Amendment No. 1 – Solicitation No. GS-07-P-16-HT-C-7007 for Chiller & Cooling Tower Installation at the Jacob Trieber Federal Building/Post Office/Courthouse
This amendment is issued to provide the Pre-Proposal Sign-in Sheet/Agenda, solicitation changes and respond to questions.
1. The Pre-Proposal Sign-in Sheet/Agenda, Revised SOW dated 6-13-2016 (changes have been highlighted) and Document C201 (The Solicitation) are all attached.
2. Proposals are due June 23, 2016 at 2:00 PM CST. A complete proposal must be received by the due date and time in order to be considered responsive. Any portion of a proposal (with the exception of the bid bond) received after the due date and time will be handled in accordance with FAR Provision 52.215-1 Instructions to Offerors— Competitive Acquisition (JAN 04) which can be found in section IV.A. of the Document C201 (The Solicitation).
3. Technical Evaluation Factor 3 – Past Performance has been updated.
4. In order to accommodate the new chillers and following the electrical code required clearances, the existing chilled water pump layout will need to change. it would be most feasible to use vertical inline pumps for this to reduce the space required for the pumps.
Is this something we can get added to the scope of work? We currently have no plans to replace the chilled water pumps. If moving the pumps is required to obtain your electrical/mechanical clearance, this should be included in your proposal. If you determine that replacing the existing pump with a vertical inline pump is less expensive than moving the existing pump, this would be acceptable.
5. With limited room in the mechanical room, this brings up the issue of where to put the condenser water pumps? Alongside the chilled water pumps. Would GSA consider installing inline pumps on the roof as long as the motor is outdoor rated? Yes.
6. Can we get GSA’s specs/requirements for concrete work. The existing chiller pad will need to be modified to accommodate the new chillers taking into account the required electrical clearance. 3000 psi concrete is acceptable. Fasten any additional concrete to existing concrete pad.
7. We may want to check to see if we are required to hire a structural engineer to see if existing roof and condenser supports are sufficient for the new cooling towers. The roof can support the weight and size of the tower in the exhibit.
