Questions and Answers USGS Lab Space Renovation in Building 95
GSA Solicitation Number: GS-08P-15-JA-C-0003 Denver Federal Center in Lakewood, Colorado
1. Page 2 of the t.o.c., under division 12, section 12 34 99 – Epoxy Resin Countertops is referenced. We have been unable to locate this section. If it is relevant please provide in a future addendum.
The spec section was inadvertently left out of the spec book. It is provided with these answers.
2. Division 11, specification section 11 61 00 addresses chemical fume hoods that are made of metal. In reviewing the LF / laboratory drawings we find no new fume hoods that are indicated as metal. It appears all new fume hoods are to be poly as described in specification section 11 61 10. Please clarify.
Chemical metal fume hood section is included as reference for performance, and in the event that a new hood must be provided.
3. Division 11, specification section 11 61 10 addresses several different styles of units including exhausted fume hoods, laminar flow fume hoods, exhausted drying box fume hoods, exhausted column box fume hoods, non-exhausted clean air hoods and exhausted cabinets but in reviewing the LF / laboratory drawings there appears to be only two (2) styles of new units to be included in the project. These are noted as CFHN and HCFH. We believe the CFHN units are the chemical fume hoods referenced in section 11 61 10, pages 3-5, para 2.01.B and the HCFH units are the laminar flow fume hoods referenced in section 11 61 10, pages 5-8, para 2.01.C.
Please clarify / verify.
Hood designations (mark/abbreviations) are shown on hood schedules per area. See drawings.
4. Regarding question no. 3 above, are those units referenced in section 11 61 10, pages 8-15, paras 2.01.D through 2.01.G (with additional details at the end of the section) to be included in this project or are these references directed to existing units to be relocated?
Yes, those referenced are to be included for both new and specially built items.
5. Division 12, specification section 12 30 50, para 1.0, item E, references, as a related document, 12 34 50 – Inset Steel Casework. Note that this section is also referenced in specification section 12 30 60, para 1.01.C. We have been unable to locate specification section 12 34 50 – Inset Steel Casework. Is this reference relevant to the contemplated scope of work?
If so, will this section be provided in a future addendum?
This section was not created – this was erroneously referenced. The purpose was to facilitate procedures for refurbishing and relocating existing casework.
6. Division 12, specification section 12 340 50, para 2.07.B references stainless steel sinks. It is our understanding that all the counter tops on the project are epoxy resin with epoxy resin sinks.
Please clarify this requirement (including location of any required stainless steel sinks.
Lab sinks to be epoxy resin
7. Division 12, specification section 12 30 60 – Plastic Casework, para 2.05.A.1, there is a notation to “provide countertops and backsplashes of the same material….” Is the “same material” referenced to be plastic like the casework or, as referenced in question 6 above, are all tops on the project to be epoxy resin as addressed in para 2.05.B of the same specification section?
Countertops and backsplashes for labs to be epoxy resin
8. Further to the counter top issue, are all counter tops on the job to be included as new (other than those specifically indicated as existing to remain on sheet LF-408? Please clarify if cabinets to be re-used include their associated counter tops.
All epoxy resin countertops are to be new
9. Sheet LF-405, casework schedule, references three (3) items marked BC24D3, T-6 AND TC-
30. These are indicated as existing in the construction type column. Please confirm the status of these units – existing or new.
Items listed as existing in the schedule are existing
10. Sheet LF-407, please clarify the construction type of indicated unit UC48G (other than glass fronts). Are these to be poly similar to unit marked BC24D4?
Poly items to be in cleanroom only
11. Sheet LF-408 and similar to question 10 above, the unit marked BC48S is listed as poly under the construction type but based on the information we have, the existing units to remaining this room are metal. Should this unit be poly or should it match the existing?
Poly items to be in cleanroom only
12. Sheet LF-408, casework schedule, countertops are indicated to match the existing tops to remain in this room. Supplying the same material type and original color should not be an issue but it should be noted that there will likely be color, sheen, etc. issues in trying to match new to the existing. Is this acceptable?
Yes, this is acceptable
13. Division 12, specification section 12 34 90, please confirm that the ultrapure water systems are to be included only in the quantities and locations indicated and that these units are not the same as the DI water “producers” noted on sheets LF-501&503. We believe these “producers” are a plumber supplied item. Please confirm.
DI water to be provided by plumber at locations indicated on plumbing drawings. Ultrapure water system to be located as stated in drawings and specifications.
14. Sheet a-500, Interior Door Schedule; what and where are the doors indicated under the Roof heading and identified as 2442A.7 and 2442A.15?
These doors are erroneously shown in the Door Schedule and are not part of the Project.
