Amendment No. 2 – Solicitation No. GS-07-P-17-HT-C-0005 for Cooling Tower Removal & Installation at the Cabell Federal Building/Courthouse
This amendment is issued to provide a revised SOW dated 06/21/2017, Exhibit C – version 20170621, a revised Document C101_The Agreement and to respond to questions.
1. Does the TAC Vista and Niagara need to be programmed concurrently. Yes. Due to the complexity of the DDC Integration at this site, there shall be close coordination when reestablishing/adding points to the Xenta LON 401 controller operating the SOO of the cooling towers and the plant. A Xenta 913 Modbus translators, Vista TACOS Server and Niagara AX JACEs make up the supervisory controls layer and should also be considered with the DDC programming of this project. The O&M Contractor Northern Management has two highly qualified technicians that keep the BAS integration operational and should be the GCs 1st choice when making any changes to the BAS at this site. I’d encourage the bidding contractor to confirm with GSA’s O&M contractor Northern Management on site. The POC Project Manager can be reached at 817 233 3357, 214 767 2254. The O&M BAS Subcontractor(s) certified to work on the TAC and Niagara systems are as follows:
2. May I request some information on the Cabell Cooling Tower (Current draw, height, width, depth, max weight, nameplate information)? Total tower dimensions are 25’D X 75’W X 23’6”H with additional 6’ velocity stack and an operating weight of 38,500lbs per cell Data plate unavailable
3. I was wondering if the floor plans/blueprints or any associated schematics are available upon request. Will be available to the awarded contractor
4. May I confirm how many existing lighting fixtures there are? We are estimating there to be 210 fixtures; however, it is the contractor's responsibility to confirm the actual numbers.
5. What is the new sequence of operations for the condenser water system? How will the plant sequence function with reducing the quantity of bypass valves from 3 to 1? Use SOO referenced by the SOW provided in this contract solicitation.
6. Is it possible to provide screenshots of the existing BAS graphics that will require changes? See Illustrations
7. What are the existing pipe sizes that isolation and bypass valves will need to be sized for? Bypass shall be no less than 4” less than the main supply and return pipe size. The manual operated isolation valves need to be the same size as existing valves they are replacing. The 3 each new automated isolation valves (one per tower) shall be sized in accordance to the manufacturer's size for the new tower.
8. What are the existing BAS controllers that we will need to be serving? Specifically, which model of Xenta controllers? A TAC Xenta 401 controller is controlling the existing cooling towers. The programming tool TAC Menta installed on the TAC OS Vista Server in the O&M Office is used for programming the LON SNVTs on the Xenta 401s and exposing the SNVTs to the MODBUS points network on the TAC Xenta 913s for export to NIagara. TAC Menta engineering software is installed and running is connected on the TaC Vista Server, using the Programming Serial Kit cable (part no. 0-073-0920), to the RS232 port of the TAC Xenta controller loaded. This is described in the Engineering Applications in TAC Menta manual.
9. Where are the current locations of the existing BAS controllers? Specifically, JACE locations and quantities, Xenta controllers and quantities. The current locations are in or adjacent to the mechanical spaces where the equipment is being changed out.
10. What are the existing DDC devices currently serving the central plant? For instance: how many immersion temperature sensors, valves, etc. An IO summary would be advantageous. Existing Cooling Tower Points list
11. What DDC devices are associated to specific controllers Xenta controllers? The DDC devices are but are not limited to the Cooling Tower VFDs, condenser water temperature sensors, water meters (makeup and blowdown) and DDC valve actuators.
12. What I/O is currently being used on the Xenta controllers?
13. Will graphical adjustments need to be made in the Vista and Niagara BAS’s? Yes, for building operations/engineering purposes, both the TAC Vista and the Niagara Graphical User Interface .px files will need to be modified simultaneously to prevent DDC errors.
14. Will the BAS be responsible for any of the following misc. monitoring points?
o CT Fan Vibration Switches -Yes o CT Basin Heater Temperature- Yes
15. Does the current BAS system have a FIFO Jace History Utility Function in place and functioning? Is there an existing graphical page tied to this function? Yes, each graphic page has a graphical history trend link to the specific device and sensors associated with the equipment. See the example on question #3.
16. What are the existing AMS point logs? Please see 1.05, D
17. Is the intent to re-use all existing DDC sensors or provide new? Please consult the provided SOW. Re-use existing sensors with exception of when new added sensors are called out in the SOW.
18. 1.01 note E states that BACnet shall be used. Please advise to abide by this requirement. After further internal investigation, no, this is not a requirement of this solicitation. Please see the revised Exhibit C.
19. 1.01 note G states that more than one protocol shall not be used at the same time.
Please advise how to abide by this requirement. Yes, this is a requirement of this solicitation and we do not want to introduce another protocol other than LON, Modbus, and the Niagara Framework. Therefore, do not add a BACnet VFDs or BACnet unitary controllers (for example) to the site’s BAS architecture. Utilyze LON cards on the Cooling Tower VFDs.
20. 1.03 note A states that physical and virtual points shall be BACnet. Please advise how to abide by this requirement. After further internal investigation, the Cabell Santa Fe Building is a TAC proprietary LON site, therefore, the VFDs shall be integrated via LON into the Xenta LON 401 unitary controllers, points mapped to the Xenta 913 Modbus translators, then mapped to the existing Niagara AX JACE serving the plant. Please see the revised Exhibit C.
21. 1.05 note C states that controls contractor shall provide Niagara 4 JACE 8000 as the supervisory controller’s license to 3.8 3 year minimum Tridium ELM compliant SMA.
Please advise how to abide by this requirement After further investigation, no, this is not a requirement of this solicitation. The existing Niagara AX JACEs shall be used to pick up the remapping of points from the TAC LON Xenta controllers operating the new cooling tower valve actuators, temp sensors, water meters, and VFDs. Please see the revised Exhibit C.
22. 1.05 note C sub section 3 states “In any case, “GSA REGION 7” shall maintain the right to direct contractor to modify any software license, regardless of supplier, as desired by “GSA REGION 7” The Contractor shall not install any “brand specific” software, applications or utilities on Niagara Framework based devices. Please advise how to abide by this requirement. Yes, this is a requirement of this solicitation. However, the TAC software and Niagara AX software is already installed on the site specific GSA BAS laptop and Vista server used to program the system. I’d encourage the contractor to confirm with GSA’s O&M contractor Northern Management on site. The POC Project Manager can be reached at 817 233 3357
23. 1.05 note C sub section 5 states that Contractor will furnish Enterprise Web Supervisory software. Is the intent to provide new supervisory software? No, GSA has an adequate number of Enterprise Web Supervisor software currently installed on the existing GSA site specific GFE BAS engineering tool laptop. That Government Furnished Laptop will be made available after being signed for on a GSA Form 525 and made available to the awarded contractor for DDC system programming use by the integration technician. The intent is for the contractor to provide all software (including engineering tools) and licenses for any new hardware installed and for that software and license to become the property of GSA upon completion of the project. In the case of the Earl Cabell/ Santa Fe site, the Niagara AX build rev 3.8 engineering software will already be made available to the contractor using the GFE GSA engineering laptop for integration. In addition, the engineering laptop will be provided with the TACOS engineering software that will be required for making changes and program modifications to the TAC Xenta LON controllers, TAC Xenta Modbus Controllers, and TAC Vista Server.
24. Can our subcontractor revisit the site? As stated in the solicitation, the site visit held on June 1 was the only opportunity contractors would have to visit the site.
