Question
Response
1
What company maintains the building’s elevators and what is the total number of cabs?
Stratos Elevator Company located in Sterling, VA maintains the building's elevators. There are total of 31 elevator cabs located in the Perkins Building.
2
What company monitors the building’s existing fire alarm panels 24/7?
The Perkins Building existing fire alarm system is monitored by the DHS's Regional Mega-Center.
3
Can the experience requirement for Factor 1 and Factor 3 of the technical proposal be for fire alarm replacement jobs performed as a subcontractor?
4
Are the existing fire alarm closets 2-hour fire rated and what is the linear footage of space in 2-hour rated closets available for the installation of new fire alarm panels and equipment? The answer to this question will determine whether the contractor needs to build new closets for the installation of the new equipment before the existing equipment can be removed.
Existing fire alarm closets appeared to be 2-hour fire resistant rated masonry construction. Contractor shall be responsible for meeting specification and NFPA 72 survivability requirements whether it be through fire resistant rated construction or a listed 2-hr fire resistant rated cable assembly
5
Who is the elevator operator contractor? Will this contractor be provided and paid for by GSA for this project when shaft work is required or is this cost to be assumed by the contractor?
Stratos Elevator Company located in Sterling, VA maintains the building's elevators. There are total of 31 elevator cabs located in the Perkins Building. Cost to be assumed by the contractor.
6
Do elevator controllers need to be replaced?
No, Elevator controllers are outside of the project SOW.
7
Do elevators currently have shunt-trip protection?
Yes.
8
Is there a life safety code analysis available for this building?
No
9
Please confirm that existing flows and tampers are to remain and new monitor modules are required to connect to the new system.
Existing water flow switches and tamper switches shall remain. New fire alarm monitor modules are required.
10
If new panels are to be installed with the existing system in service, what are the requirements for emergency power to the new panels? Should the Contractor include costs for additional generators or UPS to accommodate the additional loads? The new system has to be shown to be backed up on emergency power during acceptance testing prior to being put into service and removing the existing system.
Contract shall not include costs for additional generators or UPS systems to accommodate additional emergency loads.
11
Is it acceptable to surface mount new devices on walls in the lobby.
No
12
Are there any additional hazardous material analysis available for the building? Specification 02085-5 "ASBESTOS ABATEMENT PROCEDURES" appear to be contradictory. The description of work states:
No, a hazardous material analysis has been provided. Contractor will need to verify locations do not contain ACMs prior to the commencement of any construction related activities.

1, Work Area: The work areas include the following: * Various Locations (refer to attached ACM Summary)

2. The following asbestos containing materials are to be removed: *Not applicable

3. The following asbestos containing materials are to be encapsulated: *Not applicable

The specification then goes on to describe the procedures for abating ACM in the building.

We would suggest an allowance for abatement to be included for abatement or remediation activities and anything above or below the allowance be treated as a change to the contract.

13
What are the design/submission requirements? Please advise regarding number of submissions, number of copies required, and any additional delivery requirements.
Contractor shall submit a 75% and pre-final design submission. The 100% final submission can be the shop drawing submittal. Contractor to provide an electronic copy, as well as 6 full-size and half-size copies per interval. 3 of the 6 hard copies should be delivered to the GSA Regional Office Building located at 301 7th Street SW, Room 2002, Washington, DC 20407. Attention should be made to Christopher Hudson-Boyd.
14
Confirm that the building is certain to go with radio repeater/boosters for the emergency communications, section 273243 of the bid solicitation, so that we can eliminate the requirement for the firefighter telephones.
Firefighter telephones are not required. Provide firefighters communication bi-directional radio amplifier system in accordance with specification requirements.
15
The SOW calls out "leaky cable". This type of cable is usually only installed in tunnel systems and is more expensive than running coax cable with antennas. The SOW calls out system manufacturers that do not make all of the required equipment for distributed antenna systems. We suggest bidding these projects based on the Office of Unified Communications (OUC) specification for Distributed Antenna Systems (DAS) using coax cable with antennas in lieu of "leaky cable".
The reference to "leaky cable" in SOW or specification section 273243 can not found. This question can not be answered with clear definition.
16
Can you confirm that the scope of work will not require any upgrades to building infrastructure such as elevators, mechanical equipment, sprinkler system, suppression systems, other building sub-systems, etc.?
The project SOW is limited to a new building wide emergency voice/alarm communication system.
17
May we schedule additional site visits to conduct additional field surveys?
An additional site visit will not be scheduled.
18
Who will be responsible for costs associated with the existing elevator contractor?
Contractor will be responsible for those costs
19
Who is responsible for disposal of existing high-voltage ionization smoke detectors which contain the radioactive material, Americium-241?
Contractor is responsible for demolition and disposal of existing fire alarm system equipment, conduit, and wiring.
20
Will the new fire alarm head-end control panels be located in the same area as the existing fire alarm head-end control panel?
In accordance with specification requirements, new fire alarm head end control panel shall be located in the 1st floor security control center located just off the main 3rd St. entrance.
21
Can you provide a copy of the latest fire alarm system test and inspection report that would provide details regarding the types and quantity of devices currently connected to the existing fire alarm system?
See attached, (1) Dept of Labor Report and(2) Dept of Labor 05 2014.
22
Can you provide a copy of the existing fire alarm system programs or system print-outs that would detail the types and quantities of initiating devices that are currently connected to the existing fire alarm signaling line circuits (addressable device loops) for the EST3, IRC3 and other fire alarm systems and sub-systems?
Existing fire alarm system program print-out is not available.
23
Can you provide copies of the existing building mechanical schedules that would detail the quantity and size (CFM rating) of all existing AHU's, RTU's, etc. that would require coverage by duct smoke detectors and interface to the fire alarm system?
Please see attached drawing
24
In several locations around the building (security and existing fire alarm head-end), there was a detailed drawing labeled "Smoke Detectors". Can you provide a copy of this drawing?
Please see attached drawing
25
There was also a drawing labeled "Smoke Detector Locations" that was framed and located near the drawing detailed in the previous question. Can you provide a copy of this drawing?
