Region 6 GSA AE IDIQ CONTRACT FOR THE STATES OF NEBRASKA, KANSAS, AND MISSOURI Amendment No. 1
GENERAL INFORMATION:
Solicitation No. GS-06P-14-GZ-D-0004 Amendment No. 1 May 22, 2014
CONTRACTOR QUESTIONS AND GSA RESPONSES:
Question: Are we to provide separate, complete current Standard Form 330 (Parts I and II) for each proposed consultant? We will be including consultant information in our combined team SF330 submittal. Please clarify if you are expecting SF330 packages from each consultant team member.
Question: In the RFQ it requests that “A completed SF330 for each proposed consultant”. Does that mean that if we are on a team we need to fill out an entire SF330 including 10 projects and a completed Section H that corresponds to the RFQ questions? Or are you looking for 1 comprehensive team SF330 and a Part II from each firm?
Question: Item 1 under Minimum Submission Requirements states "and a completed, current Standard Form 330 for each proposed consultant.” Can the 330 documents for our consultants be incorporated into one combined SF330 package with ours?
Response:
Firms do not have to submit separate complete SF330’s for each proposed Sub-consultant as stated in the synopsis/solicitation under Section “Minimum Requirements”. Sub-consultants do not need to complete separate SF330’s for their firm.
We are requiring the primary firm to submit one complete SF330 for their firm, or their team from their firm/joint venture, and any Sub-consultants that will be participating in this contract. As a part of this one complete SF330, primary firms should include information about each Sub-consultant that is proposed as a part of their team. This should result in one complete comprehensive/combined SF330 that is inclusive of the primary firm/joint venture and also incorporates information about their Sub-consultant(s).
Question: Can the Written Qualification package be inserted into Section H of the SF 330 or does it need to be a completely separate package?
Response:
The Written Qualifications package should be a complete separate package from the SF330.
Question: Under Written Qualifications Package, 1.b. Project Completion, it states, "Projects must be completed between January 1, 2008 and December 31, 2013 to be considered." Are we allowed to use projects completed after December 31, 2013 in either or both the 330 Section F. Projects and the Written Qualification Projects section?
Question: “Project Completion: Projects must be completed between January 1, 2008 and December 31, 2013 to be considered.”
Must projects be fully completed? Are projects currently under construction not valid?
Response:
For this synopsis/solicitation (both Written Qualifications package and SF330), and based solely on this single requirement, you will receive greater consideration for projects that have been completed within the stated 6 year time frame from January 1, 2008 through December 31, 2013. Projects submitted under this synopsis/solicitation, which were completed before January 2008, after December 31, 2013, or are currently under construction, will result in less consideration with regard to this requirement.
Question: The Written Qualifications section is only requested of the Prime and not required of each consultant, correct?
Response:
We are only requesting a Written Qualifications package from the primary firm, not from each Sub-consultant.
Question: On the first page it notes that this procurement opportunity is “100% set-aside for small businesses only”.
Does this mean the prime contractor and all of their sub-contractors (consultants) must also be small businesses?
Response:
In the Synopsis/Solicitation, “100 percent set aside for small business” applies to the primary firm. As long as the primary firm is small, you can submit Technical Qualifications. Sub-consultant(s) may be large businesses.
Question: NAICS Code/Size Standard for this procurement is 541310. Can a firm under NAICS Code 541330 submit as prime?
Response:
Each primary firm that submits Technical Qualifications under this Solicitation must be registered under the NAICS Code 541310.
Question: "GSA reserves the right to award task orders under the base contracts in all 4 states and firms receiving an award may be asked to provide A-E services in all 4 states."
Is it a requirement to be registered in all 4 states at the time of submission of qualifications?
Or, if our firm is only applying for the Geographic Area of "The State of Missouri East of Columbia, Missouri, including the city of St. Louis", is it OK just to be licensed in the State of Missouri?
Response:
You are only required to be registered in the state(s) you choose as the primary geographical region, which are states where you will be performing design work.
Question: Part one of the Written Qualifications Package states:
“Provide a one (1) page, 1 side only, narrative detailing how the Principal and Project Manager for the IDIQ contract have worked together on prior projects to successfully satisfy the client's program, function, image, mission, budget, schedule and operational objectives on past projects.”
Can the Principal also use the title Project Manager? The second person in the firm would be titled “Project Architect.” The question would rephrased “…Project Manager and Project Architect for the IDIQ contract have worked together...”
Response:
Different firms use different titles and label Principles and Project Managers interchangeably. Therefore, it is ok for your firm to use the term “Project Manager” in place of “Principle”. Also, if your second person in the firm is the Project Architect, that is ok. If you do this, please make a note of this at this section of your Written Qualifications package.
Question: “b. Design Methods and Philosophy - 2 pages (double-sided).
1. Methods:
Provide a narrative indicating how project management, cost estimating, coordination, quality control, planning, scheduling, timeliness, problem resolution and cost control measures are addressed by your firm/joint venture during design. Give detailed information regarding your firm’s method for conducting site investigations/site verifications on projects. Provide an owner point of contact including name, title, address and current phone number, References may be contacted.”
During design sounds like a question about our process, but the requirement for an owner point of contact sounds like a single project. Should the question be addressed using a single project as an example, with the contact information relating to that project?
Response:
“During Design” is in reference to your processes. We would like you to provide owner point of contact information that can vouch for, and provide information about, your firm’s methods of conducting site investigations/site verifications on a single project or projects.
Question: “3. Construction Administration (CA) Experience and Expertise (15%)… period of performance…”
Is the “period of performance” construction only, or design + construction?
Response:
This “period of performance” refers to CA Experience and Expertise during construction phase services.
Question: Do you need proof of errors and omissions insurance from each of our consultants?
Response:
If you are submitting a Written Qualifications package as a joint/venture, yes we will need proof of insurance from both you and your partner firm. If you are simply submitting a Technical Qualifications packages as a single firm that plans to utilize Sub-consultants, then we will not need errors and omissions insurance from each Sub-consultant. In this latter scenario, we only need Proof of Insurance from the primary firm.