15. There are no thresholds indicated in the hardware schedule or indication of any special door bottoms at those FRP doors at the clean labs despite the requirement for weather stripping / seals. What is the treatment for the door bottom?
Thresholds are not required, though automatic door bottoms (such as National Guard 335S) are.
16. Sheet A-500, Finish Schedule: at room 2442A we believe the ceiling material should read EXPOSED (EXP), ROOM 2442B should read GYPSUM BOARD (GB) with PAINT (PNT) as the finish. Please confirm.
Yes, you are correct for both rooms.
17. Sheet LF-405, Proposed Casework Schedule-AR / NOBLE GAS LAB; what is the source or where is the Mark TC30 unit noted as “existing”?
This item should be existing within the space as shown on detail 6 and 2 on sheet LF-405.
18. Sheets LF-400 through 408, Casework Schedules: we do not understand the variations in cabinets widths (existing to new) - e.g. LF-401 (room 2431) UC48G upper cab is indicated as 48” (coming in) and as 36” (installed). Please clarify.
Cabinet widths should be denoted in the tag name, and likely correspond with base or upper cabinets of same widths. UC48G width should be listed as 48”, not 36”. Contractor to field verify existing casework and equipment, and provide shop drawing as stated in drawings.
19. Sheets A-101 and LF-408, Casework Schedule / plans & elevations; the countertop dimensions indicated in the casework schedule (48’ X 33” X 30”) do not seem to jibe with the plan or elevation. Please clarify.
Refer to LF-408 plan and elevation for countertop dimensions.
20. As there has not been an opportunity to review each and every unit intended / noted for re-use and whether or not the unit is actually suited for re-use. It would be the intent of this contractor to assume the pieces are all suitable for re-use. Is this an acceptable assumption? If not, should a cash allowance be established for any subsequent re-work required? Please advise.
GSA to respond.
21. Is there a schedule that clarifies what fixtures (cold water, air, gas, etc.) are to be included on the new fume hoods to be supplied? It appears there are few, and possibly none.
Reference fume hood schedules (new and existing hoods)
22. With each government agency being different and some providing the project budgets as noted in the Congressional Budgets and some not, will the GSA be able to provide the Construction Cost Limit (CCL) for this project?
Budget info is contained in the solicitation.
23. Page 6 of the RFP Solicitation document II.D. Technical Proposal paragraph (1) states “The Past Performance Questionnaire shall be completed and returned by the reference.” Are we to have the PPQ’s returned to the GSA directly or should our clients return them to us for submission in this section of the RFP?
The Past Performance Questionnaire shall be completed and returned directly to GSA by the reference.
24. Will the GSA allow for CCASS ratings from other Federal Government Agencies to be submitted for past projects in lieu of the provided PPQ?
Yes, that is acceptable
25. Section 01 21 00 Allowances calls for us to include a $30 per square yard allowance for carpet but does not indicate a quantity. Normally allowances have quantities associated with them so all bidding parties are apples to apples on their bids. We also see separate lines items on the bid form for allowances and the bid form attached to the SF 1442 does not have a line item for allowances. Will the GSA provide a quantity to this price per square yard and indicate where they would like for us to notate this in our proposal?
The quantity of carpet to be included in the $30/sf allowance is the sum of the areas of the 3 rooms indicated in the Finish Schedule to be carpeted.
Contractors may provide their detailed cost proposal in their own format.
26. Section 01 22 00 Unit Prices calls for two separate unit prices, however there is no place on the bid form to provide unit pricing. Where would the GSA like for us to notate this in our proposal?
See answer to question # 25.
27. Section 01 40 00 Quality Requirements, paragraph 1.02, C, 1. States “Section 01 21 00 “Allowances” for testing and inspection allowances.” However, 01 21 00 does not have any line items for this. Please clarify.
The Sections referred to are generic and typically apply to new construction. Allowances for testing do not apply to this project. Testing and inspection requirements for this project are included in the Contract Documents are the responsibility of the Contractor, unless specifically listed as the responsibility of the Owner. Testing and inspection responsibilities, where required, are indicated in specific Specification sections, such as (but not only) Fume Hoods, Ultrapure Water System, Fire Sprinkler, Plumbing and Piping Systems, Compressed Air Systems, HVAC, etc.
28. Please confirm all the plumbing and service (air, gas, vac, etc.) fixtures are to be by the plumbing contractor. We believe this is the case per the fixture schedule on sheet P801 but would like to be sure. We would supply the epoxy sinks with outlets but the plumber would supply all the accompanying items and the connections for them and the sinks.
The PC shall provide all fixtures, piping and connections as shown on the drawings and schedules. The only exception would be key note #12 on LG521.
