Q2: Will there be an Interested Vendors tab on the FBO.gov postings for searching out other consultants in other areas interested in teaming arrangements?
A2: There is currently no capability to change the Interested Vendors tab to be visible by all firms. The sign in sheet from the pre-proposal conference will be issued in an amendment which will provide an opportunity for firms to view interested vendors.
Q3: Can you please tell me is this the complete request for qualifications? Also do we have to submit qualifications for both GS-07P-14-HH-D-0014 & GS-07P-14-HH-D-0015 to be considered for either one of them? They appear identical.
A3: This is a complete request for qualifications. Separate submissions are required for each solicitation if submitting for multiple contracts.
Q4: We would like to propose a proven Lead Design team of two complementary designers who have worked together. Is this acceptable?
A4: Teaming, joint ventures, etc are acceptable arrangements. Lead designers can be single or multiple individuals. Submission requirements do not increase because of additional lead designers.
Q5: If firms are allowed to propose a Lead Design team of two complementary designers, are we required to identify one of the two designers as a “primary” designer, or may they serve as co-equals?
A5: Refer to Question 4.
Q6: If we propose a design team of two designers and the designers are from two different firms, should we provide 5 projects representing work of both firms, or 5 for each firm (a total of 10 projects)?
A6: Past Performance Projects should reflect experience where the Design team worked together, if possible.
There should be only 5 projects total, but they should all be projects where the design team worked together, if possible.
Q7: If we propose a design team of two designers, should we provide a combined design philosophy for both designers (2 pages total), or one for each (2 pages each for a total of 4)?
A7: There should be a single philosophy statement representing the designers.
Q8: If we propose a design team of two designers, should we provide a combined Lead Designer portfolio (3 projects representing both designers) or a design portfolio for each Lead Designer (3 projects each for a total of 6)?
A8: Portfolio projects should reflect experience where the Design team worked together, if possible. There should be only 3 (for GS-07P-14-HH-D-0014) and 5 (for GS-07P-14-HH-D-0015) projects total, but they should be projects where the design team worked together, if possible.
Q9: If we propose a design team of two designers, we assume we would provide a resume for each designer;
please let us know if that is not correct.
A9: A resume for each lead designer is required.
Q10: Is this synopsis/solicitation for the same services that were referenced in the Sources Sought last year for the GSA Special Programs Division (SPD) and Land Ports of Entry (LPOE) stations? It appears to be more all encompassing than the LPOE only program.
A10: Yes. These IDIQ’s will have the capability to perform services at various locations including but not limited to LPOEs.
Q11: Is Washington DC a part of any zone?
A11: Washington DC is included in Zone A for Solicitation GS-07P-14-HH-D-0014 and Zone 2 for
Solicitation GS-07P-14-HH-D-0015.
Q12: Can a sub-consultant, such as an MEP engineer, be on more than one team awarded a contract?
A12: Consultants may be listed on more than one award.
Q13: If a firm is competing as a prime but is also identified as a consultant on another submittal what will happen if both are selected for award if it is not allowed for one firm to be a prime on one contract and a consultant on another contract?
A13: For Solicitation GS-07P-14-HH-D-0015: That firm will be asked to “withdraw” from one of the teams.
If they withdraw as a consultant on a team, then that prime could have an opportunity to propose a substitute for that consultant slot – and that new team would be reevaluated, if they had been shortlisted. If the firm withdraws as a prime, then the team no longer exists. For Solicitation GS-07P-14-HH-D-0014, we only look at lead designers in Phase I, so those short listed folks would not become consultants on another team.
Q14: Do you want a complete SF 330 Form, which includes Part II?
A14: Solicitation GS-07P-14-HH-D-0015 requires a complete SF 330. Refer to Question 69 for Solicitation
GS-07P-14-HH-D-0014.
Q15: For the resumes, are you looking for the full team or just the lead architect, structural, mechanical, electrical, plumbing engineer?
A15: For Solicitation GS-07P-14-HH-D-0015, teams are to complete SR330, Part 1, Section E for all key team members. For Solicitation GS-07P-14-HH-D-0014, the lead designer is only person to submit resume in
Stage I.
Q16: It mentions on page 2 that we can submit for both GS-07P-14-HH-D-0015 & GS-07P-14-HH-D-0014, but the submittal requirements for the 2 Solicitations are quite different, how do you suggest we address that?
A16: If a firm is submitting on both solicitations, they should prepare separate and unique submissions.
