1 PROJECT DESCRIPTION
The project includes, but is not necessarily limited to, the design and construction of all grading, drainage, underground utilities (water, sanitary sewer, storm drainage, gas (if required), electricity, telephone, CATV, internet), streets, and sidewalks street lighting for approximately 69 modular or stick-built housing units on 25 acres. In addition, one or more common areas consisting of green spaces, shade structures, playground equipment, picnic tables and barbeque pits will be a part of this project.
The project is bounded on the east by Erma Ave., the west by Cibolo Creek, and the south by existing CBP housing property. Due to the small size and isolation of the town of Presidio, CBP needs to make housing available to their personnel in order to meet its mission at this location.
Design Build Bridging Documents (DBBD) have been prepared for this project. The designs that are developed by the chosen Contractor must conform with the DBBD to the maximum extent possible unless there are overwhelming reasons why conformance cannot be achieved.
1.1 Project Delivery Method
This project is to be accomplished using the Design Build (DB) with bridging documents delivery method. All required work is included in a single fast-track design and construction effort. After award of the DB contract, the Contractor shall continue the development of the approved concept design and prepare construction documentation. The Contractor shall serve as the A/E of record and construct the project.

2.2.2 Sustainable Design/LEED
See the LEED for Homes requirements described in the Project Manual of the Design Build Bridging Documents (DBBD).
2.2.2.1 Unique Site Security Considerations
This new housing site must be secured to the same standards of the existing housing development immediately south of this new development, commonly referred to as the “block houses” or the 700 and 800 series houses.
2.2.3 Unique Site Considerations
Southwest Desert Climate – Design and construct the project to respect the desert Southwest climate, mitigating climatic challenges of the site including harsh sun, periodic intense winds and periodic intense dust.
Site and Regional Storm Drainage – The site is located immediately next to Cibolo Creek, which has a levee on the west boundary of the property. Cibolo Creek drains the Chinati Mountains to the Rio Grande River in Presidio south of this project site.
Design the site drainage in accordance with the DBBD to accommodate storm drainage on this project site and in a way that is sensitive to the periodic flood waters conveyed by Cibolo Creek.
2.2.4 Accessibility
5% of the dwelling units must be handicap adaptable. The interiors of the houses will be adapted by CBP to be handicap accessible if, and when a handicap resident moves into one of the dwelling units. Therefore, the exteriors of 5% of the houses – i.e., elements of construction along the accessible paths of travel, must be constructed to allow adapting these dwelling units without major removal/reconstruction along the accessible paths of travel.
2.2.5 Environmental Requirements
The Contractor must conform to all recommendations and requirements described in the completed Environmental Assessment dated April 2011 for this project. Some of these requirements are spelled out in this section. The Contractor must review the entire EA to confirm any other recommendations or requirements they must follow.
ENVIRONMENTAL DESIGN MEASURES AND BEST MANAGEMENT PRACTICES
Environmental design measures and best management practices must be implemented in order to minimize potential impacts.
Biological Resources:
To ensure no negative impacts to these protected species, the following would occur prior to and during any grading or clearing and grubbing activities at the site:
If possible, all ground-disturbing activities would take place between April 1 and November 1 when both the reticulated gecko and Texas horned lizard are active and can be observed if present.
All construction personnel would be educated about the reticulated gecko and Texas horned lizard, how to identify them, their habitat, their behavior, etc.
A qualified environmental specialist should be on-site for the duration of ground disturbing activities and would “clear” each area prior to ground-disturbing activities.
If the reticulated gecko or the Texas horned lizard is observed by construction personnel, ground disturbing work would immediately cease and the environmental specialist notified. Construction personnel would not handle either species.
If the reticulated gecko or Texas horned lizard is observed by the environmental specialist, ground-disturbing activities should immediately cease and the environmental specialist would
2.3 Cost Management
