Scope of Work

A. Project Title: World Trade Bridge LPOE, Truck Import Dock – Roof Repair # ePMxpress

#24819, I14-54-001-FW.

B. Project Location: World Trade Bridge, Truck Import Dock Bldg. TX0733NW

World Trade Bridge LPOE 11601 Farm to Market Road 1472 Fort Worth, TX 78045

C. Building Location Hours: Hours/Days Allowed to Work are:

Mon-Sat 6:00am – 12:00am (midnight).

Sunday .6:00am – 12:00pm. (noon).

D. Purpose: Prepare existing roof system, cut open blisters to release trapped moisture/air and install 60mil PVC. Install PVC fully adhere single ply roofing membrane and base flashings to remain waterproof. Do not permit the passage of water; and resist specified uplift pressures, thermally induced movement, and exposure to weather without failure. Provide roofing materials that are compatible with one another under conditions of service and application required, as demonstrated by roofing membrane manufacturer based on testing and field experience. ]

a. The Contracting Officer is the ONLY individual from the Government that can give the contractor a notice to proceed.

PART 1 GENERAL

SYSTEM DESCRIPTION

A. General: Provide installed roofing membrane and base flashings that remain waterproof;

do not permit the passage of water; and resist specified uplift pressures, thermally induced movement, and exposure to weather without failure.

B. Material Compatibility: Provide roofing materials that are compatible with one another under conditions of service and application required, as demonstrated by roofing membrane manufacturer based on testing and field experience.

C. Physical Properties:

1. Roof product must meet the requirements of Type III PVC sheet roofing as defined by ASTM D 4434 and must meet or exceed the following physical properties.

2. Thickness: 60 mil, nominal, in accordance with ASTM D 751. 100% same PVC material above and below reinforced scrim. No filler material is authorized.

Membrane will be reinforced with a high-strength, weft-inserted polyester, rip resistant scrim that has a minimum thread pattern of 18 x 14 threads per square inch. Deck sheets will be pre-fabricated to maximize the use of factory welds.

3. Thickness Over Scrim: ≥ 28 mil in accordance with ASTM D 751.

4. Breaking Strengths: ≥ 390 lbf. (MD) and ≥ 438 lbf. (XMD) in accordance with ASTM D 751, Grab Method.

5. Elongation at Break: ≥ 31% (MD) and ≥ 31% (XMD) in accordance with ASTM D 751, Grab Method.

6. Heat Aging in accordance with ASTM D 3045: 176 °F for 56 days. No sign of cracking, chipping or crazing. (In accordance with ASTM D 4434).

7. Factory Seam Strength: ≥ 417 lbf. in accordance with ASTM D 751, Grab Method.

8. Tearing Strength: ≥ 132 lbf. (MD) and ≥ 163 lbf. (XMD) in accordance with ASTM D 751, Procedure B.

9. Low Temperature Bend (Flexibility): Pass at -40 °F in accordance with ASTM D 2136.

10. Accelerated Weathering: No cracking, checking, crazing, erosion or chalking after 5,000 hours in accordance with ASTM G 154.

11. Linear Dimensional Change: < 0.5% in accordance with ASTM D 1204 at 176 ± 2 °F for 6 hours.

12. Water Absorption: < 1.7% in accordance with ASTM D 570 at 158 °F for 166 hours.

13. Static Puncture Resistance: ≥ 56 lbs. in accordance with ASTM D 5602.

14. Dynamic Puncture Resistance: ≥ 14.7 ft-lbf. in accordance with ASTM D 5635.

QUALITY ASSURANCE

A. Perform work in accordance with manufacturer's installation instructions.

B. Manufacturer Qualifications: A manufacturer specializing in the production of PVC membranes systems and utilizing a Quality Control Manual during the production of the membrane roofing system that has been approved by and is inspected by Underwriters Laboratories.

C. Installer Qualifications: Company specializing in installation of roofing systems similar to those specified in this project and approved by the roofing system manufacturer.