29. We have not been able to find a construction schedule for this project. Is there one available? If not is there a desired project completion date to reference? Any guidance would be appreciated.
Contractors to provide their own schedule.
30.On sheet LF-407 in the casework schedule for the microscope lab the unit with the mark BC24D4 is listed as poly under the construction type but the unit with the mark UC48G does not indicate anything in that column. Should they both be poly?
Poly in cleanroom only
31. On page AD-100 there is a reference to refer to page A-100 for more info. The current documents do not contain page A-100. Please provide the page.
This is a typo. The note refers to the future wall which is visible on the Level Two floor plan, A- 102.
32. The drawings only call for several “non-metallic recessed fire extinguisher cabinets” located throughout the space; however, the specifications provide requirements for both steel cabinets and fiberglass cabinets. Please clarify if there are locations not depicted on the drawings for steel cabinets. Additionally, the specifications only provide requirements for surface mounted fiberglass cabinets, where the drawings call for recessed “non-metallic” (i.e. fiberglass) cabinets.
Please provide clarification as to what should be provided for non-metallic cabinets.
Per the Code Summary, fire extinguishers only need to be installed in special hazard areas such as certain laboratories, as noted in the LF plans. Where “non-metallic” fire extinguisher cabinets are noted in the LF plans, “non-metallic” cabinets should be installed. The wall depth is not likely deep enough for a fully recessed cabinet, so Semi-recessed may be substituted.
While the specifications include metallic fire extinguisher cabinets, the Contract Documents do not indicate their use in any locations and so they do not need to be installed.
33. Please confirm if existing casework to be removed by contractor, identified on drawings LFD-100, LFD-101, LFD-102, LFD-103, LFD-104, LFD-105, LFD-106, LFD-107, & LFD-108 to be re-installed by contractor?
a. If so, does this only include re-installation of casework that has a “new room location” identified on the casework schedules?
Correct, this is for only new room location for re-installation. Any items removed and not relocated to be returned to the Government. Any missing pieces or items too damaged for reinstallation will be procured from upstairs attic stock.
34. Please confirm that casework identified as “existing” on the casework schedules shown on LF-400, LF-401, LF-403, LF-405, and LF-407 to be reinstalled by the contractor.
Correct, the intent is to reuse and reinstall as much casework as possible, except as noted in drawings for new.
35. What is the distance from the floor to the concrete decking on level two?
It is not completely clear whether the questioner is asking about the distance to the underside or the topside of the decking. The design team for the partial remodel of floor 2 did not design the overall building. The drawings provided to the Design Team by the GSA indicate that the floor to floor dimension is 16’4”. The drawings provided to the Design Team by the GSA indicate that the structural deck depth is 24-1/2” at the beams.
36. Will the elevators be available for moving material in and out of the second floor?
Yes, there is a freight elevator for moving materials as was discussed at the Pre-Con.
37. What is the location of the elevator available? What is the weigh capacity of the elevators?
There are two freight elevators – 1 in the north end of the building and 1 in the south end of the building. They are both 5 ton elevators. Which one to be used will be determined during the Pre-Construction meeting.
38. Can a trash container be located in the dock area?
A trash container location will be provided in the rear area by the dock.
39. Painting indicated to be performed after normal working hrs. If Zero VOC paint used can work be performed during regular hours? If not is there a Davis Bacon rate that applies to off hrs painting?
Painting can be performed during working hours.
40. Wood doors are indicated to be field finish in Section 081416. There is no specific spec for wood door finishes in Interior Painting specifications in 099123. Will a spec for finishes of wood doors be issued?
The Interior Paint specification lists the system to be used for wood substrates.
41.Will the government grant extensions after award?
Extensions will be granted for unforeseen conditions, and other factors outside of the contractor’s control.
42. I just wanted to get clarification on the below requirement and the highlighted yellow.
It seems to be very narrow when you look at the actual construction requirements in the SOW.
I am assuming if we do not meet all 5 of the criteria we would be removed from the pool of eligible bidders, is that correct? Also in regards to the Joint Venture statement do both parties in the JV have to meet the 5 criteria and in regards to past performance submittal for both parties are you looking for past performance that meets the 5 criteria?
From solicitation:
Definition of Similar Construction Services
1. Performed Construction and related services (as described in the Solicitation’s Statement of Work);
2. in at least two (2) of the following types of spaces; (a) laboratory, (b) hospital, or (c) secured access building;
3. performed construction while the space was occupied,
4. a value totaling at least $1,000,000.00; and
5. performed Construction Services as a Prime Contractor for at least two
(2) projects completed in the last five (5) years prior to the issuance of the Solicitation that each met or exceeded a performance period of 150 calendar days.
