Solicitation - GS-07P-17-JU-C-7009 Offeror Inquiries Amendment #02 Attachment #2 IAH & Hobby Airport Janitorial (TSA)

No. Vendor Inquiry Government Response

1 Is parking provided for contractor employees? If not what is the cost for contractor employee parking?

At Hobby: Parking is not provided and cost for a contract employee is $40.00 per month

At IAH: Parking is not provided by TSA, and must be arranged through the City of Houston/Houston Airport System. Inquiries can be directed to nsptx.contract@spplus.com

Where can the contractor keep supplies such as trash bags, cleaning chemicals, etc.? Can the contractor put a cabinet in with locking doors in a secured area?

At Hobby: Supplies can be kept in the East Baggage Screening location.

Contractor can utilize the cabinet and install their own lock.

At IAH: The break room locations have agency-provided janitorial supply cabinets and will provide keys to the contractor.

We were not shown any janitors closets for water or dumpster areas to take trash, can you provide this information?

At Hobby: There is one janitor closet (unsure of location) and a dumpster is available near the main breakroom.

At IAH: Some of the locations have agency provided janitorial supply cabinets.

Water access – Contractor will be provided access to available/designated HAS water facilities. Dumpsters - Provided by HAS in various areas throughout the airport.

Has the current contract been amended? If so how many times and what was the increase for each amendment?

This question would require additional clarification as the contract has not been amended. However various modifications take place throughout the period of performance. Detailed information on contract modifications can be obtained via the FOIA process (Freedom of Information Act).

Are any permits required by the contractor? If so what permits are required and what are the costs associated with these permits? Not Applicable

6 Is the Hobby airport only a 5 day a week cleaning and break room cleaning only on weekends?

At Hobby: Cleaning must be performed 7 days a week in all spaces at the hours and frequency in the PWS in the solicitation. Cleaning can be performed during normal business hours, 9 a.m. to 5 p.m.

At IAH: see PWS

7 Can you provide the square footage of carpet verses tile flooring?

At Hobby: The main breakroom and areas in East Baggage are all tiled floors (50% of total SF). The rest is carpet. At IAH – Approx. 5700 sf Carpeting +

IAH & Hobby Airport Janitorial (TSA) approx. 9300 sf tile

Will contractor employees have to be escorted in and out of all the areas that were shown on the walk through? (Several doors required codes that were changed frequently.) (IAH)

Both Airports: Contractors are required to be badged, however will not have unescorted access (i.e., someone from TSA is required to be in the space with the vendor while work is completed.)

The day shift seemed very busy and it seemed that mopping, thorough cleaning, vacuuming and dusting would almost be almost impossible. What are the best times to complete these types of services? (IAH)

At Hobby: Cleaning can be performed during normal business hours, 9 a.m. to 5 p.m.

At IAH: The times listed in the solicitation provided a range of time at each location so as to occur at lowest projected traffic periods, yet while personnel are available to allow entry.

Will the contractor employees be provided with radios or another communication devises to stay in contact with airport officials such as TSA administrators and COR's? If so are there any costs associated with this equipment?

At Hobby: Equipment will not be provided. Contractor Employees can contact the Coordination Center by phone at 713-454-6933 At IAH: TSA representatives and COR can be reached via telephone. No communication equipment is provided.

20 What was the spend on the previous contract over the past year? See solicitation page 5 & 6

21 Is there any cost to the contractor for background checks or for employees identification badging?

Both Airports: A SIDA badge from the Houston Airport System (HAS) is required, and all costs associated with obtaining new or replacement badges are the responsibility of the contractor.

No as this places a burden on the Government for electricity and maintenance, instead, a system of log/check in and log check out signed sheets will be maintained by the Contractor (see GSA form and PWS)