D. Source Limitations: Obtain components for membrane roofing system from roofing membrane manufacturer.

E. There shall be no deviations from the roof membrane manufacturer's specifications, scope of work without the prior written approval of the manufacturer.

REGULATORY REQUIREMENTS

A. Conform to applicable code for roof assembly wind uplift and fire hazard requirements.

B. Fire Exposure: Provide membrane roofing materials with the following fire-test-response characteristics. Materials shall be identified with appropriate markings of applicable testing and inspecting agency.

1. Exterior Fire-Test Exposure:

a. Class A; ASTM E 108, for application and roof slopes indicated.

2. Fire-Resistance Ratings: Comply with ASTM E 119 for fire-resistance-rated roof assemblies of which roofing system is a part.

3. Conform to applicable code for roof assembly fire hazard requirements.

C. Wind Uplift:

1. Roofing System Design: Install a roofing system designed to resist uplift pressures calculated according to the current edition of the ASCE-7 Specification Minimum Design Loads for Buildings and Other Structures. The separator board and roof membrane shall be installed to meet local code wind up-lift requirements.

PRE-INSTALLATION MEETING

A. Convene meeting not less than one week before starting work.

B. Review methods and procedures related to roof deck construction and roofing system including, but not limited to, the following.

1. Meet with Owner, testing and inspecting agency representative, roofing installer, roofing system manufacturer's representative, deck installer and installers whose work interfaces with or affects roofing including installers of roof accessories and roof-mounted equipment.

2. Review and finalize construction schedule and verify availability of materials, installer's personnel, equipment, and facilities needed to make progress and avoid delays.

3. Examine deck substrate conditions and finishes for compliance with requirements, including flatness and fastening.

4. Review structural loading limitations of roof deck during and after roofing.

5. Review base flashings, special roofing details, roof drainage, roof penetrations, equipment curbs, and condition of other construction that will affect roofing system.

6. Review governing regulations and requirements for insurance and certificates if applicable.

7. Review temporary protection requirements for roofing system during and after installation.

8. Review roof observation and repair procedures after roofing installation.

DELIVERY, STORAGE AND HANDLING

A. Deliver roofing materials to project site in original containers with seals unbroken and labeled with manufacturer's name, product brand name and type, date of manufacture, and directions for storing and mixing with other components.

B. Store liquid materials in their original undamaged containers in a clean, dry, protected location and within the temperature range required by roofing system manufacturer.

Protect stored liquid material from direct sunlight.

C. Protect roof insulation materials from physical damage and from deterioration by sunlight, moisture, soiling, and other sources. Store in a dry location. Comply with insulation manufacturer's written instructions for handling, storing, and protecting during installation.

D. Store roof materials and place equipment in a manner to avoid permanent deflection of deck.

E. Store and dispose of solvent-based materials, and materials used with solvent-based materials, in accordance with requirements of local authorities having jurisdiction.

WARRANTY

A. Contractor's Warranty: The contractor shall warrant the roof application with respect to workmanship (labor) and proper application for five (5) years from the effective date of the warranty issued by the manufacturer, including material.

B. Manufacturer's Warranty: Must be a 20 year No Dollar Limit (NDL), Full System Warranty, and provide for completion of repairs, replacement of membrane or total replacement of the roofing system at the then-current material and labor prices throughout the life of the warranty.

MANUFACTURER

A. All roofing system components shall be approved by 60mil PVC single ply roof system manufacturer.

B. Acceptable Manufacturers:

a. Duro-Last,

b. IB Roof System

c. Approved equal.

ROOFING SYSTEM COMPONENTS

A. Roofing Membrane: PVC thermoplastic membrane conforming to ASTM D 4434, type III, fabric-reinforced, PVC. Membrane properties as follows:

a. 60 mil.

2. Exposed Face Color:

a. White.

