While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. Project Executive Minimum Experience, Education, Professional Registration and Degree/Experience Substitution Possesses 15+ years of project management related work experience. Bachelor’s degree in Construction, Quantity Surveying or a related Engineering field. An Industry relevant degree is preferred but equivalent experience in lieu of a degree is acceptable. Possesses a thorough understanding in the areas of Project Management, Building Design & Construction, Critical Path Method (CPM) Scheduling, Building Cost Modeling and Risk Analysis. General understanding of following software packages: Primavera, Expedition/Prolog or Similar, and Faithful+Gould proprietary Epoch and CATO software. Project Management Professional (PMP) - Certified by the Project Management Institute (PMI) Global Accreditation Center (GAC) Functional Responsibility The Project Executive’s primary responsibility will be to perform as the representative of the Client relating to the project from initial design though final completion. The Project Executive will be Faithful+Gould's senior level interface with the Client for all contract matters. The Project Executive will oversee the performance of all assigned personnel for each project or task order. Bachelor’s degree in Construction, Quantity Surveying or a related Engineering field. An Industry relevant degree is preferred but equivalent experience in lieu of a degree is acceptable. Strong computer skills, including proficiency in CATO, electronic quantity takeoff. Knowledge of typical estimating program functionality and related WBS desirable. Ability to identify and manage staff resources to complete deliverables. Knowledge of local construction market in area of operation including pricing conventions and trends. Ability to prepare conceptual cost model estimates from limited information using local historic cost information. Software requirement for this role: Primavera, CATO. Professional designation desirable, including RICS, CCE, CCM, AIA, PE, ASPE, AACEI, CVS, AVS, LEED, AP, RA or any appraisal or real estate licensure.
Functional Responsibility Organizes and manages the execution of the cost estimate deliverable process from initial client meeting through to final client acceptance. Lead estimator is responsible to manage the required resources needed to execute a complete and accurate estimate report deliverable in line with client expectations and in accordance with a proposed level of effort.

Cost Estimator II
7 - 10 years of progressive construction industry estimating experience. Bachelor’s degree in Construction, Quantity Surveying or a related Engineering field. An Industry relevant degree is preferred but equivalent experience in lieu of a degree is acceptable. Strong skills in CATO, electronic quantity takeoff, Primavera.
Knowledge of typical estimating program functionality and related WBS desirable. Ability to identify and manage staff resources to complete deliverables. Knowledge of local construction market in area of operation including pricing conventions and trends. Ability to prepare conceptual cost model estimates from limited information using local historic cost information.
Functional Responsibility Prepares cost estimates for various estimate disciplines and provides guidance to junior estimating staff.
Senior Estimator responsibilities include preparation of cost estimates, pricing and cost benchmarking validations, and specialty cost intelligence deliverables. Senior Estimator utilizes industry experience to develop cost estimates that are reflective of local market & project conditions.
Cost Estimator I Minimum Experience, Education, Professional Registration and Degree/Experience Substitution 4 - 6 years of experience in the construction industry as a Cost Estimator. Bachelor’s degree in Construction, Quantity Surveying or a related Engineering field. An Industry relevant degree is preferred but equivalent experience in lieu of a degree is acceptable. Intermediate knowledge of CATO. Working knowledge of electronic takeoff including CaddMeasure. Working knowledge of some commercially available construction cost estimating system.
Functional Responsibility Prepares cost estimates for specific disciplines and provides business support to Senior Estimators as directed. Estimator responsibilities include preparation of cost estimates, pricing and benchmarking research and maintaining project documents and files in an organized manner.
Scheduler II Minimum Experience, Education, Professional Registration and Degree/Experience Substitution 11 - 14 years project cost and schedule experience is required. Bachelor’s degree in Construction, Quantity Surveying or a related Engineering field. An Industry relevant degree is preferred but equivalent experience in lieu of a degree is acceptable. Strong to excellent understanding of CPM (Critical Path Method) concepts and calculations. Strong to excellent understanding of Earned Value concepts, calculations, and rules of credit.
Proficiency in Primavera scheduling products. Experience in analyzing contractor-prepared delay claims.
Certification with AACE, PMI or CMAA is preferred.
Functional Responsibility The Lead Scheduler will provide various planning / scheduling related tasks including preparing schedules, reviewing schedules prepared by consultants or contractors, and analyzing delay claims.
Scheduler I Minimum Experience, Education, Professional Registration and Degree/Experience Substitution 7 - 10 years project cost and schedule experience is required. Bachelor’s degree in Construction, Quantity Surveying or a related Engineering field. An Industry relevant degree is preferred but equivalent experience in lieu of a degree is acceptable. Certified Value Specialist II
Possesses 15+ years of value management related work experience. Bachelor’s degree in Construction, Quantity Surveying or a related Engineering field. An Industry relevant degree is preferred but equivalent experience in lieu of a degree is acceptable. Must be a Certified Value Specialist and have been certified for a minimum of 8 years. Possesses a thorough understanding in the areas of Value Management, Life Cycle Cost, Cost Modeling and Risk Analysis and a good understanding of other related decision tools. Certified Value Specialist (CVS) - Certified by SAVE International Functional Responsibility The primary responsibility of the position is the delivery of high quality value management services to clients throughout the U.S. and Canada. An important secondary responsibility focuses on internal business operations including senior level guidance and leadership on all practice related Business Development, Financial Management, and Staff Development matters. The position involves significant independent responsibility for forecasting, analyzing, and reporting practice financial performance and operations. A tertiary responsibility of the position involves executive level guidance and supervision of the delivery of all Value Management related services. The position has direct supervisory responsibilities related to Senior Value Managers, Value Managers, Assistant Value Managers and support staff, when assigned to value management projects, as well as direct supervisory responsibilities related to the professional and practice related development of all value management staff.
Construction Quality Manager II Minimum Experience, Education, Professional Registration and Degree/Experience Substitution Must have 10 years of specialized experience in construction engineering or technical expertise area.
Bachelor’s degree in Construction, Quantity Surveying or a related Engineering field. An Industry relevant degree is preferred but equivalent experience in lieu of a degree is acceptable.
Functional Responsibility Responsible for providing expert advice, assistance, guidance and counseling in support of construction materials, means and methods. Monitor, document, report and follow-up to ensure contractor compliance with contract and workmanlike standards.
Administrative Assistant Minimum Experience, Education, Professional Registration and Degree/Experience Substitution High School Diploma or equivalent. Project Administrators shall be capable of typing 60 words per minute;
Thoroughly understands and utilizes standard Information Technology in the performance of their work including Internet, Intranet, Microsoft Windows OS, Adobe Acrobat, Microsoft Office Suite and Microsoft Project; ability to perform basic tasks in project management specific software packages; ability to perform basic math with accuracy.
Functional Responsibility The Project Administrator reports to any of the above positions and is responsible for word processing, data entry, filing project documentation, invoice processing, basic cost tracking, correspondence and document management, coordination of meetings, and other duties as assigned by their supervisor.
