LIMITED SOURCES JUSTIFICATION
DESCRIPTION OF ACTION (Follow-On Delivery Order to Incorporate Changes due to Unforeseen Circumstances)
SOLICITATION: GS10F16LPQ0009
The General Services Administration (GSA) makes this Limited Sources Justification (LSJ) for orders pursuant to Federal Acquisition Regulation (FAR) 8.405-6.
1. Identification of Agency and Contracting Activity:
GSA FAS R10 Contract Operations 400 15th Ave NW Auburn, WA 98001
2. Nature and/or Description of Action Being Approved:
This effort is a follow-on Federal Supplies Schedule (FSS) order for services leading to delivery of an updated OASIS IT Systems Architecture Document based on a Performance Work Statement (PWS). A Firm Fixed Price order under the Professional Services Schedule (PSS) is contemplated. This effort is contemplated as a Limited Sources procurement (single source) as it is a follow-on procurement to complete and incorporate updates into the System Architecture document submitted under the previous order. This effort has been discussed with Mr. Kevin Wince, the GSA Enterprise Architect, and he has approved and endorsed our actions in performing this effort.
Primary Task– OASIS IT Support Data Analyst Support and Facilitation - Includes prep and post times for ALL deliverables on the attached PWS. (IGCE rates are based on Level 4’s Professional Services Schedule and the recent GWAC GOLDSTAR Process Improvement effort which is similar in required expertise)
Period of Performance – Task Order will be for twelve months from date of award

3. Complete Description of Supplies/Services Required to Meet Agency’s Need:
Contract support services with a deliverable report document are being procured to ensure that the OASIS Technology Support System Documentation Initiative continues to (as a minimum)
Move forward, accurately and impartially document current system architectures, business processes and management controls;
Analyze processes and management controls;
Research current government and business best practices where applicable;
Make recommendations as to what the OASIS program needs to ensure its business processes are streamlined, efficient, and effective in meeting the organizations mission critical goals;
Developing a plan to implement and measure the success of the agreed upon business process improvements;
Implement recommended process improvements;
Monitor if process improvements recommendations were successful in making the organization mission critical business processes streamlined, efficient, and effective;
Analyze implementation and the results to determine if modifications need to be made to the implemented process improvements to ensure organization success;
Document all process improvements and management controls implemented in addition to (but not limited to) the results of research and analysis.
To accomplish this goal, this effort will encompass the following objectives:
The Contractor shall work collaboratively with the FAS OASIS Program Management Team in the development, delivery, and approval of all deliverables submitted in accordance with this task order. The Contractor shall perform the following tasks and services:

The overall goal of this effort is to create a single, comprehensive, usable document that describes the overall system architecture used to support the OASIS program and the processes and procedures used to create and implement that architecture.
4. The Authority and Supporting Rationale:
The acquisition is conducted under the authority of the Multiple-Award Schedule Program.
Consideration of schedule contractors will be restricted in accordance with:

FAR 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
This effort is a follow-on procurement that was previously competed. The original Task Order (XZ003-XZ0006), dated 06/14/2014 was competitively awarded under GSA's Mission Oriented Business Integrated Services (MOBIS) as a Service Disabled Veteran Owned Small Business Set Aside (SDVOSB). There were two (2) responsive, responsible quotes submitted for this requirement. Level 4 Ventures was awarded the task order based on their technical capabilities and price. The period of performance was 06/2014 through 12/2014 in the amount of .
The overall purpose of the procurement was to find, integrate, and document the various custom IT data systems that provide the IT infrastructure to the OASIS Program. It is not included in this effort for the contractor to actually develop any systems, interfaces, or processes, just to document those that exist and to identify shortfalls where information does not exist, but should. This involves documenting the data to be captured; the interfaces between the systems, the processes used involving the systems, and other information. This infrastructure is not cohesively documented or documented at all in some places, and is unique within FAS, as well as the overall Government, to the non- Schedule contract programs. The bulk of the IT infrastructures to be documented in this effort are custom designed and developed systems that are unique to GSA FAS, and are not standard commercial systems. There is no existing contractor, other than the incumbent, that is familiar with all the systems and interfaces within this infrastructure. The previous effort was contemplated to be a single phase procurement resulting in a completed, integrated System Architecture document. Due to unforeseen and unplanned changes within the organizational structure of FAS and the OASIS Program, and various changes within the foundational IT infrastructure within FAS, this effort could not be completed within the overall time or funding of the original Task Order. These changes include transfer of the OASIS Program Office from GSA Central Office to the Region 10 FAS organization, resulting in changes to roles, responsibilities, and processes, systems changes including implementation of the OCFO Billing and Accounts Receivables (BAAR) system, transfer of the GSA Financial function to USDA, and the new role of the Common Acquisition Platform (CAP) organization driving changes in such areas as transfer of the Prices Paid Portal from development inside the PMO to CAP. During Phase I, Level 4 did identify and document data elements of several systems, as well as incorporate Interface Control Documents (ICDs) from at least two (2) of the major components of the infrastructure into a roughly 300 page version 1 of the OASIS IT Infrastructure System Architecture Document. Almost all of this existing document is valid and provides a substantial baseline to build on with this phase. Now that the OASIS Program organizational structure and FAS IT foundational infrastructure has somewhat stabilized, and the systems developers for two (2) of the major system components have continued development of documenting there components and interfaces, it is now feasible to complete this effort to fully document the OASIS IT Infrastructure. Once this baseline architecture has been documented, the OASIS Program will be responsible for maintaining the system documentation to account for various system enhancements and changes.
The original Task Order was competitively awarded as a Service Disabled Veteran Owned Small Business Set Aside (SDVOSB), and there were two (2) responsive, responsible
Version 05/09/14 Page 4 proposals. Level 4 Ventures was selected based on both technical merit as well as price as the clear winner and performed the resultant awarded Task Order successfully. They expended approximately and completed over 2 months of the base period of that effort in setting up the information capture processes, establishing the contact points to access the information and intake the data into the document, and establishing the structure of the System Architecture document to be delivered. These expended efforts included review, interpretation, and discussions with both the CPRM and Business Objects development teams and associated information and documentation to understand the development of the CPRM system and associated reports, and to initiate documentation of the interfaces between the various systems. These interfaces were minimally documented and several discussions with the individuals involved with development of the systems was required to understand how these systems were developed. Both the CPRM and the reporting universe are custom software developments created over 10 years, and for any new entity to come on board and work to create a baseline understanding would require time and resources to relearn this background. As the individuals involved with the development are potentially moving to other projects, and the Task Order for the development of the reports and dashboards is coming to a close, time to bring a new developer up to speed may not exist. It is anticipated any other contractor would need similar time and resources to come up to the same level of understanding the various systems to be documented, the data to be gathered, the sources for that data, and the integration of that data into the documentation.
In addition to their current level of understanding of the systems, Level 4 Ventures also has industry recognized expertise in understanding and performing financial and cost estimating and forecasting systems for both public and private organizations, and this, coupled with their previous experience in how the OASIS Program operates, gives them a unique expertise to provide reviews and expert guidance on areas such as data and financial analysis, based on industry best practices, but applied to the OASIS program. One of the changes from the previous effort until now is that we are currently creating and developing unique and sophisticated financial and data forecasting models. These models will be included in the documentation, and again, based on their previous experience and understanding of the OASIS Program and their industry expertise, Level 4 is uniquely qualified to understand, document, and provide industry expertise in providing an Independent Validation and Verification of the logic and cost modeling used in this forecasting as a part of the documentation process. One of the tasks for this follow-on effort is for the contractor to review the logic and models used in the forecasting models, and to provide comments and/or recommendations for possible changes to these models
5. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d):
Certified cost or pricing data will not be required as this procurement does not exceed the mandatory threshold of $650,000 and certified data, regardless of price is not required for FAR Part 12 procurements. In order to determine if the proposed price is fair and reasonable, the Government will ensure the labor rates are in accordance with the schedule rates that have already been determined to be fair and reasonable. A comparison of the proposed labor mix, categories and hours will also be conduct against the IGCE.

6. Description of the Market Research Conducted Among Schedule Holders and the Results of the Research:
Market research was performed by the OASIS Program Office based on the historical information from the Phase I competitive award, as well as the similar ITS GWAC GOLDSTAR program which was very similar in nature.
Based on the limited response from the original task order awarded (only 2 responses were received for that procurement), it is not anticipated that a competitively awarded task order will provide any benefits to the Government, and could potentially delay the program.
7. Any Other Facts Supporting the Justification:

8. Statement of the Actions the Agency May Take to Remove or Overcome any Barriers that Led to the Restricted Consideration Before Any Subsequent Acquisition for the Supplies or Services is Made:
It is anticipated that this will be the final procurement required for this effort. The requirement for this effort was due as the situation was more dynamic that anticipated and could not be completed in the initial period of performance. As the overall situation has stabilized, and this follow-on effort incorporates additional optional periods to incorporate any further unanticipated changes, no future acquisitions in support of this effort are anticipated.
