Solicitation GS07P15JUC0069 Amendment PA03

Questions and Answers

1. The PWS states that the period of performance is 60 days to perform. As we have performed several of these projects of this type, it is of our, and our subcontractors opinion, that this is not enough time for performance. Due to the time of year and the regular rains that occur in the New Orleans vicinity. In addition this will be starting in the Fall/Winter period. We would suggest that the GSA reconsider a more reasonable performance period due to these obstacles. The period of performance has been extended to 120 days after Notice to Proceed by Amendment PA03.

2. Will the subcontractors be able to work weekends? Yes. Please see Amendment PA03.

3. What are the GSA expectations in regards to cleaning the building surface? How many passes will be required? What level of cleaning is to be provided? Generally we make twopasses with the powerwasher and Hot water, but occasionally we use a bleach dilution (as we did on the Lafayette Courthouse). In order for we contractors, to bid Apples to Apples, we would respectfully request a more detailed cleaning requirement/expectation. It is the intent of this project to clean surfaces of visible dirt, debris, mildew, and pollutants. The equipment means, and methods each bidder determines to be required should be indicated within their proposals.

4. If it is determined that a chemical aid will be necessary for cleaning, what requirements will be necessary to reclaim chemical/water residue/overwash? Contractor must comply with all State, Local, and Federal laws. Contractor means and methods shall be submitted to the GSA for review prior to the commencement of work.

5. It was mentioned at the walkthru, that the pavers on the lower levels Shall Not Be Cleaned.

Only the concrete areas (building sidewalks, ramps, stairs), planters, benches and, soffits. Is this correct? Yes.

6. On the PWS, section 1.2 of the “Scope” states “…to clean all exterior surfaces of the…and associated planters, bollards, enclosures, stairs and exterior concrete paving…” Can you define exactly what the “Exterior Paving” is. Does this reference all concrete areas on the property (such as the concrete sidewalks, city concrete sidewalks, etc…). Does this literally mean some type of pavers? Exterior paving refers to the concrete sidewalks/ramps servicing the building. No city sidewalks are to be cleaned as part of this project. All brick / concrete pavers are not to be cleaned as part of this project.

7. Section 1.2.1.1.a,b,c of the PWS states that the contractors shall exclude the Door and Window Glazing and Frames as well as the Roofing. However, section 1.2.1.4 states that the contractor shall “Clean all residues created by the cleaning process from all effected surfaces. All windows should be wiped down and free from…”. Our history cleaning building has shown that we will likely need to clean the Window Frames as well. Shall we include this cost to our proposal? The intent of this project is to clean the exterior surfaces of the building including glazing and frames as required in Section 1.2.1.4. If in the opinion of the contractor that a method other than this is required, please indicate this in your proposal and list the associated costs (if any). It is not our intent for the contractor to remove oxidization / restore the window frames / glazing.
