Responses to Questions:

QUESTION 1

It looks like the response date is 7/29/2009, is that correct?

Answer to Question 1

No. The response date is posted as September 15, 2009.

QUESTION 2

I would like to know if this is now an open solicitation or if it remains a veteran owned business opportunity. The set aside indicates NA; however, all documents state Veteran Owned Small Business.

Answer to Question 2

The acquisition remains a Veteran Owned Small Business (VOSB) opportunity only.

Identifying the solicitation as a VOSB is not an option for selection when posting the solicitation (which may have created the resulting “N/A” currently indicated). This problem was brought to the attention of the Federal Service Desk, administrators of the FedBizOps site and the response received stated that they “plan on restoring the VOSB set aside to the site on August 28th.” An amendment will be issued after that date to update the set aside.

QUESTION 3

Can it be assumed that the RFQ intent is that only the prime contractor needs to provide (1) questionnaire for their reference in line 23b standard form for each of the three examples projects or is the intent for each primary sub-contractor to also submit this information for three example projects?

Answer to Question 3 For this Phase One submittal, provide only 3 reference projects completed by the Veteran Owned Small Business that will be the prime contractor.

QUESTION 4

On the GSA CxA for the Byron G. Rogers Federal Office Building solicitation it states that the “opportunity is only available to Veteran-Owned Small Businesses”, does this mean that the Prime must be a Veteran-Owned Business or that the solicitation will only be solely awarded to a Veteran-Owned Business with no other sub-consultants?

Answer to Question 4 The award will be made to a Veteran-Owned Small Business.

QUESTION 5

The project was designated a Veteran Owned Small Business Set Aside, and we do not meet the Veteran Owned requirement. Therefore, we did not resubmit the Intent to Bid notification in July. The Veteran Owned Small Business Set Aside is now N/A. However, we do not appear on the bidders list. We would like the opportunity tot bid this project, based on our original letter sent on 8 Jun 2009.

Answer to Question 5 The acquisition remains a Veteran Owned Small Business (VOSB) opportunity only.
