Description of Modification/Amendment:

The purpose of this Amendment is for the following:

1. To extend the proposal due date to Monday, March 19th, 2012 at 12:00 pm PST.

2. To provide responses to questions submitted by prospective offerors.

Questions for Solicitation Number GS-09P-12-KSD-0024- Vertical Transportation Equipment Services.

1. Question: USPS located at 801 I Street, Sacramento has two (2) two 4000 lb capacity freight elevators. What date were these two elevators installed? If they were installed with Single Bottom Cylinders (SBC), do you know if the hydraulic jacks have since been replaced?

Answer: Year Installed: TBD These 2 elevators are holeless hydraulics.

2. Question: The Federal Building at 2800 Cottage Way, Sacramento has two (2) hydraulic elevators, what year were they installed? If they were installed with Single Bottom Cylinders (SBC), do you know if the hydraulic jacks have since been replaced?

Answer: Year Installed: TBD, TBD

3. Question: The scope of work provided is silent on obsolescence. If a replacement escalator or elevator part is no longer manufactured, or is obsolete, is it covered by the agreement?

Answer: Yes. Contractor shall accept all elevators “as is”. Obsolescence is not recognized in the terms of this contract.

4. Question: Can you explain the security measures our elevator mechanics can expect when providing service at the Courthouse, 501 I Street Sacramento?

Answer: Once elevator mechanic has been cleared by Department of Homeland Security and issued a badge, access to the Courthouse is gained through the underground parking or loading dock entrances by display of badge to security personnel on duty. On infrequent occasions of heightened security, additional screening may be required such as vehicle inspection and manometer screening of personnel.

Question: Specifically referring to the elevators designated for “prisoners” and “judges”. Can my elevator mechanics expect any unusual wait times or detainments due to security measures?

Answer: U.S. Marshal and Building Management must be notified in advance when work is required on the Prisoner and Judge’s cars. During working hours, 7 am to 5 pm, noise MUST be kept to minimum levels.

5. Question: What percentage of 6 month testing and annual testing is completed during regular business hours?

Answer: 100%

6. Question: What percentage of 6 month testing and annual testing is requested to be done on overtime?

Answer: 0%, unless specified in advance by the COR.

7. Question Will monthly prices quoted be held for the term of the contract? Or is there a provision that allows for annual price adjustment?

Answer: Yes, the monthly prices quoted will be held for the term of the contract.

However, on each anniversary date, an equitable adjustment is allowable if DOL Wage Determination wage rates and/or fringe benefits for the applicable county has changed from the previous year. All other prices quoted may not be adjusted.

8. Question:.We are being asked to provide unlimited trouble calls 7 days per week, 24 hours per day. Does current agreement have same requirements?

Answer: Yes.

Question: How many after hours calls for service have been placed in the last 12 months at each location?

Answer: Approximately three after hours service requests have been placed in the past year for all buildings.

9. Question : Page 17 stipulates that the Government may request that any major repair be done at overtime, at no additional expense to the government. Is this requirement in the current agreement? If so, has any major repair been asked of the current service provider be completed on overtime at no additional cost to the government?

Answer: Most work can be done during regular hours. The exceptions are noise, smells, and work that might incur safety and health hazards to building occupants. Building Managers (COR) reserve right to halt/postpone any work disrupting tenant agency operations.

10. Question: What is current pricing per elevator at each location?

Answer: The monthly average prices per elevators/escalators for the following locations are:

11. Question: Page 27 asks us to pay for any permits or licenses governing performance under the contract. Other than our State of California Contractor’s license and Certified Conveyance Permit, are there other permits required by GSA to provide services?

Answer: None at this time. However, if changes occur during the contract period that is covered under Section E. Ordinances, Taxes, Permits, and Licenses, the Contractor is fully responsible at no additional expense to the Government.
