Solicitation
IV.A. FAR 52.215-1 Instructions to Offerors, Submissions, Modifications
Item (c) Electronic Address:
QUESTION: Is this Email address? ANSWER: Yes, the FAR clause makes reference to “electronic commerce”; however, we are requiring proposals be made in writing (one original of price proposal only, and one original with three (3) copies of the technical proposal). We are also asking for an electronic copy of the pricing in Excel format be provided in a USB flash drive.
Item (d) Offer Expiration Date:
"Proposal in response to this solicitation will be valid for the number of days specified on the solicitation cover sheet (unless a different period is proposed by the offer"
QUESTION: Not specified. What should this number of days be? ANSWER: Refer to Block 13.d. on page 1 of the SF 1442. At least 120 calendar days are required.
Construction Line Items
Division 1 General Conditions
QUESTIONS:
1) How are these items factored into the SAT Task Order? ANSWER: They are for labor only, most likely it will be for installation of material that GSA has purchased and needs installed.
2) When will they be used? ANSWER: See answer for question 1 above.
3) A Project Manager is listed - should there be a Superintendent listed also? ANSWER: No.
Summary Form for Hypothetical SOW
(1) Will this be the form that GSA will use for the SAT Task Orders? ANSWER: It will be up to the Project Manager at the task order level as to what form they use. We will try and encourage them to use this format as much as possible or practicable.
(2) Will GSA define the line items and provide quantities for the SAT Task Orders? ANSWER:
Line item is defined already; the quantities will be determined by the quantity needed at the task order level. GSA will provide their quantities and line item “mix” to the contractor.
(3) The bid summary form indicates that once the line items are defined and priced then the Task Order becomes a Lump Sum Contract. However, Task Order will include only the defined line items, and line items that are later discovered during the progress will be treated as a change order. The original line items on which the Task Order is issued will not true up on completion of the project. Is this correct? ANSWER: Contractors are encouraged to conduct a walk through, prior to the task order being issued, to make sure all items are included. If after awarded a modification is required, to add line items, the line item prices will still be utilized (if the original Task Order was a Line Item Task Order). If the original Task Order is non-line item (i.e. was competed via RFQ) the line items will still not apply to modifications.
PAGE 8 OF 11 GS-07P-13-HH-D-0063/0001
(4) The bid summary includes: Contractors Overhead Fee, Contractors Profit Fee, Contractors Bonding Fee and Waste Diversion Fee. Are these items add-ons to the line items?
ANSWER: Line item pricing and Hypothetical Pricing are two separate items. The line items should include overhead and profit. The Hypothetical summary sheet does not use line items, and should include each item as a separate price. Bonding will be an allowed “add on” to your line item prices (as needed) and should not be included in your line item prices at this time. Also, waste diversion should be cost neutral to the government. We are asking our contractors to look for alternative means to divert material from the land fill that are cost neutral.
(5) Will GSA provide a scaled drawing? ANSWER: I am forwarding drawing and placing a bar on each. Please assume 1” =12.75’. Drawings attached.
Agreement
11. Prices l1.A. Basis of Pricing
1) Contract Pricing Does this apply to task orders that are not SAT task orders? ANSWER: Line item prices will not apply to Task Orders (TOs) above the SAT ($150,000), or those TOs that are less than 85% line items. So this section will not apply to non-line item TOs (since no prices are set forth in the base IDIQ contract for those TOs). Those non-line item TOs will be accomplished through the RFQ process (sent to the IDIQ contractors in the zone and those in secondary zones if needed).
(3) Prices and Allowances Paragraph (1) Contract Prices Unit Establishes the items that make up the cost of work QUESTION #1: Will GSA itemize the items that GSA considers included in the line item unit price? (labor, labor burden, material, etc.) ANSWER: See previous answer, this section does not apply to TOs above the SAT ($150,000) or those TOs that are less than 85% line items.
QUESTION #2: Will GSA reimburse for Waste Diversion? ANSWER: Please see answer to previous question on cost neutral.
QUESTION #3: Will GSA reimburse for City Building Permits and cost of architectural and engineering necessary to obtain permit? ANSWER: Most work in federal property that does not require city permits. If there is a design involved, and cost for permits, that will and should be included in a proposal. There are also negotiated parts of task orders in which permits can be included if used in a lease or non-federal property.
(1) Maximum Ordering Limitations Historical Usage data for the Austin Zone is around $2,000,000 per year QUESTION: What is the relationship between the MOL and the $2,000,000? ANSWER:
$2,000,000 will be the maximum amount of work that GSA will award per contract per year
(MOL).
QUESTION: How is the MOL calculated for the eligible IDIQ contractors? ANSWER: Each IDIQ contract will have a MOL of $2,000,000/year.
QUESTION: Is the SAT contractor protected from a Davis Bacon Adjustment during the Base Year for Task Orders that use the line items? ANSWER: The contractor is required to pay its employees based on the Davis Bacon wage rates included at the time of the base
PAGE 9 OF 11 GS-07P-13-HH-D-0063/0001
award, and then at the time of exercising each option. So if the rates change during the year that will not impact the wage the contractor is required to pay.
E-PM System QUESTION: Will the use of the E-PM System be required on SAT Task Orders? ANSWER: We are still working on details of the use of ePM, at this point we have no intention, but at some point in the future it may become possible for contractors to access the system to update schedules, and to post deliverables via the file manager of the system, versus email, and other media.
Submittal log as defined in the hypothetical bid proposal QUESTION: Does this refer to the submittals on page 3 or does it refer to an actual log for subcontractors and materials? ANSWER: We would like to see an actual log for subcontractors and materials.