Q17: Can a small business be the lead on GS-07P-14-HH-D-0014 & also a consultant on the unrestricted GS-
07P-14-HH-D-0015? Page 2 states that no firm will be awarded more than 1 IDIQ contract.
A17: Refer to Question 13.
Q18: What are the specific engineering disciplines (beyond Mechanical) that are considered “Primary”?
A18: That discretion is left to the responding firm.
Q19: What are the types of projects expected from this IDIQ? We have many capabilities and would like to represent the most appropriate skill sets in our response.
A19: Please review the presentation slides that provide an overview of the SPD program. Typical projects of what was performed in the past are included; we anticipate similar work in the future.
Q20: Is there a general guide to the project types that will be awarded through this IDIQ contract?
A20: Refer to Question 19.
Q21: Is it allowable to present Lead Designers from 2 different firms?
A21: Refer to Question 4.
Q22: Regarding the $1 Million threshold: Is that for the Fee, or for the total Cost of Construction?
A22: The $1M threshold refers to the total anticipated cost of the AE task order.
Q23: Please clarify the work to be done by the Special Programs Division (SPD) and how it is different from the regional work. For example we are in the National Capital Region? How would SPD serve the
Washington DC metropolitan area?
A23: Please review the SPD presentation slides which provide an overview of the program. The SPD performs projects as needed per customer agency requirements. It is possible for future customer agency requirements to occur in the Washington D.C. metropolitan area.
Q24: Our firm has two principals that often work as Lead Designer on projects. Can we have two people designated as Lead Designer or should we only select one individual?
A24: Refer to Question 4.
Q25: Can a prime who is awarded a contract for one zone be a sub-consultant to another prime awarded a contract for a different zone?
A25: Refer to Question 13.
Q26: Are you seeking an architectural lead or engineering lead or does it matter?
A26: Firms may propose an architectural lead or an engineering lead. That discretion is left to the responding firm.
Q27: Will you be releasing the list of participants for the pre-proposal conference?
A27: Yes.
Q28: I want to make sure I'm using the right Form 330. Can you identify where to find the correct SF330?
A28: The most updated SF330 can be found at: http://www.gsa.gov/portal/forms/download/116486
Q29: In regards to the FAR provisions in the solicitation that require the contractor to accept and execute conditions, such as FAR 52.209-5, FAR 52.230-1, FAR 52.230-7 and FAR 15.406-2; please let us know if these are to be included in the submittal along with the SF330 or if they are signed upon award of contract?
A29: The above provisions shall be executed by firms receiving a request for price proposal. This will come after the board has made a determination of the most highly qualified firms for each zone.
Q30: Do we need to submit our Certs and Reps from sam.gov?
A30: No. Completion of FAR 52.204-8, Annual Representations and Certifications, will only be requested from those firms who are receiving a request for price proposal and is only required if the offeror needs to identify changes as specified in section (d) of the provision. FAR 52.204-7 refers to the System for Award
Management (SAM) and does not require completion by offerors. It is a notification to offerors that prospective awardees shall be registered in the SAM database prior to award, during performance, and through final payment or closeout of the IDIQ contract.
Q31: Is this contract supplemental to the A/E Regional IDIQ’s or a replacement? If supplemental, how will you determine which contract to utilize for Task Orders.? (i.e., if we have the Zone 3 IDIQ award (this RFQ) and another firm has the Region 7 IDIQ and a project under $1M comes up for Texas which Firm will be tasked with the project?)
A31: The IDIQ contracts that will be awarded from solicitations GS-07P-14-HH-D-0014 & GS-07P-14-HH-
D-0015 are separate from any GSA Regional AE IDIQ contract. The IDIQ contracts that will result from solicitations GS-07P-14-HH-D-0014 & GS-07P-14-HH-D-0015, while having the capability to support GSA projects, will primarily serve the projects related to the mission objectives of SPD customer agencies. The
Contracting Officer for each requirement will be responsible for deciding which available contract vehicle will be utilized.
Q32: In addition to SPD, will GSA regional offices (i.e., Southeast Sunbelt, Great Lakes, and Heartland) be involved in individual task orders?
A32: The resulting IDIQ contracts will have the ability to serve regional projects within GSA however, the primary purpose of these contracts will be to serve the customer agencies of the SPD.
Q33: Will you accept an electronic submittal per fedbizops?
A33: No. All submittals shall be submitted hard copy per the instructions identified in the synopsis.
