Solicitation Questions

Question Number Question

The RFP requests an electronic version of the proposal with both PDF and Word versions of the Technical in L.4.2.2; however, RFP section L.

4.2.3 asks for only a PDF version. Can you please clarify whether a Word version of the Technical proposal is also required?

A Word version of the technical proposal is not required.

2 Can GSA provide a list of the current building tenants?

No

3 Are any grounds keeping services required beyond maintenance of the irrigation system?

No

An original signature is required for the SF33; will GSA accept an electronic signature, or are Offerers to provide a paper copy with an original signature for this form?

Yes, a signature is required for the SF33 and GSA will accept an electronic signature.

5 Will GSA please provide the sign in sheets from the site visit?

A copy of the sign in sheet will be provided with this amendment.

In Part 1, Technical, the Management Plan Narrative is limited to 10 pages. Does this include the Managerial Approach, Quality Control Plan, and the Management Plan Worksheet & Narrative, or only parts of this section? If the 10 page limit encompasses all sections, we would respectfully request additional space to address all items required by GSA.

Per L.5.1.1 only a concise description of the Managerial Approach and Quality Control Plan is required. The Management Plan Worksheet & narrative are not included in the 10 page limitation.

Per C.4.1 Existing Deficiency Inspection; IDL estimate lists shall be submitted to the COR 30 days prior to the start date. In our experience, the initial deficiency list can be quite extensive with multiple buildings and we rarely are given access to the building 30 days prior to the contract start day to vet mechanical operations. Would GSA allow more time, e.g. 60 days after the contract start date, to get bids for repair to bring the system to working order?

Date will remain the same; the contractor may submit an extension request to the COR as the IDL is a deliverable.

6 Who is the current incumbent contractor?

Aleut Facilities Support Services, LLC

7 What is the total value of the previous contract's final option year?

The total contract value for 5 years is $4,166,514.45.

8 Is it possible for you to provide full building information stats to include total sqft of each building / complex?

It is not possible to provide full building information this is restricted to "need to know" and since the company does not have clearance. Total gross sqft are: 275,189.38 sqft @ TX0227AU; 256,698.12 sqft @ TX0250AU; 63,264.65 sqft @ TX0397ZZ.

Under section L.5.2 Experience, the past performance requirement is that we show experience in buildings of similar size and scope at least 500,000 sqft. Does GSA require that size experience per single building, or would past performance in a single contract showing experience with a combined building sqft equal to or greater than that requirement be acceptable?

The last sentence in L.5.2 states "the projects must cumulatively demonstrate" is intended to mean combined square footage.

10 Please provide number and sizes of backflow preventers for each building.

That information is not currently available.

Please provide the following information for each building:Normal Building Operating Hours; Normal Building Working Hours; Building square footage; Number of repairs monthly; Number of service calls monthly; Number of repairs over threshold for the past 2 years; Last testing dates of 5 and 12 year fire extinguisher hydro testing See sqft from #8. Building hours are from 7:00 a.m. to 5:00 p.m. M-F w/ exeption to federal holidays. Will have to get answers to number of repairs from current O&M.

12 Is GSA currently using Maximo CMMS at these facilities?

Yes.

13 Please provide current contract amount.

See response to question 7.

In reference to G.3.4 of the solicitation (Key Contractor Personnel), it states that the Contractor will provide to the Contracting Officer the names, titles, e-mail addresses and phone numbers of key personnel at the time of award, but L4.2, Part 3 (Submittal Package) states that the offeror shall submit a list of key personnel and point of contact information. There seems to be a conflict in statements. This information is usually requested at contract award. Please clarify.

There is no conflict. The requirement in L.4.2.1 for key personnel is for key personnel as it relates to contract award, i.e. someone with signatory authority.

15 Is annual or semiannual emergency generator testing required at all facilities?

Paragraph L.3.1.2 states “the offer must submit a Worksheet Narrative explaining how their proposed manpower approach will meet the requirement of the solicitation. There is a 2 page limitation on the Worksheet Narrative.” Is this 2-page limitation for the Worksheet Narrative in addition to the 10 pages allocated for the Management Plan Narrative?

The 2-page limitation for the Worksheet Narrative is not included in the 10 page limitation for the Management Plan Narrative

23 Do we also submit SF 33 CONTINUATION PRICING Sheet along with the B.1.1?

There are no rates requested on Figure B1.

25 Please advise where offerors should indicate regular hours and projected overtime hours in their pricing submission.

This is a Firm Fixed Price contract there is no hourly pricing.

The CBA does not have Bldg. Engineer, Helpers, or laborers, so hourly rates are not available. Do we obtain this data from the WDOL rates to apply to B1.3 IN-HOUSE disciplines?

The CBA job descriptions do not match the goverment's job descriptions. Base staffing on L.2, not CBA. Contractor can title their employees anything they wish but they must still fulfill the L.2 requirements.

The positions indicated in the CBA do not match the positions indicated in Figure L-2; Management Plan Baseline. The Chief Engineer/BAS Technician indicated in Figure L-2 is not listed in the CBA.

See #26

Figure L-2 indicates there is a position entitled “Chief Engineer/BAS Technician,” but there is not a position indicated as such in the Management Plan Worksheet. Please clarify if we should add this position to the Management Plan Worksheet.

The positions listed on the Managment Plan Worksheet are examples.

Our company normally obtains lump sum bids for subcontracted services and does not ask for burdened subcontracted hourly rates. Where are the required hourly salaries from sub-contractors (as offerors are required to list in B 1.3 additional services) obtained?

Hourly subcontract rates are not required to be submitted.

31 If we award a subcontract based upon lump sum pricing, are we still required to submit hourly salaries for subcontractors in B.1.3?
