SECTION 1 - INTRODUCTION
1. PROJECT GOALS
1.1 Goals: The goals of the project include, but are not limited to:
A. To prepare the required documentation and procure the work required to implement the approved ECMs from the Retro Commissioning report date February ??, 2010.
B. To establish work order priorities in order to carry work in a phased approach, taking into account the needs and desires of the tenant agencies and the realities of budget constraints and limitations.
C. All work disruptive to tenants shall be performed with coordination with the onsite building personnel. The building is operated from 6am-10pm. The Contractor shall coordinate all work activity with the Building Manager and the Contracting Officer's Representative to ensure that proper security and access arrangements are made with minimal impact on the construction schedule. Off hour work will be required for disruptive activity.
D. Full compliance with all building's security regulations.
E. Provision of the necessary cutting, patching, and repair of the existing buildings.
F. Design shall be in accordance with OSHA and applicable building code requirements.
G. To preserve and enhance the cultural property.
H. To provide for a more energy efficient building that is satisfying to the tenants.
I. To provide Full Building Commissioning
2. PROJECT SITE
The building was fully constructed and occupied in 1999 and has approximately 399,829 rentable square feet. The building is occupied by approximately 1,400 employees. Normal working hours are 7am to 6 pm Monday through Friday however, extended evening and weekend hours for cleaning and continued tenant use are common.
The building is a unique facility with demanding tenant requirements of varying hours of operation and an increasing need for computer, data center expansion and “flex” personal space. Mission changes and staffing variances over the years have effectively and steadily increased the need for energy within the building.
Computer and human density within the building have a direct effect on the energy consumption calculation per square foot and skew normal reporting metrics used to evaluate the overall building energy efficiency level. While this survey identifies several energy conservation projects that will permanently reduce overall energy consumption, the majority of the building’s systems and equipment is as energy efficient as economically possible. Furthermore, facility maintenance staff has autonomously, taken additional care to reduce energy consumption and improve operability.
3. PROJECT DETAILS
3.1 As part of the American Recovery and Reinvestment Act (ARRA), the
Government Facility DC0505ZZ was selected to be evaluated for potential improvements to reduce its overall energy consumption.
3.2 To evaluate the facility, a retro-commissioning study was commissioned to study the building systems and envelope to identify energy conservation measures (ECMs).
3.3 Base ECMs
A. Mechanical Controls Base Bundle
1. ECM 211 Install demand control ventilation system
3.4 Option ECMs
A. Mechanical Controls Options Bundle
1. ECM 206 Replace chilled water pump motors with high efficiency motors
2. ECM 210 Install chiller plant optimization program
B. Electrical Control Base Bundle
1. ECM‐406 Install occupancy sensors/upgrade existing occupancy sensors

Patched areas shall be neatly trimmed prior to patching.
Feather all patches to provide a complete and finished surface. Paint all exposed work provided under the contract including all patched areas, exposed areas uncovered during demolition, to provide a complete and finished project. Paint patched areas plus surrounding areas to the nearest break in wall surface, or other building line to provide a neat and finished appearance. All paint shall match adjacent painted surfaces. Protect all surrounding areas including fixtures, furniture, floors and accessories from paint splatter and droppings. Clean-up and restore all areas splashed with paint. Firestop all penetrations through fire-rated walls, floor/ceiling, and roof/ceiling assemblies to maintain the required fire-resistance rating.
4.2 Working hours: Reference Specification, Section 01310 - Project Management and Coordination and Section 1 of Volume 1 and paragraph 5 of this section.
4.3 Cleaning: The premises will be occupied during performance of work under the contract. Reference Specification, Section 01310 - Project Management and Coordination.

Coordinate all work activity with the Building Manager and the Contracting Officer's Representative to ensure that proper security and access arrangements are made with minimal impact on the construction schedule.
SECTION 4 - CONTRACT ADMINISTRATION AND PRICE ANALYSIS
1.1 Limitations for Use of Site: The building has limited space available for a
Contractor's "staging area". Furthermore, there is no on-site storage available.
The Contractor shall coordinate access with the Building Manager. Considerations of any anticipated impact of such limited space conditions shall be factored into the Contractor's Price, schedule of delivery, construction, phasing of work, and costs. Offerors shall determine and confirm space availability for construction materials with the Building Manager during the Pre-Project Conference. The Contractor is responsible to make arrangements for any additional "off-site" storage space needed to implement the construction work.
1.2 Site Access: Arrangements for Offeror's site access and Pre-Project Site Investigation shall be coordinated through GSA. Site related questions shall be addressed at the Pre-Project Conference or be submitted in writing to the Contracting Officer.
1.3 References: Government issuances, handbooks, guidelines, and regulations, referenced in this document are available as described in Section 00120.
Referenced private sector issuances (codes, standards, and guidelines) shall be obtained by the Offeror at no cost to the government.
2. DESIGN SCHEDULE

ECM-206 Upgrade Chilled Water Pumps
There are five (5) 40-hp primary chilled water pumps rated at 89.5% nominal efficiency. Based on the cooling loads created year round by multiple computer rooms, chillers are required year round. The primary chilled water pumps operate at a constant speed during chiller run times. Upgrading to 94.1% premium efficiency rated motors would provide a significant energy savings.
ECM-210 Chiller Plant Optimization Controls Upgrade existing Trane chiller controls to provide optimized chiller operation sequences. Existing controls will be replaced at each chiller and work should include tie in to existing BAS.
ECM-211 Demand Control Vent/MAF Optimization
Demand control ventilation utilizes carbon dioxide (CO2) sensors to modulate the ventilation air intake to the minimum required to keep CO2 levels to an acceptable level. Reducing outdoor air intake reduces heating and cooling energy required to pre-condition ventilation air. CO2 measurement would be taken at the AHU and its associated outdoor air damper will modulate.
ECM-406
Install additional occupancy sensors/upgrade existing occupancy sensors with relays for bi-level switching and HVAC interface.
One of the best ways to save energy is to turn off lights that are not needed.
This saves energy, as well as extends the replacement time on lamps. This ECM deals with installing new Occupancy Sensors throughout the building and upgrading existing occupancy sensors. By controlling each circuit individually on an Occupancy Sensor, you have the ability to turn sections of the open office off that are not in use. While frequent switching in some cases may shorten lamp life, the savings in electrical power will more than compensate. In addition to the occupancy sensors, relays will be added to provide further lighting control options for instance, bi-level switching in an area, and additional relays for HVAC interface. The HVAC interface will allow further energy savings by shutting down the area HVAC unit will the space is unoccupied.