B. Accessory Materials: Provide accessory materials supplied by an acceptable manufacture.

1. Sheet Flashing: Manufacturer's standard reinforced PVC sheet flashing.

2. Factory Prefabricated Flashings: Manufacturer's standard reinforced PVC membrane.

a. Stack Flashings.

b. Curb Flashings.

c. Inside and Outside Corners.

d. Membrane Scupper Liners.

3. Sealants, and Adhesives: All sealants and adhesives shall be compatible with roofing system and approved by the roof system anufacturer to meet, or exceed, the requirements to obtain the required roof membrane warranty and contract requirements.

4. Fasteners and Plates: Factory-coated steel fasteners and metal or plastic plates meeting corrosion-resistance provisions in FMG 4470, designed for fastening membrane and insulation to substrate. Fastening requirement shall be determined by the ASCE 7 specification.

a. #14 Heavy Duty Fasteners.

b. Cleat Plates.

c. 3 inch Metal Plates.

5. Termination and Edge Details

a. Termination Bar: standard pre-punched with slotted holes 24 ga. galvanized fastened at 12” OC in 10’ lengths.

b. Coping Cap: Remove existing coping cap assembly and replace with new after installation of the roof membrane. New coping cap shall match existing.

Fasteners shall be installed on verticals surfaces.

C. Substrate Board:

1. Glass-mat-faced, water-resistant gypsum substrate conforming to ASTM C 1177/C 1177M,DensDeck® Roof Board as manufactured by Georgia-Pacific Corporation or equal.

a. ½ inch thick.

D. Walkways:

1. Provide 30” x60” non-skid, maintenance-free walkway pads in areas of heavy foot

7 SOW v4 04/15/2015 traffic and 60” x 60” walkway pads around mechanical equipment and roof hatch.

EXAMINATION

A. Verify that the surfaces and site conditions are ready to receive work. Should examination find unsuitable and incompatible materials, contractors shall contact the Project Manager and notify the Contracting Officer via RFI and recommendations.

B. Verify that the deck and wood nailer is sound, supported and secured. Should wood nailer need replacement, the replacement must be #2 or better lumber and resist 180lb Force/LFT. Do not use treated lumber.

C. Verify that the deck is clean and smooth, free of depressions, waves, or projections, and positively sloped to drains, valleys, eaves, scuppers or gutters.

D. Verify that the roof surfaces are dry and free of standing water.

E. If substrate preparation is the responsibility of another contractor, notify Contracting Officer of unsatisfactory preparation before proceeding.

F. Prior to re-covering an existing roofing system, conduct an inspection of the roof system accompanied by a representative of the membrane manufacturer or an authorized contractor.

1. Determine required fastener type, length, and spacing.

2. Verify that moisture content of existing roofing is within acceptable limits. (NRCA 2015)

3. Identify damaged areas requiring repair before installation of new roofing.

4. Conduct core cuts as required to verify information required.

PART 2 – EXECUTION

PREPARATION

A. Blisters to be cut open to release trapped air and/or moisture.

B. Prepare surfaces using the methods recommended by the manufacturer for achieving the best result for the substrate under the project conditions (ie, pull test, gauge strength, sealant compatibility).

C. Wood nailers – fasteners used to attach wood nailers must be spaced no greater than 18” apart. Wood nailers are required in any situation where >1” of insulation is added to the roof perimeter edge. The nailer must be flush with the top of the insulation.

However, wood nailers are not required at a changed of plane such as the intersection between a parapet wall and the decking.

D. LPS shall be moved in order to install 60mil PVC single ply roof system. After PVC is in place and complete LPS shall be put back to its original location and certified.

INSTALLATION

A. Replace insulation board as needed and in accordance with the roof manufacturer's requirements.

B. Separation Board: DensDeck® Roof Board or equal.

1. Use only fasteners, stress plates and fastening patterns accepted for use by the roof manufacturer. Fastening patterns must meet applicable local wind uplift requirements.

a. Install the separation board with fasteners in accordance with the roof manufacturer’s requirements. Fasteners that are improperly installed must be replaced or corrected.

b. Attach boards in parallel courses with end joints staggered 50% and adjacent boards butted together with no gaps greater than ¼ inch.

