Answer: The SF1442 has been uploaded with this Amendment.
91. Question: Solicitation Section V.A.2 – Evaluation Factor 2: Past Performance, page 17 of 21. Within the criteria
(Standard for Evaluation) the Government state “The Offeror ………record of satisfactory performance as a prime contractor …… of at least two (2) comparable projects.” Since the page limitation is 5 and the Performance Questionnaire form Attachment 8) is 2 pages, it is not possible to provide past performance on more than 2 projects.
Will the Government consider increasing the limit to 10? This will the Offeror’s references to comment on all projects provided under Factor 1 – Experience on Comparable Projects up to 5.
Answer: See Question 87. The Past Performance Questionnaires in Attachments 1 and 8 to the RFP should be submitted directly to the Contract Negotiator and not included in your proposal.
92. Question: Solicitation Section V.A.3 – Evaluation Factor 3: Management Plan, page 18 of 21. Under Submittal required by Offeror, the Government states “if more than one person is proposed to be a Program Manager, indicate how the work is to be divided between the different Program Managers.” Facility Site distinguishes between Program Managers (Contract) and Project Managers (Task Orders). We would assign one Program Manager to the contract but could have more than one Project Manager assigned to Task Orders. Is the Government’s Program Manager position related to management of the overall contract or management of the individual Task Order?
Answer: The Government is concerned with the overall contract management of the IDIQ and the individual Task Orders.
93. Question: Solicitation Section V.A.3 – Evaluation Factor 3: Management Plan, 19 of 21. The page limitation is specified as a maximum of 5 pages. Given the number of areas that are required to be addressed, will the Government consider increasing the page limit to 25 pages? Facility Site believes the requirement to provide a detailed management plan that describes how the Offeror will manage the Seed Project will consume most of the 5 pages presently allowed.
Answer: See Question 87.
94. Question: Agreement Section III.A.4(a) – CPM Project Schedule, page 10 of 34. The Government requires that “The Project Schedule shall be produced using widely used , commercially available computer software that is capable of generating and monitoring a CPM schedule and is compatible with Meridian Proliance.” We presently use Primavera Project Planner, version 6. Is this version of Primavera Project Planner compatible with Meridian Proliance?
Answer: It should be compatible.
95. Question: Under section III.A16(b)(i) and (ii): Please clarify the criteria and process for considering all IDIQ awardees upon determining the need to issue a task order. Will all awardees (all 8 contractors awarded under this solicitation) be asked/requested to submit a price proposal for each task order? Of the contractors considered for a specific task, what will be the evaluation process for determining the best value to the government? Is there a point system associated with the evaluation? And if so, what points will be given to the criteria?
Answer: Each task order will be competed among the eight (8) IDIQ contract holders. Section III.A.16(c) and (d) identifies the basis of how task orders can be awarded and evaluated. In most cases, price may be the only factor.
The RFP for each task order will identify the basis of award. A Source Selection Panel will evaluate those Task
Order proposals that contain evaluation factors other than price. The Government uses a point based system of evaluation and the distribution of the points will depend on each task order requirement.
96. Question: The RFP sates that the proposal should consist of the documents and format required. The RFP does not mention anything about the proposed project team members for the contractor. Do you require a list of the contractor’s proposed project team? If so, where are we to put the response in our proposal? Since there is mention of requiring a LEED AP member as part of the project team, where are we to list this member?
Answer: Evaluation Factors 3 and 4 have been updated in C201 Solicitation to reflect the inclusion of this information in the technical proposal.
97. Question: The seed task order and price form do not have line items for overhead and profit. Should the overhead and profit be prorated in the cost/CSI items listed or should we show overhead and profit separately?
Answer: Overhead and profit should not be priced out separately on the contract bid forms. Please provide a lump sum price for the base seed project and the two Add Alternates.
98. Question: Which document takes precedent: RFP section “C101_GS11P10MKD0094_Agreement Final” or “C201_GS11P10MKD0094_Solicitation Final”?
Answer: Neither. The Solicitation contains the RFP instructions and evaluation factors and the Agreement contains the Contract Award Requirements.
99. Question: The RFP states that schedule is to be provided 30 days after award, however, the seed project documents specify that a schedule is to be provided with the cost proposal. Which takes precedent? If a schedule is required, is it to be included in the section with our price proposal?
Answer: Evaluation Factor 3 in C201 – Solicitation has been updated to reflect submission of a preliminary construction schedule for the seed project. It should be submitted with your technical proposal.
100. Question: The RFP (C201_GS11P10MKD0094_Solicitation Final on page 7, III.A.7 Vendor Past Performance) suggested we participate in an online contractor overview training, however, all the classes are full and no classes are available before the RFP deadline. Will additional classes be offered before the RFP deadline.
Answer: We do not know the upcoming schedule of classes. The awarded contract holders will take this training after award.