Q34: What is the anticipated schedule for review, shortlist, interview and beginning of contract?
A34: For Solicitation GS-07P-14-HH-D-0015: Short-listing/notification/interviews are anticipated to take place within the fourth quarter of FY2014 and award is anticipated to be issued in the first or second quarter of FY2015. For Solicitation GS-07P-14-HH-D-0014: Short-listing/notification is anticipated to occur within the fourth quarter of FY2014. Stage II submission and interviews are anticipated for the first quarter of
FY2015 and award is anticipated for the second quarter of FY2015.
Q35: It was mentioned that some firms do not have the title of ‘lead designer’. As a result of the discussion in the pre-proposal, it was my understanding that the following scenario would potentially be considered http://www.gsa.gov/portal/forms/download/116486 acceptable: Name a lead designer and co-designer. Provide examples of the work they have done together.
The lead designer will be responsible for taking the lead on design for the IDIQ.
A35: Correct. Whoever is named as the Lead Designer will be responsible for taking the lead on Design for the IDIQ.
Q37: Do all of the services listed in the "Scope of Work" section need to be represented in the proposed team as listed on Form 330? The "Scope of Work" section says that firms may be required to provide services such as asbestos sampling, elevator, acoustical, etc. Would resumes of all of these consultants need to be included at this time? If not, which disciplines should be included (ie., Mechanical, Structural, etc.).
A37: Team composition is at discretion of each team. Possible types of work that may be required by the contract is provided for your information.
Q38: Will this contract have any impact on other regional GSA contract awards? For instance, the region 10
IDIQ (AK, OR, WA, ID) solicitation recently closed. How will GSA determine which projects are awarded under that contract or this one? How does GSA plan to determine which contracts to use for awarding?
A38: No, Solicitations GS-07P-14-HH-D-0014 and GS-07P-14-HH-D-0015 have no impact on any other regional GSA contracts. Refer to Question 31 for additional information.
Q39: Can a small business prime have consultants that are not small business?
A39: Yes, but the small business prime must be sure that they will be able to meet the requirements defined in FAR 52.219-14, Limitations on Subcontracting, which will be included as a clause in the resulting IDIQ contracts.
Q40: Can you confirm date and time of submission?
A40: The due date and time of submission can be found on the specific FBO.gov posting for each solicitation. Any change to the due date and time will be issued in a formal amendment to the synopsis/solicitation.
Q41: The RFP indicates 4 copies are to be submitted, however, you verbally indicate 5. Please confirm.
Q41: For Solicitation GS-07P-14-HH-D-0014, on page 9 of the synopsis it specifies that “a total of five (5) hard copies shall be submitted, along with one (1) electronic copy.” For Solicitation GS-07P-14-HH-D-0015, on page 9 of the synopsis it specifies that “a total of five (5) hard copies shall be submitted, along with one (1) electronic copy.”
Q42: Are all 5 copies submitted to one address?
Q42: Yes, all submissions should be sent to the following address as specified in the synopsis:
David Holland, Contract Specialist
General Services Administration (7PQA)
819 Taylor Street, Room 12B01
Fort Worth, TX 76102
Q43: Can you identify who is comprises the Technical Team evaluating the submissions?
A43: The boards will be made up of individuals who meet the requirements of FAR 36.6 & GSAM 536.570-
14. In order avoid any potential conflicts of interest the specific names of the individuals on the boards will not be released.
Q44: Why are you requiring a state license for each state since these are Federal projects?
A44: GSA complies with state and local regulations to extent possible. A State license for each state within the geographic zone is not required at time of selection, but will be required upon issuance of individual task orders (studies, etc. may be excluded) for that jurisdiction. Final Construction Documents (and other documents as defined in individual delivery orders) shall be stamped by licensed architects/engineers for the given jurisdiction, at no additional cost to government.
Q45: If you already have a GSA IDIQ contract in one of the states will this affect your participation?
A45: No.
Q46: Is there a requirement for a security clearance to perform any of the work on these contracts?
A46: The decision of whether a security clearance is required will be made at the task order level. Typically in the past security clearances are not required for AE services because the majority of the work takes place in the AE’s office however security clearance requirements are subject to change.
Q47: What is the lead time for a task order?
A47: The anticipated timeline for a task order under the resulting IDIQ’s will be 30 days from the issuance of a request for proposal to an award. However the lead time for each task order will depend on various factors
– level of urgency, complexity of the requirement, site visit scheduling, etc.