C. Roof Membrane: 60 mil, pre-fabricated deck sheets, PVC thermoplastic membrane.

1. Use only cold applied adhesives to meet local wind uplift requirements and approved or accepted for use by the roof manufacturer. Fastening patterns must meet the applicable design requirements. Fasteners that are improperly installed shall be replaced or corrected.

2. Mechanically fasten membrane to the structural deck utilizing fasteners and fastening patterns around the roof perimeters to meet local wind uplift requirements and in accordance with the roof manufacturer’s requirements and FM standards.

3. Cut membrane to fit neatly around all penetrations and roof projections.

4. Unroll roofing membrane, pull tightly to minimize wrinkles and positioned with a minimum 6 inch overlap.

5. Vertical installation shall be fully adhered and secured.

D. Seaming:

1. Weld overlapping sheets together using hot air. Minimum weld width is 1-1/2 inches.

2. Check field welded seams for continuity and integrity and repair all imperfections by the end of each work day.

E. Membrane Termination/Securement: All membrane terminations shall be completed in accordance with the membrane manufacturer’s requirements.

1. Provide securement at all membrane terminations at the perimeter of each roof section, curbs, flashings, expansion joint, knee wall, parapet wall and other similar condition.

2. Provide securement at any angle change where the slope or combined slopes exceeds two inches in one horizontal foot.

F. Flashings: Complete all flashings and terminations as indicated on the drawings and in accordance with the membrane manufacturer’s requirements.

1. Provide securement at all membrane terminations at the perimeter of each roof section, curb, flashings, expansion joint, knee wall, parapet wall and other similar condition.

a. Do not apply flashing over existing thru-wall flashings or weep holes.

b. Secure flashing on a vertical surface before the seam between the flashing and the main roof sheet is completed.

c. Extend flashing membrane a minimum of 6 inches (152 mm) onto the main roof sheet beyond the mechanical securement.

d. Use care to ensure that the flashing does not bridge locations where there is a change in direction (e.g. where the parapet meets the roof deck, expansion joints, etc.)

2. All flashings are to be reused. (Coping cap, counter flashing, transitions flashing, etc.)

e. Expansion Joint: See attachment 2.

f. Existing parapet: See attachment 4. PVC membrane to be installed onto the parapet wall, overlap the coping and terminated on the exterior side of the parapet or other method where the termination not the PVC is covered with sheet metal flashing.

3. Penetrations:

a. Flash all pipes, supports, all vents, and other penetrations passing through the roofing membrane and in accordance with the membrane manufacturer’s requirements.

b. Utilize custom prefabricated flashings supplied by the membrane manufacturer to minimize field weld.

c. Existing Flashings: Remove when necessary to allow new flashing to terminate directly to the penetration.

4. Roof Hatch

a. Remove existing roof hatch. Install new roof hatch assembly to match existing roof hatch opening. Roof hatch assembly shall meet OSHA requirements including safety railing system, access safety post, etc.

5. Lighting Protection System (LPS):

a. The contractor must be familiar and practice safeguard while working on the roof.

b. The contractor must meet LPS requirements for the safety of all personnel and equipment working on the roof.

c. Remove the existing LPS components that are attached to the roof system and related components/accessories to allow the installation of the new roof system and related components/accessories. Existing components that are contaminated with mastic, bitumen, adhesives, etc.

shall be replaced with new. Install new LPS components as deemed necessary to install a certified LPS system. The completed system shall

10 SOW v4 04/15/2015 meet the current code requirements and completely be certified.

6. Pipe Clusters and Unusual Shapes:

a. Clusters of pipes or other penetrations which cannot be sealed with prefabricated membrane flashings shall be sealed by surrounding them with a prefabricated vinyl-coated metal pitch pan and sealant supplied by the membrane manufacturer.

b. Vinyl-coated metal pitch pans shall be installed, flashed and filled with sealant in accordance with the membrane manufacturer’s requirements.

c. Pitch pans shall not be used where prefabricated or field fabricated flashings are possible.

