June 18, 2009

The purpose of this amendment is to accomplish the following actions: 1) to change the date firms making the short list are to be notified from July 6, 2009 to July 17, 2009; 2) to provide all questions submitted with answers through the closing date for submitting questions, June 15, 2009.

1. Section L – Instructions, Conditions, and Notices to Offerors or Respondents, Stage II, paragraph 1 is changed

FROM:

The short-listed firms will be notified no later than July 6, 2009 and asked to submit more detailed information indicating each member of the design team, including all outside consultants and their security clearance information.

Sufficient time will be provided for the Lead Designer-A/E Design Firm to establish its team. The firm(s) will be required to complete Standard Form 330 Architect Engineer Qualifications Parts I and II that reflect the entire design team. The government will establish detailed evaluation criteria and the date that these submittals are due and provide the selection criteria for the interviews along with the Stage I short-list announcement.

TO:

The short-listed firms will be notified no later than July 17, 2009 and asked to submit more detailed information indicating each member of the design team, including all outside consultants and their security clearance information.

2. Questions submitted through June 15, 2009 and answered herein:

1. Question: Section H.2 – Professional Responsibility, Registration and Seal Requirements (page 36) states, “Work performed under this contract shall be accomplished by, under the direction of, professionals registered to practice in the particular field involved, and these professionals shall affix their seal of registration to all record documents prepared in connection with services provided under this contract.” It is our understanding that although this project will be on federal land, the seals

Amendment 0002 and stamps shall be from the state of Colorado. Please confirm our understanding.

Answer: The location of the project may or may not be on federal land;

the seals and stamps are confirmed to be required from the state of Colorado.

2. Question: Section H.3 – Security; Section I – SBU; The RFP states that GSA Order PBS P3490.1 will be made available upon request. Can you provide a copy of this document or advise where we can obtain a copy of same?

Answer: Form will be made available to short-listed firms.

3. Question: Section I; Section I.18 – Contract Clauses; The RFP calls for liquidated damages per FAR 52.219-16; however, the FAR does not state whether or not LDs will be required or what the amount shall be. Please advise if this project will contain LDs and provide the amount.

Answer: Yes, liquidated damages are included in the project. The amount is not a fixed amount, rather is determined in accordance with paragraph (b) of the referenced clause.

4. Question: Regarding response to Amendment 0001, Question 4, the answer states “All work must be performed in a Facility with proper Top Secret Clearance which may be a single facility.” We have determined from this response that the A&E Design can be performed within one or more TS Cleared Facilities, and does not need to be performed within the confines of a SCIF Area. Confirm this is correct.

Answer: Correct.

5. Question: Section H.3 – Security; Section A; We have determined that the GSA HSPD-12 contractor and subcontractor investigation and access card requirements will be process Post Award to this contract. Confirm this is correct.

Answer: Correct.

6. Question: Section L, Paragraph 7 (page 44); Please confirm that the one page small business plan is not required for the Phase I Proposal and shall be provided in the Phase II Proposal.

Answer: Regarding small business subcontracting plan submittal requirements for Stage I – Standard Form 330 Architect-Engineer Qualifications, Part II requires information on subcontractors/consultants to be submitted in Stage I. A full small business subcontracting plan is not required to be submitted until Stage II (for large businesses only).

7. Question: Section L, Paragraph 7 (page 44); please delete the last sentence in the paragraph which reads (For Large Businesses only), “An acceptable Subcontracting Plan must be reviewed and approved by the

GS-08P-09-JA-C-0038 3

SBA prior to award of this Contract.” Based on the Award Schedule, SBA Approval cannot be obtained in this short timeframe. Please confirm deletion of this requirement.

Answer: Sentence is change to the following: “An acceptable Subcontracting Plan must be reviewed by the SBA and approved by the Contracting Officer prior to award of this contract.

8. Question: The solicitation states that back-up information showing TOP SECRET level Security clearances of each design team member must be submitted in a separate sealed envelope. At this stage, should the A/E firm submit such documentation for principals in each major architecture/engineering discipline or only for the single proposed lead designer?

Answer: Clearance verification should be submitted for each individual team member identified in proposal.

9. Question: Please verify the type (particular DSS form) of security documentation that is acceptable for our TS level facility clearance and staff clearances.

Answer: Verification of individual clearances shall be provided on company letterhead from the companies’ Facility Security Officer (FSO).

Facility clearances shall be verified on same letter, however, any individual clearances required as a validation effort to the facility shall be specifically indicated as such.

10. Question: Are projects that are either under construction or in design acceptable to include in the firm and/or Lead Designer portfolios?

Answer: Both are acceptable

11. Question Part 1: Evaluation Factors 2 through 4 do not request information on the Lead Designer’s education, professional experience to include registration and personal recognition, or a biographical sketch that are typically included in the Lead Designer Profile section. Is it GSA’s intent for offeror’s to withhold this information to preserve the anonymity of the Lead Designer?

Answer Part 1: No Question Part 2: Would GSA prefer to see this information with only the name of the Lead Designer withheld?

Answer Part 2: No

12. Question Part 1: Typically, we are not allowed to provide plan diagrams or detailed photo or other graphic images of our classified projects. Will it be acceptable to describe prior classified projects in narrative form only?

Answer Part 1: Yes

GS-08P-09-JA-C-0038 4

Question Part 2: If the requirement for representative plan and other relevant graphics cannot be waived, what steps is GSA taking to ensure the protection of this information so that our clients will permit its release?

Answer Part 2: Not applicable

13. Question: Is there a Request for Qualifications document available for review?

Answer: Request for Qualifications (SF330) can be downloaded from http://www.gsa.gov select “Forms” from header menu. SF330 is on main forms page “Most Downloaded Forms”.

14. Question: The RFQ Notice references a DOD Top Secret clearance level. How do you qualify for this clearance?

Answer: Please reference Solicitation GS-08P-09-JA-C-0038, Amendment 0001.

15. Question: Is geotechnical engineering a part of this RFQ, and will it be evaluated as an independent engineering service or part of a team approach?

Answer: Yes, geotechnical engineering is part of this RFQ and will be evaluated as a team approach.

16. Question: Section H.1 states, “provide the services of all consultants and team members identified in the Standard Form 330 Architect-Engineer and Related Services Questionnaire for Specific Project.” Our understanding is the GSA is requesting the contractor to provide Standard Form 330 Architect-Engineer Qualifications; Part 1 – Contract-Specific Qualifications pages 1 & 2 and NOT pages 3, 4 & 5 since these are pages reference example projects which are requested in Section M under (2) Past Performance and (4) Lead Designer Portfolio. If this is not the case then are we to provide past performance in BOTH pages 3, 4 & 5 of the Form 330 AND in Section M? Please advise.

Answer: Section H.1 the process for changes to key personnel during contract administration.
