Pre-proposal Conference Greater Southwest Region Single Award IDIQ A/E Services for the State of Texas Zone IV February 13, 2012, 9:30 PM to 11:00 PM Question and Answer Session Q1: Will there be multiple awards resulting from the solicitation?
A1: No, this solicitation will result in a single IDIQ award for A/E Services for the state of Texas Zone IV.
Q2: How many other IDIQ A/E contractors are there in the region?
A2: There are seven (7) other IDIQ A/E contractors within Region 7, not counting the one for the state of Texas Zone IV.
Q3: Will you be sending out a list of other firms available for teaming?
A3: An amendment to the solicitation will be issued with all the names of firms who participated in this pre-proposal conference for everyone's information. However, we do not have a predetermined list of firms for teaming. Teaming arrangements are done among interested firms.
Q4: Do we have to submit a fee proposal?
A4: No, pricing data is not required for submission at this point. Once a technically acceptable firm is selected, negotiation will then be held with the firm.
Q5: Is there a number of pages limit for the proposal?
A5: Within the proposal there are some page limits for certain sections (i.e. limit the number of past projects to 10; some parts such as the management plan, communication plan and quality control plan are limited to 3 pages only); however, there are no page limits for the proposal as a whole.
Q6: What is the definition of "small projects" as stated in the solicitation?
A6: Small projects refer to those under the threshold of prospectus projects (under $2.8Million). Most of these projects involve tenant alterations of space, including high visibility projects with the courts system; high security projects with the FBI, etc.
Q7: When a project involves IT renovations, is the A/E contractor responsible for software development as well?
A7: No, most tenants that require moving and/or adding IT systems will have a separate contractor responsible for the actual IT implementation part of the project.
Q8: Can you explain how GSA applies the Brooks Act?
A8: The proposals will be evaluated first based on most highly qualified, and then pricing will be negotiated once a firm is selected.
Q9: Is there a limit to 6 primary firms on the solicitation?
A9: No, there is no limit on the number of firms on the solicitation.
Q10: Can you tell us the point value of the evaluation?
A10: No, the actual point value associated with each evaluation criteria is not for public record, what we can tell you is that the criteria for design excellence will be the most important and then in descending order to location being the least important criteria.
Q11: Is there a page limit for SF-330, Section H? All: No Q12: Is there a limit on the number of "Sample projects" for the Architect and Engineer? Could you give us a range, for example, using 5-8 project samples?
Al2: Page 3 of SF 330 under the title "EXAMPLE PROJECTS WHICH BEST ILLUSTRATE PROPOSED TEAM'S QUALIFICATIONS FOR THIS CONTRACT" States "present as many. .. or, 10 projects, . . . " Q13: Three of the 10 projects should be from the Lead Designer. Does that also apply to the Lead Engineer?
A13: NO
Q14: Could you give us some examples of buildings that this contract will serve?
A14: Existing civilian facilities such as federal office buildings, federal courthouses, land ports of entries, etc.
Q15: Is there a limit on the amount of projects we can submit for the Lead Designer's Portfolio?
A15: NO., there is not. We are asking for firms to submit a portfolio representative of the lead designer’s ability to provide Design Excellence." It is recommended that firms list their most challenging and complex projects.
Q16: Does the 2006 year limit apply to Section F projects, Lead Designer's portfolio or both?
A16: NO, the limit is for Section F. Regarding the Lead designer's portfolio, the solicitation is seeking a portfolio representative of the lead designer's ability to provide Design Excellence." While this may be a little on the intangible side, we do not want to limit proposals to a specific year time frame. Contractors are to use their own professional discretion; however, recent projects are likely to be indicative of a firm's ability to acquire new work, and keeping up with recent developments.
Q17: On page 1 of 5, paragraph 1, it states: To be eligible for contract award, a firm must be registered in the Central Contractor Registration at http://www.ccr.gov and have completed On-line Representations and Certifications at https://orca.bpn.gov. Does this apply only to the Prime or to the Sub-consultants, as well? Please advise?
A17: The CCR and ORCA registrations are for all businesses wanting to do business with the federal government. This gives us an opportunity to find out more about the firms that we are doing business with.
Q18: Regarding the "Sample Projects", I was aiming at the Design Excellence portfolio for the sample of projects from the Architectural Lead Designer and the Engineering Lead. Seems that there is no limit to the pages on Section H, and the Design Excellence is part of section H, therefore can I assume that I will include a reasonable number of project examples for my Architect and Engineer in this Design Excellence portfolio.
A18: Yes.
Q19: In Sect E, you mention not providing more than six (6) key personnel resumes. Does this mean six from the prime firm, and also six from each of the other firms (team members) proposed?
A19: Yes, that is correct.
Q20: In the preparation of our SF 330, should Section G include the names of all individuals who are identified in the organization chart or should the Section G only include the names of the six individuals for which resumes are provided?
A20: This section should include the names of key personnel that the contractor believes are critical to the success of any potential projects, Participants for pre-proposal teleconference held on 2/13/2012