G. Roof Drains and Drainage:

1. Drain components to be reused shall be cleaned to remove bitumen/mastic and all foreign debris. Replace damaged components of the roof drains. Discharge point onto surrounding pavement.

2. Remove existing flashing and asphalt at existing drains in preparation to weld PVC membrane.

3. Provide a smooth clean surface on the mating surface between the clamping ring and the drain base.

4. Existing Gutter: Clean gutter to allow water to flow freely without any obstruction.

5. Existing Downspout: Clean and clear debris and all objects that are obstructing the flow of water.

H. Edge Details:

1. Provide edge details per the approved shop drawings. Install in accordance with the membrane manufacture requirements. (attachment 5)

2. Join individual sections in accordance with the membrane manufacturer’s requirements.

3. Coordinate installation of metal flashing and counter flashing.

4. Manufactured Roof Specialties: Coordinate installation of copings, counter flashing systems, gutters, downspouts, and roof expansion assemblies.

I. Roof top Mechanical Units

1. Contractor shall coordinate with GSA Project Manager and notify Contracting Officer for any utilities interruption (ie. HVAC, power, water, communication, etc.) and ensure utilities are operational at all times.

J. Walkways:

1. Install walkways in accordance with the membrane manufacturer’s requirements..

2. Provide and Install walkway pads at roof hatches, access doors, rooftop ladders and all other traffic concentration points regardless of traffic frequency. Provided in areas receiving regular traffic to service rooftop units or where a passageway over the

3. Do not install walkways over flashings or field seams until manufacturer’s warranty inspection has been completed.

K. Water cut-offs:

1. Provide water cut-offs on a daily basis at the completion of work and at the onset of inclement weather.

2. Provide water cut-offs to ensure that water does not flow beneath the completed sections of the new roofing system.

3. Remove water cut-offs prior to the resumption of work.

4. The integrity of the water cut-off is the sole responsibility of the roofing contractor.

5. Any membrane contaminated by the cut-off material shall be cleaned or removed.

L. Expansion Joints:

1. In the event both roof areas on each side of the expansion joint are not to be restored the PVC membrane shall be terminated and secured to the expansion joint assembly. The termination of the membrane shall be watertight and covered with sheet metal flashing matching the expansion joint’s sheet metal as approved by the Contracting Officer.

FIELD QUALITY CONTROL

1. The membrane manufacturer’s representative shall provide a minimum of 2 comprehensive inspection and final inspection after completion of the roof system.

All application errors shall be addressed and final punch list completed and sent to GSA Project Manager & Contracting Officer.

PROTECTION

1. Protect installed roofing products from construction operations until completion of project.

2. Where traffic is anticipated over completed roofing membrane, protect from damage using durable materials that are compatible with membrane.

3. Repair or replace damaged products after work is completed.

I. Liquidated Damages:

1. If the Contractor breaches its obligation to complete the work in accordance with the schedule provided for in this contract, the Contractor shall be assessed $510 per day for each day of delay as liquidated damages. Quantifying losses arising from the Contractor’s delay is inherently difficult insofar as a delay may impact the Government’s ability to use the facility and/or require additional Government resources to support the Contractor’s ongoing efforts. By entering into a contractual agreement with the Government to perform the work described in this document, the

Contractor agrees that the rate of $510 per day is not a penalty but rather a reasonable measure of damages that may result from failure to complete the work on schedule. The liquidated damages provision shall not apply in the event that the project is delayed due to causes beyond the Contractor’s control. Delays arising from the Contractor’s failure to obtain security clearances, rejected submittals, or late/incorrect ordering of material are not justifiable and will not void the liquidated damages provision.