Q48: What is the interview process? Telephonic, in-Person, formal presentation or questions?
A48: For Solicitation GS-07P-14-HH-D-0015, short-listed firms will be given an opportunity to interview in
Denver, CO with the selection panel. Teams may choose to participate in the interview telephonically.
Solicitation GS-07P-14-HH-D-0014, short-listed firms will be given an opportunity to interview in Ft Worth, TX with the selection panel. Teams may choose to participate in the interview telephonically.
Q49: Can the electronic copy be submitted by thumb drive instead of CD/disc?
A49: The electronic copy may be submitted by either CD/disc or thumb drive.
Q50: Where is the SPD headquartered?
A50: Denver, CO but members of the SPD are found in multiple locations across the nation.
Q51: The requirement that proposals be submitted in a ½ inch binder is only listed under the full and open procurement. Is that binder size required for the small business set aside as well?
A51: To clarify, Solicitation GS-07P-14-HH-D-0014 specifies on page 9 of the synopsis that “all documentation is to be in an 8 1/2 inch x 11 inch format, of not more than one-half inch thickness.” There is no requirement that it has to be in a binder. Solicitation GS-07P-14-HH-D-0015 (Set-Aside) inadvertently left out a size limitation. The submission for Solicitation GS-07P-14-HH-D-0015 is as follows: all documentation shall be in an 8 1/2 inch x 11 inch format and the total submission should be no more than one-half inch thick. Dennis, I pulled this requirement for the Set-Aside over from the F&O. I am not sure if this enough for the Set-Aside submittal – please confirm and change as you see fit.
Q52: How do proposals need to be bound?
A52: There is no requirement on how the submittal needs to be bound.
Q53: What is considered a ‘completed project’?
A53: The intent of “completed project” is a project that has reached construction completion. However consideration will be given to completed designs that have not reached completed construction.
Q54: How do we know where projects will be and what personnel will be required?
Q54: The requirements that will be issued to the resulting IDIQ’s are unknown at this time. Firms are encouraged to focus on your capability in the zone for which you are submitting. If needed, rates can be negotiated at the task order level if personnel not negotiated as part of the base IDIQ are required.
Q55: How will requirements be competed if they cross multiple zones?
A55: If task orders are competed among different zones, the Brooks Act procedures will apply. Firms will be evaluated technically to see who is the most qualified for the specific requirement. Technical evaluations may be made through a Request for Qualifications specific to the task order requirements or by a review of the
SF330’s on file. Even if a firm is selected as the highest technical for the requirement, the firm and the
Government must come to an agreement on price in order for an award to be made.
Q56: Since secondary services may be worldwide, how is that split into zones?
A56: The secondary contract area for all zones is the same. It includes all US States Nationwide and All
US Territories and Installations worldwide. If a requirement arises that is located in the secondary contract area but is not covered by one of the primary zones, it will most likely be competed among those eligible for the task order.
Q57: With small businesses it is unlikely that the entire staff will have licenses in all the states in a zone.
How will this be resolved?
A57: Refer to Question 44.
Q58: How will a small business be evaluated if it is considered for the set aside and the full and open?
A58: If a firm is submitting for both solicitations, it is important that the first page of the submittal include a notification that your firm has submitted for both and the order of preference you have if selected for both.
As mentioned in the synopsis for both solicitations, no firm can receive more than one award between the two solicitations.
Q59: How does conflict of interest effect sub consultants working for multiple awardees in multiple zones?
A59: It is not a conflict of interest. The same consultants can be included on multiple IDIQ contracts
Q60: In the area of Quality And Design, which disciplines does that fall under?
A60: Refer to Submittal Requirements for Quality in Design. Extent of submission is left to discretion of
Offeror.
Q61: What are the prime engineering disciplines that should be addressed?
A61: This decision is left to the discretion of firm submitting. Pricing for the resulting contracts will be based on proposed disciplines, and as determined appropriate by the Contracting Officer.
Q62: Is design quality going to play a factor in the SA selection?
A62: Design quality is a factor in both solicitations.
Q63: The solicitation talks about looking for technical qualification for the leader – are we looking for those qualifications in the leader or the team.
A63: For Solicitation GS-07P-14-HH-D-0015, all key members of the team should have a completed SF330, Part I, Section E. For Solicitation GS-07P-14-HH-D-0014, only the lead designer is being evaluated in Stage
I.
Q64: Small business firms may not have a lead designer, but a principal. Can you address how that will be evaluated?
A64: Refer to Question 35.
