to confirm statements from the meeting and ask for clarifications from the bid documents.

1) There are two estimated price ranges, one is $5000,000 to 1,000,000, and the other is 1,000,000 to 5,000,000. Which is correct?

Answer: $1,000,000 to $5,000,000

2) The cover sheet for the solicitation stated the project required a NICT IV or a Texas fire protection engineer. The specifications state that a NICET III or IV is required. At the site meeting this was brought up and that a level III, IV or a fire protection engineer licensed in the State was acceptable. Please confirm.

Answer: Nicet level III within fire sprinklers will be acceptable.

3) I asked if the Government would furnish the CAD files to the contractor. The answer was yes, but the contractor had the responsible to check and confirm provided information. Please confirm.

Answer: Cad Files will be provided to the contractor. However the bid documents are not shop drawings. It is the contractor’s responsibility to verify all information and coordinate the system to fit within the building.

4) The Bid documents say a CPM type schedule is required. This project has so few work activities and work areas it seems the expense and time is unnecessary. Would a standard bar chart with schedules of values be acceptable?

Answer: A general schedule showing duration of each 40,000 sq‐ft bay (system) for design, submittals, demolition, and installation is fine.

5) The plans show the ESFR heads to be Viking. Are other manufactures acceptable, if they have the same K‐factor?

Answer: Viking was chosen in order to achieve a maximum of 18‐inches below the deck. Any ESFR type sprinkler with a k‐factor of 25.2 can be used provided they can meet this requirement.

6) Can the main supply pipe be supported with hangers from the structural steel as the branch is?

Answer: Yes hangers can be attached directly to the 27‐inch deep beams that are perpendicular to the mains for support. Mains may not be supported directly from a single 10‐inch or 12‐inch beams running parallel with the mains.

7) The specifications note the fire pump and controller to be bought as a unit. As I understand the control panel for the fire pump will be furnished by the government and connected to the power supply under a separate contract. The contract for this phase 2 work will connect to the controller and connect it to the fire pump. Is this correct?

Answer: A Metron MP700 125–hp, 480V 3 Phase 60 Hz controller will be provided. Power will have already been brought to the controller. The sprinkler contractor will be responsible to get a licensed electrician to wire from the fire pump to the controller.

8) If the fire pump controller is furnished by the government is the contractor responsible for a factory representative to be present during testing? Is the contractor responsible for the furnished controller warranty?

Answer: The fire sprinkler contractor is responsible to have factory representatives for certification of the new fire pump and controller operation. The sprinkler contractor will be responsible for contacting Metron or their representatives and arrange for any warranty repairs necessary.

9) During the site visit I saw how the racks are in place and we must work around them during demo of existing piping and installation of the new system. I also saw how the crates on the floor are used to make shipments out. These shipping crates or boxes are under the location of work. Will the government move these for a short time to allow normal overhead work?

Answer: The Navy has stated they will move items stored on the floor. Coordination must take place ahead of time to arrange for items to be moved.

10) Will the contractor be required to cover existing racks and storage while work is in progress?

Answer: The contractor is responsible for cleaning up any mess they make during construction.

11) The specs direct the work areas to be vacuumed and moped daily. Can the cleanup required be better defined? It does not seem to me the contractor will make much of a need other than keeping materials organized and a simple organization clean up with a broom and pick up any tags, straps, gas, or bands that come with fabricated materials. Please define the cleanup required. The contractor should not be responsible for clean up by warehouse employees.

Answer: The contractor is responsible for cleaning up any mess they make during construction.

12) The detail on the plans show the branch line pipe run tight to the bottom of the existing I beams. Can this pipe be attached with “U” bolts or clamps to the bottom flange?

Answer any hanger listed for fire protection use may be used.

13) To install the new sprinkler pipe RAKS intends to pay the wage rate for a pipe fitter of $‐‐ + $‐‐ fringes. Can a rate for $‐‐ + .‐‐ fringes be used for demo? And helpers?

Answer: A sprinkler fitter takes a certain amount of care while installing a system. They are used to handling long lengths of pipe in the air without dropping them to the floor. The same amount of care should be taken during demolition, therefore the demo crew should be paid as a fire sprinkler fitter and actually be a fire sprinkler fitter.

14) The specification said this building contains asbestos. Is the contractor responsible for any survey, protection or removal of any asbestos under this contract?

The sprinkler contractor will not be responsible for any asbestos.

15) It seems keeping portions of the existing systems in service while doing demo and new install is adjunct bays. Can the government explain how this can be accomplished to satisfaction?

Answer: no more than two systems can be out of service at any one time. New systems can be placed back in service via the city supply until the fire pump systems is installed.

16) Will the contractor be allowed to work a 10 hour day, 4 days a week for a total or 40 hours at a regular hourly rate?

Answer: Normal work hours are from 7:00 to 4:30.

17) Does the government see the need for any off hours (overtime) work?

Answer: Off hours work (weekend work) may be necessary for the electrical work will require powewr to be cut to the facility.

18) The bid package does not address painting or labeling of the pipe. Is either required?

Answer: No.

Clarifications

1. The riser and bulk piping shown on FP‐3 and FP‐4 to feed the transition from warehouse 9 to warehouse 10 shall be included in the base price of the contract. Bulk piping is to be capped just short of the entrance of the transition.
