Scope of Work Condition Assessment and estimate

Solomon Courthouse Portland, OR

1. The purpose of this Scope of Work (SOW) is to assess condition of two exterior materials at Solomon Courthouse, 620 Main St., Portland, OR and test different methods for restoring and maintaining them. A recent exterior condition assessment was completed but did not include the crumbling sandstone condition that appears only around the three main entrance doors. It appears to have been treated with a substance that is causing the sandstone to turn to sand.

The exterior doors are of architectural bronze and have large decorative screens.

The metal is dirty and showing wear, particularly at the bottom of the doors. GSA needs means and methods and cost estimate for restoring the metal and stone.

2. Project Information:

Project Name: Bronze door and sandstone entrance restoration methodology study and follow on work (contingent on funds available).

Project Location: Main Street façade, Solomon Courthouse (The courthouse is listed on the National Register of Historic Places.)

The Chief Conservator will be responsible for providing the necessary professional services to ensure that the proposed conservation and treatment will have no adverse effects upon the aesthetic, historic, and physical integrity of the artwork. Conservation treatments must be reversible and cannot endanger the physical welfare or historic value of the architecture. The known character of the tile should not be modified. Decayed parts of a structure will be conserved, not replaced. The treatment prescribed shall be the safest and least aggressive method so as not to compromise the original integrity of the design, following the principles of the American Institute for the Conservation of Historic and Artistic Works (AIC) Code of Ethics and Guidelines for Practice. Untested or unproven treatments and techniques will not be recommended without full explanation and discussion of pros and cons with GSA preservation officer.

The conservator shall perform the following services:

a. Make a thorough on-site examination and testing of architectural arts or features to determine the nature and extent of the damage and an appropriate treatment. While performing the on-site examination and non-destructive tests the conservator shall consider all environmental, material, historic and other harmful factors that may affect the architectural elements. Contractor shall clean all residue and debris from the cleaning process from all sidewalks, platforms, pavement, etc. No materials shall be placed in building waste receptacles or dumpster.

b. Prepare one digital and one hard copy of a written Condition

Assessment and Treatment Recommendation Report, and digital photographs taken at the time of the investigation and before treatment(s), adequately detailing the examination, findings, and recommendations for treatment. Reports must be written in Word 2007 or later version. There should be an adequate number of photographs to completely document the condition of the material and the conservators’ treatment recommendations.
