Questions & Answer
1. Do gross receipts need to be included in the Construction Line Items (Pricing Form)?
No, since this is a unique tax for the state of NM, gross receipt tax should be billed separately at the Task Order level.
2. Item #11 states that the contractor performance period is mandatory, but leaves blank how many days the contractor shall have to begin performance, and also leaves blank how many days the contractor has to complete performance. The specific amount of time necessary to both begin and complete any task order will clearly vary with the requirements and specifications of each task order. By leaving those two blanks open it appears the government expects the contractor to fill them in, but preparation for and completion of a $5,000 task order will always be much quicker than the preparation for and completion of a $200,000 or larger project. How does the GSA expect the contractor to fill in these two blank lines, when performance time frames that are in the government's best interest can vary so widely based on the type and size of each task order? Please explain what is expected from the contractor on these two lines.
Item 11 is not mandatory, this box will be unchecked. The period of performance will be determined at the task order level.
3. Item #13-d is also blank, which has a significant bearing on item #17, which is blank as well.
Item 13-d is 120 days. The SF 1442 will be amended to include the number of calendar days.
4. Item # 17 states the offeror agrees to perform work per the solicitation if it's offer is accepted by the government within "blank" days after the offers are due, and we are instructed to fill in a date that is equal or greater to the date shown in 13-d which is blank. So how can we fill in a blank with a number of days, based on another number which is not provided to us?
Please see answer to question number 3. The SF 1442 will be amended to include the number of calendar days.
5. The form says if we fail to insert a number of days in 17, then we must accept the number of days shown in 13-d, which is blank, and means the GSA is asking for answers to questions where they have not provided the information necessary to allow the offerors to answer. 13-d also says if we provide less than "blank" days our offer will be rejected, but does not tell us what that number of days is. Please provide the GSA's intended number of days for the blank in 13-d so we may properly complete this form.
Please see answer to question number 3. The SF 1442 will be amended to include the number of calendar days.
6. Item #19, acknowledgement of amendments. Shortly after the original solicitation amendment #1 was issued, clarifying the address for the pre-proposal meeting. We notice that amendment is now no longer shown on the complete list of amendments with the solicitation documents, only amendment #2 is shown there. Do we still need to acknowledge our receipt of amendment #1, with it's date, on item #19 even though amendment #1 is no longer shown on the complete list of solicitation documents?
Amendment 2 supersedes amendment 1, therefore, acknowledging amendment 2 will suffice.
Descript: This amendment is issued to amend the solicitation for General Construction IDIQ for New Mexico, GS-07P-13-HH-D-0027. The following changes are made:
1. Provide answers to questions received by the deadline for questions.
