Questions and Answers:

1. Location in and Knowledge of Geographical Area. With all the states listed for services are we expected to be in all states? This selection criterion only pertains to the primary contract area which is the State of New Mexico. Most of our buildings are in the Albuquerque area.

2. Is the contract dedicated to small business? Yes, this is a small business set-aside.

3. Will this contract result in a single or multiple award? Single.

4. May an Engineering Firm submit more than one proposal? Specifically, may an

Engineering Firm submit a proposal where it is the Prime and submit other separate proposals where the Engineering Firm is a part of a Complete A/E Design Team? Yes.

5. Who is the incumbent contract holder? Studio Collaboration, LLC.

6. Approximately how many projects were issued from the prior contract? It varies.

7. Is there a preference given to a Native American or woman owned business?

No.

8. Please clarify or elaborate what services are included in “construction observation within the context of Federal Government supervision”. This goes to a firm's understanding of construction phase services and can't be explained in a few paragraphs. At a high level, the primary or unique issues or services involve the fact that the Federal Government splits actions between technical personnel" and a "contracting officer". So, in a simplistic explanation, instead of the design professional being the sole arbiter of all questions about the construction documents the general construction contractor can call on the contracting officer if they disagree with an interpretation of the construction documents. Change orders have to include an additional individual, "the contracting officer" and will also require a little more paperwork and could include additional explanation.

9. Please clarify or elaborate what services are included in “quality control monitoring with related testing”. This also goes to a firm's understanding of construction phase services and can't be explained in a few paragraphs. The Scope Of Work for these possible additional services will elaborate the services.

10. On page 5 of the IDIQ solicitation (second paragraph) it says, “Projects completed five (5) years before the issuance of this solicitation will not be considered.” Does this timeframe apply to all projects within this proposal response including: a) resume projects in SECTION E, b) projects for the SECTION H portfolios, c) projects for SECTION F? Yes, the only time the 5 year rule would not apply would be those projects that you put in as extra information at the end of Section H.

11. Under SECTION H “Past Performance Documentation” there is a list of items to be included in the proposal response. Is it required to submit all of those elements? (ex: letters of reference and performance evaluations for every project in SECTION F, or is it only required to submit point of contact information?)

No. As an example, private sector owners typically do not provide performance evaluations. Firms that show a Federal Project, DOD or state should have received a performance evaluation and if there is none, it will raise a question in the reviewer's mind.

12. Is a statewide on-call contract with multiple projects awarded from the on-call OK to include as one example project in SECTION F? Yes.

13. Is Part II required for all firms on the team or only the lead firm? All firms on the team.

14. Please explain the meaning of the use of the term “supplemental services” in the program title. What is being supplemented? Might there be another contract?

This is supplementing GSA’s in-house personnel.

15. Under the existing contract, how much work was performed at the other four states – TX; OK; AR; and, LA. None, but it is always a possibility and therefore, want firms to be aware of the secondary areas.

16. The remarks you provided on page count on Section H left me wondering if there was a maximum page count for the entire SF 330 package. I understand there are page count maximums for some specific sections. There is not a maximum page count for the entire SF330 package.

17. Are imbedded photos allowed? Yes, they are allowed and encouraged especially in Section F.

18. Can an engineering firm be the prime and team with several architects? Yes.

19. Can we have large firms as subs? Yes.
