GENERAL QUESTIONS

1. What is the RFP time for Phase 2?

ANSWER: 90 days

2. Would you consider accepting electronic proposals?

ANSWER: We considered it and had to decide against it due to the current Phased Move of R6 GSA Headquarters and the file size structure would be too big to ensure proper electronic delivery.

3. Will Site visits be allowed?

ANSWER: During Phase 2 site visits will be allowed.

4. Is there an existing set of structural drawings, and can these be made available to Offerors during the phase 1 proposal period?

ANSWER: Existing structural drawings will be provided in Phase 2.

5. Is there an existing/recent geotechnical investigation of the site, and can the findings be made available to Offerors during the phase 1 proposal period?

ANSWER: The geotechnical report will be provided in Phase 2.

6. Can the seismic evaluation report on the structure be made available to Offerors during the phase 1 proposal period?

ANSWER: The Seismic study will be provided in Phase 2.

7. The Scope of Work document mentioned some items that are in the appendix and a BIM model, can these be made available to Offerors during the phase 1 proposal period?

ANSWER: The BIM model will be provided in Phase 2.

8. In several instances, the Phase 1 Solicitation SOW references the "Appendix" (see attached for examples). Is the Appendix available for review at this time? Or, will the Appendix only be issued to those contractors who are short listed for the Phase 2 solicitation.

ANSWER: During Phase 2 the appendix will be provided.

SOLICITATION CLARIFICATIONS:

9. Are Offerors required to submit a SF 1442 with the phase 1 proposal?

ANSWER: Yes, There is no price associated with Phase 1, however the 1442 provides for amendment acknowledgement and formalizes the offerors Request for Qualifications (RFQ).

10. Is the Sensitive But Unclassified (SBU) Documents Request form required to be submitted with the phase 1 proposal (reference page 22 of 24 in the Phase I solicitation)?

ANSWER: No, this form is for the offeror to keep track of who they may disseminate SBU documents to during phase 1 RFQ. The offeror is required to update this form at the end of Phase 1 as the Government may request all SBU documents to be destroyed for those offerors not moving onto Phase 2.

11. Factor 3b in the Phase I solicitation states “Provide a list of all claims submitted by the Offeror’s member teams with the last five years. For each claim briefly describe the claim and the final resolution, if already resolved.” Please clarify if this requirement applies to the Offeror and design subcontractors, or just the Offeror. If design subcontractors are required to submit claims information, please confirm the design subcontractors may provide this information directly to GSA rather than in the Offeror’s proposal.

ANSWER: This requirement applies to the Offerors Team which is inclusive of the Design firm(s).

12. Factor 3a in the Phase I solicitation states "...the Offeror may submit projects that demonstrate the work of either the designer or constructor or both." Please verify that the total number of projects submitted in response to Factor 3a is (3), and can be any combination of designer or constructor projects.

ANSWER: Correct

13. On page 8 of the RFQ, Factors 2c and 2d appear to be asking for the same information. Factor 2c (second sentence) indicates that the "Offerors shall provide its means, methods, and processes used to manage clients, trade subcontractors, consultants, and other entities during Design Phase Services and Construction Phase Work." Factor 2d (first sentence) indicates that "Offerors shall provide a written narrative that describes its means, methods, and processes used to manage clients, trade subcontractors, consultants, and other entities." Our assumption is that this information should reside in Factor 2d (Coordination). Please confirm if this information should be provided only in Factor 2d, or in both sections as written.

ANSWER: Factor 2c asks for offerors to depict Resource Capacity and Factor 2d asks offerors to depict management/coordination of those resources.

14. Factor 3a of the proposal requires that we have one (1) reliable reference complete the Questionnaire for each project submitted in accordance with the Instructions for the Questionnaire. Regarding the Questionnaire Form itself, Page 2 indicates that the Company/Contractor and Project Name is to be "completed by the GSA". Since we are to send the Questionnaire directly to our customers, please confirm that this information is actually to be provided by the Offeror (prior to sending to the Evaluator) and not the GSA.

FAR Clause 52.215-1 Instructions to Offerors—Competitive Acquisition Amendments to solicitations. If this solicitation is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this solicitation by the date and time specified in the amendment(s).

Overview: This procurement is being conducted using the two phase selection process found in FAR 36.3. Qualification proposals will be evaluated in Phase 1 to determine which offerors will submit proposals for Phase 2. One contract will be awarded using competitive negotiation. In Phase 1, GSA will select a short list of the most highly qualified offerors and request that those offerors submit Phase 2 proposals. A maximum of 5 firms will be selected to submit Phase 2 proposals. Only those selected offerors are authorized to submit Phase 2 proposals. Those offerors not selected for participation in Phase 2 will be notified in accordance with FAR 15.503(a).

Proposals: Proposals shall consist of the following documents, completed and executed in accordance with this Phase 1 Solicitation:

(1) Technical Proposal VMO00166_Company name

(2) Other Documents as Required VMO00166_Company name

Proof of Registration in the System for Award Management (https://www.sam.gov) Proof of Bonding Capacity to $70,000,000.

Evaluation: Proposals must address the technical approach, technical qualifications, and the other Phase 1 evaluation factors These factors are, in relative order of importance as follows :

Factor 1: Specialized Experience and Technical Competence.

Factor 2: Technical Approach.

Factor 3: Past Performance of Offeror’s Team

Questions: Contractors are to submit any questions in writing (via email) to the Project Team;
