SECTION II - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1. GENERAL
General Services Administration (GSA) is requesting proposals for inspecting existing roof anchorages on various Federal Buildings located in GSA’s Heartland Region, which covers Missouri, Kansas, Iowa, and Nebraska. The Contractor shall conduct the work in accordance with Section 8 of the ANSI/IWCA reference cited in this document.
The ANSI/IWCA safety standard applies to devices used to support personnel and equipment as they suspend over the side of the building for either window washing or building maintenance. The anchorage systems may consist of eyebolts, davits & sockets, outriggers, swing stages, wind-screen posts, columns, and/or structural eye-beams: i.e., equipment permanently dedicated to the building. However, ropes, lines, lifelines, fall arrest components, scaffolding, powered hoists, or window anchors are not included in this project.
It is the intent of this project to have all the roof anchorages listed in the inventory inspected to assure they fulfill the design requirements stipulated in the references cited below and for GSA to have assurance that system design will suit professional window cleaning/suspended maintenance practices and fall protection requirements.
Reference
1.American National Standard Institute (ANSI) standard IWCA I-14.1, dated 25 October 2001.
2.OSHA 1926.502(d)(15), Personal Fall Arrest Systems and Appendix C to this part.
2. WORK TO BE PERFORMED
The contractor shall furnish all labor, materials, tools, and equipment necessary for the complete performance of the work described herein.
The contractor will be required to provide annual site roof anchorage inspections, one-time CAD drawings, and one-time roof anchorage certifications for each location listed within the specification. (Prices are being asked for CAD drawings and anchorage certifications within each of the base and option years, however, it is anticipated that these services will only be ordered by the Government one time).
The Contractor shall conduct a site inspection of each facility’s roof anchorages listed in Section II, Paragraph 3, (also listed in Exhibit 1) to ensure: (a) overall system compliance (layout) and (b) equipment integrity (i.e., is it still secure, any corrosion). This task shall be accomplished using a “Qualified Person” working under the direct supervision of a registered Professional Engineer. The inspection shall ensure all anchorages continue to meet the design criteria as outlined in the references cited in this document. If, during a facility’s inspection, an area of suspicion is identified, an immediate verbal report of the situation shall be made to (i) the GSA Building Manager for that facility and (ii) the GSA Regional Safety Office, and a tag shall be affixed to that anchorage indicating it is not to be used; a written report of this situation shall be submitted within 14 calendar days of identifying the suspected problem.
Additionally, the contractor shall provide a set of CAD drawings for each facility inspected showing the identification and location of each anchorage inspected. An example of the drawings to be provided is presented in Exhibit 8.
In addition, all roof anchors used for tie-backs and lifelines, davits, monorails, and similar support equipment shall be load tested and certified as to the structural integrity of the system. This testing and certification shall be carried out under the supervision of a registered professional engineer in accordance with ANSI/IWCA I-14.1, Window Cleaning Safety. A written report of the certification shall be produced, signed, and stamped by the registered professional engineer under whose supervision the load testing was accomplished.

The Contractor shall ensure that the required services specified in this contract, meet the quality standards outlined in the contract. All work performed under this contract shall be of the highest quality, consistent with best industry practices, to assure timely provision of services, optimum tenant agency satisfaction, and adequate protection of Government assets. Accordingly, the contractor shall meet with the COR or his representative frequently to ensure effective lines of communication exist between the contractor and GSA. A mutual effort shall be made to resolve all problems identified during these meetings.
4) Performance Evaluation: Both the contractor and the Government, at the time of contract award, have agreed upon all terms and conditions as stated in the contract. During the life of the contract, contractor performance will be documented by means of the Contractor Performance System (CPS), written inspections, minutes of meetings, GSA/customer surveys and records which will be retained as part of the official contract file.
5) Effectiveness of Quality Control: The COR shall assess the effectiveness of the contractor's Quality Control Program through review of reports required of the contractor, service delivery information, customer interaction, and by means of GSA inspections.

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. The Government must exercise its post-acceptance rights—
(1) Within a reasonable time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
(b) Assignment. The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.
(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.
(f) Excusable delays. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.

In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.
(n) Title. Unless specified elsewhere in this contract, title to items furnished under this contract shall pass to the Government upon acceptance, regardless of when or where the Government takes physical possession.
(o) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
