1. Under Special Requirements, the Government is asking that all dumpsters are certified for hazardous wastes disposal. MT2 has treatment capabilities with
ECOBOND that can render all of the waste as non-hazardous. Is it ok to treat the waste, utilize non-hazardous dumpsters and dispose as non-hazardous waste? So long as there is definitive testing and data to show that the waste is characterized as non-hazardous. This testing data will be required as a submittal once the project is complete.
2. Under the Scope of Work, the previous requirement of regulated materials must be abated in negative pressure containment using wet methods has been deleted in the current scope of work. There is still a requirement that exhaust air is to be piped not to damage window seals and coordinated with the building manager. Please clarify if negative pressure containment has been removed from the scope of work. This was a mistake omission. Yes. Negative pressure containment is still required.
3. Under Performance of Work, the work shall be completed in 30 days after issuance of Notice to Proceed. How soon can the Contractor mobilize to the site after issuance of NTP. And will the NTP then be issued after the clearances are done? The NTP is normally not issued until all employees have received their clearances. Once NTP has been issued, the Contractor can mobilize as soon as they work out a schedule with the local office.
4. Will a copy of a completed and submitted Texas (or other state) "Lead Firm
Certification Application" meet the submittal requirements of Synopsis /
Solicitation page 44, part 1.1 "provide a copy of lead abatement license from any state..." provided that the application is approved and license issued within "30 days following Notice to Proceed"? Yes!
5. Can completed Past Performance Questionnaires be submitted by bidders as part of solicitation response to Factor 2 Past Performance, as long as the forms are filled out and signed by the references? Or are the forms required to be filled out , signed by reference, and submitted directly to you, the Contract Officer?
The official way is to have them sent directly to the CO, but I do understand that to be sure questionnaires are provided to CO; some firms prefer to submit with proposal. I am fine with either way!
