5. Rational/explanation to support cited authority:

An urgent and compelling need exists to address potential deficiencies at the VA Medical centers in VISN 9, that may not be in compliance with The Joint Commission (TJC) standards.

The Joint Commission accredits and certifies more than 20,500 health care organizations and programs throughout the United States. It is anticipated that on or after October 1, 2018 the TJC will began an assessment of the medical centers in the VISN 9 network. Failure to expeditiously procure these services at the present could result in serious harm to the VA Medical Centers relative to their accredidation. The firm currently holds a contract for the Life Safety and Fire Review for the newly planned VA Hospital in Louisville, Kentucky.

6. Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.