I.F. Requirements for Joint Venture Offerors
(1) All offers submitted by joint ventures must include a copy of an executed joint venture agreement (with original signatures) which fully discloses the legal identity of each member of the joint venture, the relationship between the members, the form of ownership of each member, and any limitations on liability or authority for each member.
(2) An authorized representative of each member of the joint venture must sign the SF 1442 accompanying an offer regardless of any agency relationship established between the members.
(3) In the case of corporations that are joint venture members, the corporation secretary must certify that the corporation is authorized to participate in the joint venture, either by so certifying in the joint venture agreement, or by submitting a separate certification to the Government. The joint venture must also provide a certificate that identifies a principal representative of the joint venture with full authority to bind the joint venture.
(4) Representations and certifications, financial information, and past performance information must be submitted for each member of the joint venture.
Offerors will not be removed or eliminated for having less than all 5 items listed to define similar construction services. This procurement is based on the best over-all value. Offerors also do not require both Joint Venture (JV) parties to meet all 5 items
43. The RFP does not state the number of copies required for this submittal. Please clarify how many copies you would like.
The number of copies required is listed on the 1442 as two (2) copies.
44. 11.B. Proposal Format states “Do not provide a proposal bound in a 3 ring binder, notebook or other”. Can you explain other? Not sure if we can binder clip or staple. Do you just want it in an envelope?
In an effort to continue working in a sustainable environment, GSA requests proposals are not submitted in a 3 ring binders, hard bound, or notebook. Minor clips and staples are fine. Use the minimum amount of fasteners that will bind the proposal together. Extra copies are eventually shredded. Using the minimal amount of fasteners needed will make it simple to breakdown and add to the file, and will reduce the amount of waste.
45. Are the drying boxes and columns-Aaron’s specialty boxes to be provided by the govt?
The Contractor is to provide these - hence the reason for including their sketches in the spec section.
46. Please clarify the manufacturer and model number of the existing buss duct that will be feeding the new panels. Assuming that all buss duct is the same at all locations.
M.E. GROUP does not know the manufacturer and model number of the existing buss duct that will be feeding the new panels.
47. Are wiring devices to be salvaged along with the relocated wireway or are all devices to be new?
Provide all new devices.
48. Is there new network racks required as part of this remodel or are we using existing comm racks?
Existing comm racks are being reused.
49. Reference 01 31 00, 1.0.B: Can the MEP Systems Coordinator have additional duties on the project?
M.E. GROUP doesn’t have an opinion on whether or not the MEP Systems Coordinator can have additional duties on the project; it is up to the GC.
50. Reference 01 77 00, 1.06.D: A specific number of days is not included in this paragraph.
What is the minimum number of days required for the request for Substantial Completion inspection?
51. Reference 01 78 32, 1.04.B.2: How many hard copies of O&Ms are required to be submitted?
3 hard copies
52. Reference 01 50 00, 3.02: Please confirm that the following are required for the Contractor’s office: 1) Temporary telephone service (J); 2) Facsimile machine service (J); 3) Desktop computer (K).
It is up the contractor whether they have a site trailer. Contractor is responsible for having phone and computer access. FAX machine is not required.
53. Please clarify if a project sign is required for this project per 01 50 00, 3.03.D. We did not identify any project signs required in the project drawings (other than room signs as indicated on A-500).
No exterior project sign is required.
54. Please clarify what elevators are able to be used for this project. No service elevator is shown in the drawings. Please indicate the location of the service elevator(s), the size, and the weight capacity. If the elevators on the drawings are able to be used, please provide the size and the weight capacity of the elevators.
There are two freight elevators (on the north end of the building and one on the south end of the building). They are both 5 ton capacity and will accommodate building materials. Which one will be used on the project will be determined at the Pre-Construction meeting.
55. Drawing AD100 , General Notes 5 Provide Blocking in walls for all wall mounted items. Are we to assume we will have to remove drywall, install blocking and refinish drywall to accommodate this in the existing walls for the relocated casework?
Most of the wall-mounted items are on new walls. Where wall-mounted items are located on existing walls, drywall will need to be removed in order to install blocking. Drywall “patch” should then be installed and re-finished as necessary. Re-finishing should be minimal when the patch is covered by cabinets.
56. Will there be additional storage available on the second floor for materials? If so where?
This will be determined during the Pre-Construction conference.
57. Reference 01 50 00, 2.02.A.2: Please confirm that a separate conference room to accommodate 10 individuals with a conference table, and 4 ft tack and marker boards is required for the field office. If so, is there room available outside for a field office trailer?
There is no dedicated conference room for this project. If one becomes necessary GSA will organize one.