Q65: Will all task orders which are assigned to the (2)-IDIQ teams for the Open Contract also be Design
Excellence projects?
A65: The term Design Excellence, as used by GSA, refers to a set of established procedures. GSA desires excellent quality design in every project that we pursue. Both solicitations seek high levels of design quality.
The GSA Design Excellence procedures for an individual delivery/task order may, or may not be utilized on either procurement.
Questions related specifically to Solicitation GS-07P-14-HH-D-0014 (Full & Open)
Q66: On page 6 the solicitation states that the Lead Designer can be an individual or “team of designers” – if we submit several lead designers, are we able to submit individual Lead Designer Profiles (e.g. 3 pages per designer) & multiple Lead Designer Portfolios (e.g. 3 projects per person)?
A66: Refer to Question 8.
Q67: Explain during Phase II how much more information is needed.
A67: Each short-listed firm will be provided with requirements for the Phase II submission at that time.
Q68: Is it allowable to present Lead Designers from 2 different firms?
A68: Yes. Refer to Questions 4-9 for additional information related to this question.
Q69: In reference to solicitation #GS-07P-14-HH-D-0014, can you please clarify if we need to submit Part I and II of the Stand Form 330, or just an updated Part II?
A69: Submit only updated Part II of SF330 in Phase I. (Completed Part I and II will be provided in Phase II, by short-listed firms only.)
Questions related specifically to Solicitation GS-07P-14-HH-D-0015 (Small Business Set-Aside)
Q70: Would GSA accept a proposal for the referenced solicitation from a small business engineering firm as the lead A/E with architectural subcontractors? We would still meet the “under $7.0 million” limit.
A70: Teaming arrangements are at the discretion of offerors.
Q71: For the SF 330 - Resumes, is it correct that we can include a full team, because on Page 7, 5th paragraph – Include the Lead Architectural Designer, Lead Engineering Designer and the Primary Point of
Contact.
A71: Above reference is for evaluation factor “Quality in Design”. All individuals are evaluated in the following evaluation factor “Experience, Performance, Technical Ability and Professional Qualifications.”
Q72: For Section F, it states that we may not modify this. So, I am assuming that you want just a one page narrative only and no diagrams, photos, etc. here?
A72: Correct. Follow the form. Do not modify it.
Q73: Is there a total page count? GSA Project reviews are sometimes four pages in length.
A73: No.
Q74: I am assuming in SF 330 - Section H that you would like to see the Portfolio, a Management Plan, a
Communication Plan, a Quality Control Plan and Past Performance Documentation. So, only some of this has a page limit.
A74: Correct.
Q75: Portfolio – 5 projects that are 3 pages for Lead Architect | Lead Engineer – 3 Projects, one page?
A75: Correct.
Q76: Design Approach, 2 pages – Architect | Lead Engineer – 1 page?
A76: Correct.
Q77: Management Plan – 3 pages?
A77: Correct.
Q78: SF 330, Section F – 10 projects, 10 pages?
A78: Correct.
Q79: Regarding the Solicitation ending in 0015 Set-Aside for small business. Do you have to have capabilities in all zones, or only one zone?
A79: You are able to submit for multiple zones and must have the required capabilities in those zones for which you submit. Firms are encouraged to submit for the zone which represents the firm's greatest experience and expertise.
Q80: On Page 7 Example Projects are requested in both SF330 F & again in H. First, in regards to SF330
Section F – how many pages can those project examples be?
A80: Offeror’s discretion.
Q81: Is there a page limit on the Communication Plan required in Section H?
A81: Offeror’s discretion.
Q82: Is there a page limit on the Quality Control Plan required in Section H?
A82: Offeror’s discretion.
Q83: The Scope of Work section on page 4 mentions construction management possibly being required – does that mean services of a contractor that is a construction manager or something else?
A83: Construction Inspection services may be required. Managing of General Contractor is not included in this solicitation.
Q84: Concerning professional registration in the task orders state – Who needs to be registered? The architect of record or a firm? Could this firm be a team member or must it be the lead firm?
A84: Refer to Question 44. A licensed individual is required to stamp construction documents.
Q85: The synopsis mentions the ability to submit for more than one Region, but will it be allowed for a lead firm to submit two different proposals (i.e. a different teaming partner for 65% of the work) for the same
Region? Will it be detrimental for the lead firm to submit more than one proposal for the same Region?
A85: The lead firm cannot submit more than one proposal for the same zone.
