National Foreign Affairs Training Center (NFATC)

General Services Administration Headquarters (GSACO)

Questions from Potential Bidders

And

Responses from General Service Administration Friday, October 03, 2008

FINAL

1. We assume the Trainees are given a per diem for meals. Please provide the current per diem amounts each trainee receives.

Approximately 90% of the students in training at the Shultz Center do not receive per diem. Approximately 10% of the trainees would receive the federal rate for meals and incidental expenses (approximately $64 for meals and incidentals per day).

2. What is the average amount of time trainees are given for breakfast and lunch meals?

When students eat breakfast on campus, it would be on their personal time. Students are typically given 45 minutes for lunch break at Shultz Center.

3. May we schedule another visit to either facility for a design team?

Yes, the General Services Administration invites you to attend a second site visit which will be held at the time and places listed below:

4. The available customer base of 2,300 for the training center tends to support higher sales than reported in the RFP. The campus population is pretty much a captive audience, yet many do not participate in the food service offerings according to our calculations. Where are these people eating? Do they brown bag or do they eat off-campus?

GSA does not have the answer to either question.

5. At the Training Center, how long are the average classes in hours. For instance, are these all day training sessions? Or can some sessions be morning or afternoon only?

Classes run from two to eight hours typically. Some sessions are morning only; some start in the afternoon.

6. We noticed considerable construction on the training center campus during our visit. What is this expansion for? Will it increase campus population?

Expansion is additional office space and will not increase campus population.

7. In the training center, where is the Carry-Out section window located?

Carry – Out section is located to the right of the cashiers if standing in the dining room.
