GS-09-P-1 2-KS-D-0077 Amendment 02 Questions and Answers

1) What are the minimum hours for an emergency call back? The CBA is (4) hours.

Under C.40.3. Hours and Response Times - Elevator callbacks are included and covered at no additional cost under our scope. "Removal of the elevators from service at any time shall be coordinated with, and approved by, the CO or COR."

For O&M, an emergency callback is the conducting of a repair necessitated by an immediate danger, and there is no minimum hours amount listed as it has been in older specifications.

Since it involves arepair it is to be dealt with via the Repair provision, which is as follows (Reimbursable and non-reimbursable have the same language)::

The value of labor performed by the Contractor's own employees is valued as follows:

(1) where such employees perform the repair during their regular shifts and the Contractor does not incur additional labor costs to make the repair, the value of the labor for this pu{pose is $0.

(2) where such employees are authorized and paid to work additional hours for the purpose of making the repair, the value of the labor is the Contractor's direct payroll cost flor the labor (direct hourly pay plus cost of fringe benefits). No other overhead or profit markups may be applied. The hourly rates in the price schedule shall not be used for this purpose.

For repairs done after hours, the direct payroll costs will be four hours as required by the CBA; therefore, the Contractor can invoice for four hours even if they were only there one or two hours.

2) Locks and keycard systems, the USMS handles the keycard systern for this facility. Also in regard to the USMS and their jail cells/specialty locks; will the O&M be responsibility for these? In the past the Marshals Service has preferred to handle this equipment through their subcontractor.

Keycard systems/card reader systems are hereby removed from Section C.1# 9 and the equipment l ist. They are maintained by the Marshals. Jail Locks and cells are agency equipment along with the USMS door locks have all been taken off master.

3) Pages 86, 88, 89 of the bid documents appear to be a mistake. These are 3 different bid forms for elevators from the exhibit 3 that have to equal your line i tem 3001.

Which form shall I use? The only difference is Option Lot 1, 2 & 3 in the heading of the forms?

There are four bid sheets starting on page 86. Use the first for the base year, the sheet tiled "Option Lot l" for the first option, as so forth, and so on. Usually the addillional option period columns are blackened out; proceed as if they are.

4) 18. Ref: Solicitation, Exhibit 5 (Page 87, 88, Bg).

Willthe government provide updated Elevator Maintenance Service Offer Sheets? Pages

87. 88 and 89 in the solicitation do not allow pricing for Option Years 1,2, and 3 only for the base year.

The bid schedule provides for a contract total line, a base year line, and a line for each option. The bid sheets beginning on page 86 provide for an equipment, base year, and separate option breakdown.

5) 19. Ref: Solicitation, B.7.Price Schedule (Page 11), Section M. Evaluation Factors for Award (Page 115), and Exhibit 4 Reagan FB CH CBA, Article X, Job Descriptions for Engineer Classification (Page 16 and 17) .

Will the government clarify the work classifications in regards to what the work classifications are in the Collective Bargaining Agreement in order to provide the correct pricing?

In 8.7 Price Schedule, Line 2001 and2002 the work classification is a General Maintenance Technician and on Line 2003 and 2004 the work classification is a HVAC Technician. In Section M.

Evaluation of Price there is work classification of a Stationary Engineer. Exhibit 4 CBA, does not mention any of these work classifications.

Use the positions noted in the CBA posted as an attachment to the solicitation. The HVAC services can be performed by any engineer as long as they have the proper training and Universal certification for handling refrigerants.

8.7 Price Schedule is modified here, and only here, to include any and all positions from the OBA included in proposals. The same information requested in B.7 in the original solicitation is still requested for CBA positions included in proposals.