Q86: The NAICS code listed is 541310-Architectural Services. Are firms with the NAICS code of 541330-
Engineering Services allowed to submit?
A86: Firms with the NAICs code of 541330-Engineering Services are allowed to submit however, this synopsis/solicitation was issued under NAICS 541310-Architectural Services which has a small business size standard of $7 million. Any firm submitting in response to this solicitation must meet the small business size standards established for NAICS 541310-Architectural Services.
Q87: Page 7 of the RFQ concerning the Section E Resumes appears to indicate you only want 3 resumes
(Lead Arch/Lead Eng./Primary POC) is this a correct interpretation of the requirement?
A87: Refer to Question 71.
Q88: Page 7 of the RFQ Section H “Quality in Design” appears to ask for the same information as Section F?
Can you provide some clarification on the desired information in Section H “Quality in Design”.
A88: Work shown in Section F is work of the team/firms. Work to be shown in Section H is specifically work by the lead designer(s).
Q89: Page 7 Section C last sentence “It is recommended that all firms be included in Section F”. Section F is limited to 10 projects, 3 of which are the Lead Designer leaving 7 for other team members. and there are approximately 10 other team members. We feel listing projects that most closely represent the similar Task
Orders in this IDIQ might be more beneficial than listing projects from some of the minor discipline team members. Please advise as to the best way to communicate GSAs intent for Section F.
A89: Open to Offeror’s discretion. Work by key individuals/firms is of most value in evaluations.
Q90: For the project examples (Section F), can an entire IDIQ contract be issued as one project example?
A90: Correct
Q91: What is the total page count limitation?
A91: All documentation shall be in an 8 1/2 inch x 11 inch format and the total submission should be no more than one-half inch thick.
Q92: Is an SF330 Section G required in this response?
A92: Correct, it is required.
Q93: Since this solicitation is for a total small business set aside, can we team with a larger firm provided that we perform a certain percentage of the work? Or is it necessary to only team with small businesses?
A93: Refer to Question 39.
Q94: SF330, Section F “Form cannot be modified” – does this include adding color to the form?
A94: Color is acceptable.
Q95: In the RFQ for GS-07P-14-HH-D-0015, under the requirements for Section E, “Resumes of Key
Personnel,” it says to include the “Lead Architectural Designer, Lead Engineering Designer and the Primary
Point of Contact.” My question is with regard to the “Lead Engineering Designer.” Is the intent to get a resume for each engineering discipline in the scope, or are you looking for one Engineer that the rest will answer to? Q102: For the small business IDIQ, we are required to submit consultants/full team…It seems to me that this will make for a very large team (Example… you will want a Civil that is local to each task order. i.e., 1 civil in each state or more) How do you want us to handle this? If we have that full of a team the ½ inch submittal will not be enough.
A102: Offeror to determine best method of demonstrating the strength of their team for each zone.
Q103: For Section H: Quality in Design, you identify Mechanical Engineering as a primary discipline for which you would like a completed Section H. What other disciplines are you considering Primary aside from
Mechanical?
A103: Offeror’s discretion.
Q104: For Section H - Quality in Design: You ask the Engineering Lead Designer to provide a portfolio of projects and a 1-page design approach (in addition to Resumes, Section E). Mechanical Engineering is the only discipline listed as “Primary” in this small biz IDIQ. My firm is a sub-consultant to a lead firm and proposing on nine different disciplines (Mechanical Engineering, Electrical Engineering, Fire Protection, Civil Engineering, Environmental Engineering, Master Planning, Surveying, Sustainability Consulting, and
Technical Security). Can you please identify which disciplines we need to provide Section H information for?
A104: Offeror’s discretion.
Q105: For the SF330 General Qualifications section (Part II) – As a sub-consultant, are we required to submit a Part II Form for every office of which we are providing resumes for, or just the office where our main point of contact is housed?
A105: Offeror can state number of employees at each location on a single form.
Q106: Are there only going to be 1 Small Business Contract per zone?
A106: Yes.
Q107: What are the "Prime" Engineering disciplines for the Small Biz Set Aside Solicitation that you want to see projects & design approaches in section H from (address specifically the lead engineer – what type of engineer are they looking for)?
A107: Offeror’s discretion.
Q108: Will a SB with a single office in one state of one zone need to demonstrate partners in all the other states of the zone?
A108: Offeror will need to demonstrate the team proposed for any/all zones that are being pursued. It is not necessary for offerors to have partners in each state of the zone.
