Reason for Sole Source:
The glass/glazing was replaced as part of a ARRA Project completed in 2012. As per the description above, the Viracon windows were broken by slingshot/rock. When contacted immediately after the damage to the windows, the local glass suppliers indicated that they did not have appropriate equipment and/or expertise to replace the glass of this size and type. The original materials have a warranty but are not covered by breakage. It appears that the opaque glass between the window floors has been targeted by individuals using a slingshot and rock to break the glass panels.
In order to maintain the uniformity of the installation materials as designed for energy conservation as part of an entire curtain wall system and the uniformity of the installation process and products, the use of the same contractor is necessary. High winds in the area over the weekend of 8/22/2015 caused one of the broken panels to fall 4 floors and smash to the ground near sidewalks and parking. This is an urgent and critical need to protect tenants and insure the safety of the public.

Harmon Inc.

OTHER. Using additional sheets, as required, provide any other factors used to support use of other than full and open competition. The company built and installed windows under the curtain wall replacement project (ARRA) and have the unique information, skills, and abilities necessary to install the replacement windows, which is an urgent requirement as explained above.