J. Sustainability:

a. Section 1.4 Sustainability for All requirements, at a minimum the following will be required.

b. Green Purchasing: See attachment 1 for all green purchasing requirements

c. Waste Diversion: Fourteen days from Notice to Proceed, the Contractor shall submit to the Project Manager, and updated Non-Hazardous Solid Waste Management Plan to include (not limited to):

a) List of materials Contractor will reuse

b) List of materials the Contractor will donate and name and address of donation recipient.

c) List of materials the Contractor will recycle and the name and address of the recycler. If Contractor receives recycling revenue, Contractor shall keep revenue and provide receipt for GSA for reference.

d) Name and location of solid waste landfill for non-diverted material.

K. Other Requirements:

a. Cool Roof Rating Council (CRRC):

ii. Membrane must be listed on CRRC website.

iii. Initial Solar Reflectance: ≥ 88%

iv. Initial Thermal Emittance: ≥ 87%

v. Initial Solar Reflective Index (SRI): ≥ 111

vi. 3-Year Aged Solar Reflectance: ≥ 68%

vii. 3-Year Aged Thermal Emittance: ≥ 84%

L. Security:

6-month Law Enforcement Check (LEC) This is appropriate for workers who require Unescorted Access and/or will be on the job-site for a period greater than 10 days but less than 6 months and/or have previously received a GSA 10-day Escort Only Pass.

Individuals will have to complete, sign and return Form OF 306 “Declaration for Federal Employment, Form OF 306 Addendum “Addendum to Declaration for Federal Employment”, and FD 258 “FBI Standard Fingerprint Form”. Favorable or Unfavorable determinations are typically completed

13 SOW v4 04/15/2015 within 2-4 weeks after the Government receives all required information from the Contractor.

*Individuals are only eligible to receive this type of clearance once. If a worker has previously received a Favorable 6-month LEC that has expired, they will be required to pursue the 5-year National Agency Check with Inquiries regardless of the duration of job-site access needed

5-year National Agency Check with Inquiries (NACI)

This is appropriate for workers who require Unescorted Access and/or will be on the job-site for a period greater than 6 months and/or have previously received a GSA 6-month LEC clearance. Typically General Contractors and select individuals from their Prime Subcontractors pursue this clearance.

Individuals will have to complete, sign, and return Form OF 306 “Declaration for Federal Employment, Form OF 306 Addendum “Addendum to Declaration for Federal Employment”, FD 258 “FBI Standard Fingerprint Form”, and Form SF 85 “Questionnaire for Non-Sensitive Positions”.

Favorable or Unfavorable determinations are typically completed within 4-6 weeks after the Government receives all required information from the Contractor.

*Individuals who receive a NACI clearance will be issued a Contractor Badge that will expire at the end of the project. However, the worker’s clearance will remain in good standing for a period of 5 years and it will not be necessary for the individual to pursue clearances again for future projects occurring within this time period

M. Submittal: Required submittals before notice to proceed for review, approval and Closeout.

b. Shop Drawings (roof plan, all different types of roof perimeters/terminations, expansion joints, penetrations, drains, etc.)

e. Data sheets on each product to be used, including:

Preparation instruction and recommendations.

Storage and handling requirements and recommendations Installation methods Maintenance requirements Wind Uplift Calculation: Install wind uplife pressures calculated according to the current edition of the ASCE-7 specification Minimum Design Loads for Buildings and Other Structures.

Shop Drawings: Indicate FM fastening patterns, overall membrane layout, field seam location, joints, termination detail conditions, and insulation patterns.

Verification Samples: For each product specified, two samples, representing actual product, color, and finish.

a. 4 inch by 6 inch sample of roofing membrane, of color specified.

b. 4 inch by 6 inch sample of walkway pad.

Termination bar, fascia bar with cover, drip edge and gravel stop if to be used.

Each fastener type to be used for installing membrane, insulation/recover board, termination bar and edge details.

f. Installer Certification: Certification from the roofing system manufacturer that Installer is approved, authorized, or licensed by manufacturer to install roofing system.

g. Manufacturer's warranties.

h. LPS certificate of certification.
